Subnational climate entrepreneurship: innovative climate action in California and São Paulo
The distinct role of subnational governments such as states and provinces in addressing climate change has been increasingly acknowledged. But while most studies investigate the causes and consequences of particular governments’ actions and networking activities, this article argues that subnational governments can develop climate action as a collective entrepreneurial activity. Addressing many elements explored in this special issue, it focuses on the second question and identifies climate entrepreneurship in two subnational governments—the states of California (USA) and São Paulo (Brazil). Examining internal action, as well as interaction with local authorities, national governments and the international regime, entrepreneurial activities are identified in the invention, diffusion and evaluation of subnational climate policy in each case. The article draws from the recent scholarship on policy innovation, entrepreneurship and climate governance. It contributes to the literature by exploring entrepreneurial subnational government activity in addressing climate change and expanding the understanding of the effects of policy innovation at the subnational level
Reduction in Local Ozone Levels in Urban São Paulo Due to a Shift from Ethanol to Gasoline Use
It has been proposed that lower NOx emission fuels such as ethanol can mitigate air pollution from vehicles burning oil-based hydrocarbons. Yet, existing modeling and laboratory studies, even those seeking to simulate the same environment, vary in their predictions of how gasoline/ethanol blends affect atmospheric pollutant concentrations, including ozone. Importantly, ambient concentrations have not been evaluated during an actual – as opposed to hypothetical – shift in fuel mix in a real-world environment. Here, we report the first such study, for the subtropical megacity of São Paulo, Brazil. We combine detailed street-hour level data on regulated pollutant concentrations, meteorology, and traffic with fuel shares from a consumer demand model to compare concentrations across subsamples that differ only in the fuel mix but are otherwise similar in meteorology, anthropogenic activity, and biogenic emissions. As the gasoline share of the bi-fuel light-duty vehicle fleet rose by 62 percentage points, we estimate a robust and statistically significant reduction of about 20% in ozone concentrations, and less precise increases in NO and CO concentrations. We propose that our “model-free” analysis potentially accounts for the interaction between anthropogenic and biogenic emissions and caution that successful strategies against ozone pollution require knowledge of the local chemistry and analysis beyond the presently monitored pollutants, most notably fine particles

What do we know about effects of desert dust on air quality and human health in West Africa compared to other regions?
This study aims to compare, on the one hand, the geographical distribution of the desert dust source areas, their contribution to quantities emitted into the atmosphere, the trajectories and the quantities deposited, with on the other hand the areas of research interest focused on the desert dust impacts on air quality and/or human health. Based on a systematic review of the literature using the ISI Web of Knowledge database, we found 231 articles published over the last decade on the desert dust impacts on air quality. Of these, 48% concerned Asian dust and 39% Saharan dust, with the remaining 13% divided between the other dust source areas. However, only one of these studies addressed the worsening air pollution in West Africa, even though it is very close to the Sahara, the greatest contributor to the global dust budget. Moreover, there have been very few studies (41) looking at the direct links between desert dust and human health; in this context too, no interest has been shown in West Africa. Yet this region is also among the areas in which morbidity rates have been noted to be far higher than those found in other regions of the world, and where respiratory infections alone account for more than 20% of the causes of infant mortality. This survey highlights a clear imbalance
between those areas most exposed to dust and the most studied areas in terms of dust impacts. Given these findings and the often alarming results published about other regions of the world, we advocate a revival of interest in research on West Africa in order to achieve a better understanding of the desert dust impacts on air quality and health among the populations of this region
