Tax Cuts and Employment Growth in New Jersey: Lessons from a Regional Analysis
The Whitman Administration’s 30 percent reduction in New Jersey’s personal income
taxes from 1994-96 is prominently cited as a role model for state fiscal policy. We investigate whether the growth benefits attributed to the Whitman tax cuts are warranted. Panel data methods are applied to annual observations of county-level employment growth from New Jersey and the surrounding economic region. Our analysis does not support the hypothesis that tax cuts stimulated employment growth in New Jersey. While New Jersey did experience substantial employment growth subsequent to the tax cuts, most of this growth was shared by the nearby Economic Areas
On the most compact regular lattice in large dimensions: A statistical mechanical approach
In this paper I will approach the computation of the maximum density of
regular lattices in large dimensions using a statistical mechanics approach.
The starting point will be some theorems of Roger, which are virtually unknown
in the community of physicists. Using his approach one can see that there are
many similarities (and differences) with the problem of computing the entropy
of a liquid of perfect spheres. The relation between the two problems is
investigated in details. Some conjectures are presented, that need further
investigation in order to check their consistency.Comment: 27 page
Interpreting Helioseismic Structure Inversion Results of Solar Active Regions
Helioseismic techniques such as ring-diagram analysis have often been used to
determine the subsurface structural differences between solar active and quiet
regions. Results obtained by inverting the frequency differences between the
regions are usually interpreted as the sound-speed differences between them.
These in turn are used as a measure of temperature and magnetic-field strength
differences between the two regions. In this paper we first show that the
"sound-speed" difference obtained from inversions is actually a combination of
sound-speed difference and a magnetic component. Hence, the inversion result is
not directly related to the thermal structure. Next, using solar models that
include magnetic fields, we develop a formulation to use the inversion results
to infer the differences in the magnetic and thermal structures between active
and quiet regions. We then apply our technique to existing structure inversion
results for different pairs of active and quiet regions. We find that the
effect of magnetic fields is strongest in a shallow region above 0.985R_sun and
that the strengths of magnetic-field effects at the surface and in the deeper
(r < 0.98R_sun) layers are inversely related, i.e., the stronger the surface
magnetic field the smaller the magnetic effects in the deeper layers, and vice
versa. We also find that the magnetic effects in the deeper layers are the
strongest in the quiet regions, consistent with the fact that these are
basically regions with weakest magnetic fields at the surface. Because the
quiet regions were selected to precede or follow their companion active
regions, the results could have implications about the evolution of magnetic

Women, men and coronary heart disease: a review of the qualitative literature
Aim. This paper presents a review of the qualitative literature which examines the experiences of patients with coronary heart disease. The paper also assesses whether the experiences of both female and male patients are reflected in the literature and summarizes key themes.
Background. Understanding patients' experiences of their illness is important for coronary heart disease prevention and education. Qualitative methods are particularly suited to eliciting patients' detailed understandings and perceptions of illness. As much previous research has been 'gender neutral', this review pays particular attention to gender.
Methods. Published papers from 60 qualitative studies were identified for the review through searches in MEDLINE, EMBASE, CINAHL, PREMEDLINE, PsychINFO, Social Sciences Citation Index and Web of Science using keywords related to coronary heart disease.
Findings. Early qualitative studies of patients with coronary heart disease were conducted almost exclusively with men, and tended to generalize from 'male' experience to 'human' experience. By the late 1990s this pattern had changed, with the majority of studies including women and many being conducted with solely female samples. However, many studies that include both male and female coronary heart disease patients still do not have a specific gender focus. Key themes in the literature include interpreting symptoms and seeking help, belief about coronary 'candidates' and relationships with health professionals. The influence of social roles is important: many female patients have difficulties reconciling family responsibilities and medical advice, while male patients worry about being absent from work.
Conclusions. There is a need for studies that compare the experiences of men and women. There is also an urgent need for work that takes masculinity and gender roles into account when exploring the experiences of men with coronary heart disease
First Stars. I. Evolution without mass loss
The first generation of stars was formed from primordial gas. Numerical
simulations suggest that the first stars were predominantly very massive, with
typical masses M > 100 Mo. These stars were responsible for the reionization of
the universe, the initial enrichment of the intergalactic medium with heavy
elements, and other cosmological consequences. In this work, we study the
structure of Zero Age Main Sequence stars for a wide mass and metallicity range
and the evolution of 100, 150, 200, 250 and 300 Mo galactic and pregalactic Pop
III very massive stars without mass loss, with metallicity Z=10E-6 and 10E-9,
respectively. Using a stellar evolution code, a system of 10 equations together
with boundary conditions are solved simultaneously. For the change of chemical
composition, which determines the evolution of a star, a diffusion treatment
for convection and semiconvection is used. A set of 30 nuclear reactions are
solved simultaneously with the stellar structure and evolution equations.
Several results on the main sequence, and during the hydrogen and helium
burning phases, are described. Low metallicity massive stars are hotter and
more compact and luminous than their metal enriched counterparts. Due to their
high temperatures, pregalactic stars activate sooner the triple alpha reaction
self-producing their own heavy elements. Both galactic and pregalactic stars
are radiation pressure dominated and evolve below the Eddington luminosity
limit with short lifetimes. The physical characteristics of the first stars
have an important influence in predictions of the ionizing photon yields from
the first luminous objects; also they develop large convective cores with
important helium core masses which are important for explosion calculations.Comment: 17 pages, 24 figures, 2 table
Functional mechanisms underlying pleiotropic risk alleles at the 19p13.1 breast-ovarian cancer susceptibility locus
A locus at 19p13 is associated with breast cancer (BC) and ovarian cancer (OC) risk. Here we analyse 438 SNPs in this region in 46,451 BC and 15,438 OC cases, 15,252 BRCA1 mutation carriers and 73,444 controls and identify 13 candidate causal SNPs associated with serous OC (P=9.2 × 10-20), ER-negative BC (P=1.1 × 10-13), BRCA1-associated BC (P=7.7 × 10-16) and triple negative BC (P-diff=2 × 10-5). Genotype-gene expression associations are identified for candidate target genes ANKLE1 (P=2 × 10-3) and ABHD8 (P<2 × 10-3). Chromosome conformation capture identifies interactions between four candidate SNPs and ABHD8, and luciferase assays indicate six risk alleles increased transactivation of the ADHD8 promoter. Targeted deletion of a region containing risk SNP rs56069439 in a putative enhancer induces ANKLE1 downregulation; and mRNA stability assays indicate functional effects for an ANKLE1 3′-UTR SNP. Altogether, these data suggest that multiple SNPs at 19p13 regulate ABHD8 and perhaps ANKLE1 expression, and indicate common mechanisms underlying breast and ovarian cancer risk
Global surveillance of cancer survival 1995-2009: analysis of individual data for 25,676,887 patients from 279 population-based registries in 67 countries (CONCORD-2)
BACKGROUND:
Worldwide data for cancer survival are scarce. We aimed to initiate worldwide surveillance of cancer survival by central analysis of population-based registry data, as a metric of the effectiveness of health systems, and to inform global policy on cancer control.
METHODS:
Individual tumour records were submitted by 279 population-based cancer registries in 67 countries for 25·7 million adults (age 15-99 years) and 75,000 children (age 0-14 years) diagnosed with cancer during 1995-2009 and followed up to Dec 31, 2009, or later. We looked at cancers of the stomach, colon, rectum, liver, lung, breast (women), cervix, ovary, and prostate in adults, and adult and childhood leukaemia. Standardised quality control procedures were applied; errors were corrected by the registry concerned. We estimated 5-year net survival, adjusted for background mortality in every country or region by age (single year), sex, and calendar year, and by race or ethnic origin in some countries. Estimates were age-standardised with the International Cancer Survival Standard weights.
FINDINGS:
5-year survival from colon, rectal, and breast cancers has increased steadily in most developed countries. For patients diagnosed during 2005-09, survival for colon and rectal cancer reached 60% or more in 22 countries around the world; for breast cancer, 5-year survival rose to 85% or higher in 17 countries worldwide. Liver and lung cancer remain lethal in all nations: for both cancers, 5-year survival is below 20% everywhere in Europe, in the range 15-19% in North America, and as low as 7-9% in Mongolia and Thailand. Striking rises in 5-year survival from prostate cancer have occurred in many countries: survival rose by 10-20% between 1995-99 and 2005-09 in 22 countries in South America, Asia, and Europe, but survival still varies widely around the world, from less than 60% in Bulgaria and Thailand to 95% or more in Brazil, Puerto Rico, and the USA. For cervical cancer, national estimates of 5-year survival range from less than 50% to more than 70%; regional variations are much wider, and improvements between 1995-99 and 2005-09 have generally been slight. For women diagnosed with ovarian cancer in 2005-09, 5-year survival was 40% or higher only in Ecuador, the USA, and 17 countries in Asia and Europe. 5-year survival for stomach cancer in 2005-09 was high (54-58%) in Japan and South Korea, compared with less than 40% in other countries. By contrast, 5-year survival from adult leukaemia in Japan and South Korea (18-23%) is lower than in most other countries. 5-year survival from childhood acute lymphoblastic leukaemia is less than 60% in several countries, but as high as 90% in Canada and four European countries, which suggests major deficiencies in the management of a largely curable disease.
INTERPRETATION:
International comparison of survival trends reveals very wide differences that are likely to be attributable to differences in access to early diagnosis and optimum treatment. Continuous worldwide surveillance of cancer survival should become an indispensable source of information for cancer patients and researchers and a stimulus for politicians to improve health policy and health-care systems
Undervalued and ignored:Are humans poorly adapted to energy-dense foods?
In many species the capacity to accurately differentiate the energy density (kcal/g) of foods is critical because it greatly improves efficiency in foraging. In modern humans this ability remains intact and is expressed in a selective preference for types of fruit and vegetables that contain more calories. However, humans evolved consuming these low energy-dense foods (typically < 1.75 kcal/g) and it remains unclear whether they can also discriminate more energy-dense foods that now feature in modern Western diets. In two experiment participants (both N = 40) completed four tasks that assessed the ‘value’ of different sets of 22 foods that ranged in energy density (0.1 kcal/g–5.3 kcal/g and range 0.1 kcal/g to 6.2 kcal/g in Experiment 1 and 2, respectively). In Experiment 1 three measures (expected fullness, calorie estimation, and food choice), and in foods less than approximately 1.5 kcal/g (typically fruits and vegetables), the relationship between perceived value and energy density is linear. Above this, we observed clear compressive functions, indicating relative and progressive undervaluation of higher energy-dense foods. The fourth task (rated liking) failed to provide evidence for any relationship with energy density. In Experiment 2 the same pattern was replicated in measures of expected fullness, and in two different assessments of subjective calorie content. Consistent with the concept of ‘evolutionary discordance,’ this work indicates that modern human physiology is poorly adapted to evaluate foods that have a historically unusual (high) energy density. This has implications both for our understanding of how ‘modern’ energy-dense foods affect choice and energy intake, and for strategies aimed at removing calories from highly energy-rich foods
