Remote sensing of precipitable water over the oceans from Nimbus-7 microwave measurements
Global maps of precipitable water over derived from scanning multichannel microwave radiometer (SMMR) data reveal salient features associated with ocean currents and the large scale general circulation in the atmosphere. Nimbus-7 SMMR brightness temperature measurements in the 21 and 18 GHz channels are used to sense the precipitable water in the atmospheric over oceans. The difference in the brightness temperature (T sub 21 -T sub 18), both in the horizontal and vertical polarization, is found to be essentially a function of the precipitable water in the atmosphere. An equation, based on the physical consideration of the radiative transfer in the microwave region, is developed to relate the precipitable water to (T sub 21 - T sub 18). It shows that the signal (T sub 21- T sub 18) does not suffer severely from the noise introduced by variations in the sea surface temperature, surface winds, and liquid water content in non rain clouds. Responding to the needs of people who have learning disabilities and have been raped : co-prooduction in action
Purpose
The paper discusses a project that explored why mainstream rape support services are still failing to meet the needs of women with learning disabilities. Principles of co-production and action learning enabled a group of women, including women with learning disabilities, to share knowledge and skills and develop easy-read information leaflets.
Design/methodology/approach
The project included representatives from a University, a Third sector Organisation and a Rape Crisis Centre. Action learning methods were used to bring together a broad range of experience and expertise. The project was co-led by a woman with a learning disability and a lecturer in social work with people with learning disabilities.
Findings
Three organisations had been toiling with a similar issue, that of responses to women with learning disabilities who had been raped. Each had previously examined the problem from their own perspective. An action learning process enabled them to explore the issues from a range of experiences, sharing knowledge and expertise and enabling them to begin to develop better service responses.
Co-production of knowledge highlights competing priorities in and between organisations. It can also provide the means of managing these tensions.
Social implications
The project demonstrates the importance of co-production. By working together each organisation learned about the needs of the other. This resulted in shared understanding of the barriers experienced by women with learning disabilities who experience rape and of the challenges experienced by workers who aim to support them. This shared understanding enabled the Action Learning Set to develop bespoke training and literature.
Originality value
All of the participants shared the goal of developing more accessible services for women with learning disabilities who had experienced rape. The project included people with learning disabilities from inception. It was based on expressed need of a group of women with learning disabilities who had been raped and experienced other forms of domestic violence. The project demonstrates the importance of working with people with learning disabilities in order to develop services that truly meet their needs.

Energy transitions and uncertainty: creating low carbon investment opportunities in the UK electricity sector
This paper examines how actors in the UK electricity sector are attempting to deliver investment in low carbon generation. Low carbon technologies, because of their relative immaturity, capital intensity and low operational costs, do not readily fit with existing electricity markets and investment templates which were designed for fossil fuel based energy. We analyse key electricity market and infrastructure policies in the UK and highlight how these are aimed at making low carbon technologies ‘investable’ by reducing uncertainty, managing investment risks and repositioning actors within the electricity socio-technical ‘regime’. We argue that our study can inform contemporary debates on the politics and governance of sustainability transitions by empirically investigating the agency of incumbent regime actors in the face of uncertainty and by offering critical insights on the role of markets and finance in shaping socio-technical change
Tidal energy machines: A comparative life cycle assessment
Marine energy in the UK is currently undergoing a period of exponential growth in terms of development and implementation. The current installed tidal energy capacity of around 4MW is expected to rise to provide up to 20% of the UK’s electricity demand by 2050 [5]. With this in mind, there is a huge range of energy devices, all seemingly promoted by their developers as the best method of extracting power from the ocean. Embodied energy is an important aspect of any power producing device or process, and is used to describe the amount of energy required to begin and maintain the process of energy generation. Until a device or process has generated this amount of energy it cannot be said to be a net contributor of energy. This work used Life Cycle Assessment to study four tidal energy devices, representing a cross section of the existing designs, and compares their embodied energy and carbon dioxide emissions. In order to ensure a fair comparison, a hypothetical installation site is used, with conditions typical of those found at potential array installation sites in the UK. The designs studied include a multi-blade turbine, two three blade horizontal axis turbine machines, and an Archimedes’ screw device. These machines were chosen to represent a cross section of device, foundation, installation and operation designs. They have all been developed to prototype stage, meaning that actual manufacturing data is available. Embodied energy is considered over the entire lifetime of each device, beginning with extraction of raw materials. Energy use from fabrication, transport, installation, lifetime maintenance, end-of-life decommissioning and recycling are all calculated, and compared to the energy generation from each device at the test site. Finally, the embodied energy; CO2 intensity; and energy payback periods are compared to those of conventional power generating systems as well as other renewable energy sources. A range of data sources are used. Embodied energy of steel has been provided by the World Steel Association. Of the four devices studied, all were found to achieve CO2 and energy payback within the first 12 years of their lifetime, and exhibited CO2 intensity of between 18 and 35 gCO2/kWh. This compares favourably to many current energy sources, and is likely to fall as technology improves, array size increases and industry experience progresses
Public values for energy futures: Framing, indeterminacy and policy making

In the UK there are strong policy imperatives to transition toward low carbon energy systems but how and in what ways such transitional processes might be realised remains highly uncertain. One key area of uncertainty pertains to public attitudes and acceptability. Though there is wide-ranging research relevant to public acceptability, very little work has unpacked the multiple questions concerning how policy-makers can grapple with and mitigate related uncertainties in efforts to enact energy systems change. In this paper, public acceptability is identified as an indeterminate form of uncertainty that presents particular challenges for policy making. We build on our existing research into public values for energy system change to explore how the outcomes of the project can be applied in thinking through the uncertainties associated with public acceptability. Notably, we illustrate how the public values identified through our research bring into view alternative and quite different problem and solution framings to those currently evident within UK policy. We argue that engagement with a wide range of different framings can offer a basis for better understanding and anticipating public responses to energy system change, ultimately aiding in managing the complex set of uncertainties associated with public acceptability.Natural Environment Research CouncilLeverhulme Trus
Coral Reef Island Initiation and Development Under Higher Than Present Sea Levels
Coral reef islands are considered to be among the most vulnerable environments to future sea-level rise. However, emerging data suggest that different island types, in contrasting locations, have formed under different conditions in relation to past sea level. Uniform assumptions about reef island futures under sea-level rise may thus be inappropriate. Using chronostratigraphic analysis from atoll rim islands (sand- and gravel-based) in the southern Maldives, we show that whilst island building initiated at different times around the atoll (~2,800 cal. yr. B.P. and ~4,200 cal. yr. B.P. at windward and leeward rim sites respectively), higher than present sea levels and associated high-energy wave events were actually critical to island initiation. Findings thus suggest that projected sea-level rise and increases in the magnitude of distal high-energy wave events could reactivate this process regime which, if there is an appropriate sediment supply, may facilitate further vertical reef island-building
Overcoming the risk of inaction from emissions uncertainty in smallholder agriculture
The potential for improving productivity and increasing the resilience of smallholder agriculture, while also contributing to climate change mitigation, has recently received considerable political attention (Beddington et al 2012). Financial support for improving smallholder agriculture could come from performance-based funding including sale of carbon credits or certified commodities, payments for ecosystem services, and nationally appropriate mitigation action (NAMA) budgets, as well as more traditional sources of development and environment finance. Monitoring the greenhouse gas fluxes associated with changes to agricultural practice is needed for performance-based mitigation funding, and efforts are underway to develop tools to quantify mitigation achieved and assess trade-offs and synergies between mitigation and other livelihood and environmental priorities (Olander 2012)
Información agro-climática local, confiable y oportuna, una necesidad de los agricultores colombianos
Conocer información climática relevante hacia el futuro a través de las predicciones climáticas, no es suficiente para apoyar la toma de decisiones de los agricultores. Es necesario buscar alternativas de manejo agrícola para adaptarse a las condiciones climáticas e implementar mecanismos eficaces y sostenibles, bajo un marco de comunicación efectiva con el agricultor (Jones, 2003; Pulwarty et al., 2003). En América Latina son pocas las iniciativas relacionadas con predicción agroclimática. Por lo anterior, el proyecto “Servicios agroclimáticos e información de seguridad alimentaria para una mejor toma de decisiones – AgroClimas” busca apoyar a los actores del sector privado y público de Colombia, Guatemala y Honduras para implementar y usar herramientas de gestión del riesgo agro-climático, validadas y ajustadas a las necesidades de los usuarios finales.
Esta nota presenta los resultados del mapeo de actores y necesidades de información agroclimática en cultivos de seguridad alimentaria (maíz y frijol arbustivo), en sitios piloto del proyecto en Colombia. El trabajo se basa en el supuesto que, mapeando los actores que transmiten información de clima, de precios, financiera y agronómica a los agricultores, conociendo la confianza en la información proporcionada, identificando las necesidades de información y los formatos preferidos para recibir información que apoye la toma de decisiones productivas, se pueden proponer soluciones útiles, relevantes, confiables, sostenibles y aplicables
Theory and observations of ice particle evolution in cirrus using Doppler radar: evidence for aggregation
Vertically pointing Doppler radar has been used to study the evolution of ice
particles as they sediment through a cirrus cloud. The measured Doppler fall
speeds, together with radar-derived estimates for the altitude of cloud top,
are used to estimate a characteristic fall time tc for the `average' ice
particle. The change in radar reflectivity Z is studied as a function of tc,
and is found to increase exponentially with fall time. We use the idea of
dynamically scaling particle size distributions to show that this behaviour
implies exponential growth of the average particle size, and argue that this
exponential growth is a signature of ice crystal aggregation.Comment: accepted to Geophysical Research Letter
