The Theory of the Nucleon Spin
I discuss two topics of current interest in the study of the spin structure
of the nucleon. First, I discuss whether there is a sum rule for the components
of the nucleon's angular moments. Second, I discuss the measurement of the
nucleon's transversity distribution in light of recent results reported by the

Priorities for the professional development of registered nurses in nursing homes: a Delphi study
Objective: to establish a consensus on the care and professional development needs of registered nurses (RNs) employed by UK care homes.
Design: two-stage, online modified Delphi study. Setting and participants: a panel (n = 352) of individuals with experience, expertise or interest in care home nursing: (i) care home nurses and managers; (ii) community healthcare professionals (including general practitioners, geriatricians, specialist and district nurses); and (iii) nurse educators in higher education. Results: RNs employed by nursing homes require particular skills, knowledge, competence and experience to provide high-quality care for older residents. The most important responsibilities for the nursing home nurse were: promoting dignity, personhood and wellbeing, ensuring resident safety and enhancing quality of life. Continuing professional development priorities included personal care, dementia care and managing long-term conditions. The main barrier to professional development was staff shortages. Nursing degree programmes were perceived as inadequately preparing nurses for a nursing home role. Nursing homes could improve by providing supportive learning opportunities for students and fostering challenging and rewarding careers for newly RNs. Conclusion: if nurses employed by nursing homes are not fit for purpose, the consequences for the wider health and social-care system are significant. Nursing homes, the NHS, educational and local authorities need to work together to provide challenging and rewarding career paths for RNs and evaluate them. Without well-trained, motivated staff, a high-quality care sector will remain merely an aspiration
Reactivation and Precise IPN Localization of the Soft Gamma Repeater SGR1900+14
In 1998 May, the soft gamma repeater SGR1900+14 emerged from several years of
quiescence and emitted a series of intense bursts, one with a time history
unlike any previously observed from this source. Triangulation using Ulysses,
BATSE, and KONUS data give a 1.6 square arcminute error box near the galactic
supernova remnant G42.8+0.6. This error box contains a quiescent soft X-ray
source which is probably a neutron star associated with the soft repeater.Comment: Accepted for publication in the Astrophysical Journal Letter
Snowmass 2001: Jet Energy Flow Project
Conventional cone jet algorithms arose from heuristic considerations of LO
hard scattering coupled to independent showering. These algorithms implicitly
assume that the final states of individual events can be mapped onto a unique
set of jets that are in turn associated with a unique set of underlying hard
scattering partons. Thus each final state hadron is assigned to a unique
underlying parton. The Jet Energy Flow (JEF) analysis described here does not
make such assumptions. The final states of individual events are instead
described in terms of flow distributions of hadronic energy. Quantities of
physical interest are constructed from the energy flow distribution summed over
all events. The resulting analysis is less sensitive to higher order
perturbative corrections and the impact of showering and hadronization than the

Unusual Burst Emission from the New Soft Gamma Repeater SGR1627-41
In June-July,1998 the Konus-Wind burst spectrometer observed a series of
bursts from the new soft gamma repeater SGR1627-41. Time histories and energy
spectra of the bursts have been studied, revealing fluences and peak fluxes in
the ranges of 3x10^{-7} - 7.5x10^{-6} erg cm^{-2} and 10^{-5} - 10^{-4}erg
cm^{-2}/s respectively. One event, 18 June 6153.5sUT stands out dramatically
from this series. Its fluence is ~7x10^{-4} erg cm^{-2} and peak flux
~2x10^{-2} erg cm^{-2}/s. These values from a source at a distance of 5.8 kpc
yield an energy output of ~3x10^{42}erg and maximum luminosity of ~8x10^{43}
erg/s, similar to the values for the famous March 5, 1979 and August27,1998
events. In terms of energy, this event is another giant outburst seen in a
third SGR! However, this very energetic burst differs significantly from the
other giant outbursts. It exhibits no separate initial pulse with a fast rise
time, no extended tail, and no pulsations. It is rather similar to ordinary
repeated bursts but is a few hundred times stronger in intensity. According to
the magnetar model by Thompson and Duncan (1995) such a burst may be initiated
by a strong starquake when a crust fracture propagates over the whole surface

Quadrupole moments of rotating neutron stars
Numerical models of rotating neutron stars are constructed for four equations
of state using the computer code RNS written by Stergioulas. For five selected
values of the star's gravitational mass (in the interval between 1.0 and 1.8
solar masses) and for each equation of state, the star's angular momentum is
varied from J=0 to the Keplerian limit J=J_{max}. For each neutron-star
configuration we compute Q, the quadrupole moment of the mass distribution. We
show that for given values of M and J, |Q| increases with the stiffness of the
equation of state. For fixed mass and equation of state, the dependence on J is
well reproduced with a simple quadratic fit, Q \simeq - aJ^2/M c^2, where c is
the speed of light, and a is a parameter of order unity depending on the mass

Risk factor for footpad dermatitis and hock burns in broiler chickens
Footpad dermatitis (FPD) and hock burn (HB) are a major welfare concern in broiler chicken farming. In general, foot lesions are linked to poor environmental conditions. Ulcers caused by advanced lesions can negatively affect the gait of the birds, with effects on the welfare of animals, including, in the worst cases, inability to reach the feed or water. FPD and HB score data were collected manually at two broiler farms across Europe, during welfare assessments performed within the EU-PLF (Precision Livestock Farming) project, which is supported by the European Commission. This ongoing project aims to create "added value" for the farmer through the application of sensors and information technology at farm level. On those broiler farms, a number of variables such as temperature, relative humidity, ventilation rate, bird weight, light schedule, and feed and water consumption rates are measured automatically. The welfare of the chickens was assessed three times per cycle (at week 3, 4 and 5), scoring FPD, HB, gait score, cleanliness of the birds and litter quality. Data analysis was performed by combining data from the welfare assessments with environmental data collected by the automatic monitoring systems. The analysis showed that FPD and HB were more frequent when the flock was exposed to poor environmental conditions for prolonged periods of time. As environmental conditions can be measured continuously, and the risk factor for FPD and HB increases with poor environmental conditions, there is potential to develop a detection and control system for foot and hock lesions.</p
