Carbon taxation, prices and inequality in Australia
from the combustion of fossil fuels, has led to proposals for non-market mechanisms such as regulation, and market mechanisms such as tradable emissions permits and carbon taxes, in order to reduce emissions. Market methods are usually preferred in terms of efficiency, and the carbon tax is deemed as being the easiest to implement and monitor. Owen (1992, p. 4)compares carbon taxes with other instruments; Pearce (1991) provides a summary of the advantages and disadvantages of a carbon tax; and Dower and Zimmerman (1992) compare the merits of carbon taxes and tradable emissions permits. A carbon tax would affect the price of fossil fuels and thus consumer prices,both directly for fuels and indirectly for manufactured goods. These price changes would alter the levels of final demands, and therefore fossil fuel use and aggregate carbon dioxide emissions. This paper investigates the orders of magnitude of a carbon tax required to reduce carbon dioxide emissions in Australia such that the Toronto target is met; this requires a reduction in emissions of 20 per cent of 1988 levels by 2005. Sex Offender Residency Restrictions: Government Regulation of Public Health, Safety, and Morality
Sex offender residency restrictions have proliferated throughout the United States over the past decade. A number of commentators have likened these laws to medieval banishment, when political outcasts and undesirables are exiled to remote areas where they cannot threaten civilized society. This Article argues first that likening modern residency restrictions to “banishment” largely misconstrues this practice as it has been practiced historically. Instead, these statutory initiatives are better understood as an assertion of governments’ police power to protect public health, safety, and morality. Seen through this lens, this Article evaluates the laws’ constitutional sufficiency with attention to their allegedly punitive nature and the effect, if any, of the modern use of quarantine to justify deprivations of liberty in the interest of public safety. It also discusses the relevance of substantive due process in this context, with particular focus on the Supreme Court of California’s groundbreaking March 2015 decision invalidating its sex offender residency statute on this basis. Recognizing the uncertainty inherent in constitutional challenges to sex offender residency laws, this Article concludes with recommendations on how best to implement sensible public policy reform in the present landscape
Vapor-Compression Heat Pumps for Operation Aboard Spacecraft
Vapor-compression heat pumps (including both refrigerators and heat pumps) of a proposed type would be capable of operating in microgravity and would be safe to use in enclosed environments like those of spacecraft. The designs of these pumps would incorporate modifications of, and additions to, vapor-compression cycles of heat pumps now used in normal Earth gravitation, in order to ensure efficiency and reliability during all phases of operation, including startup, shutdown, nominal continuous operation, and peak operation. Features of such a design might include any or all of the following: (1) Configuring the compressor, condenser, evaporator, valves, capillary tubes (if any), and controls to function in microgravitation; (2) Selection of a working fluid that satisfies thermodynamic requirements and is safe to use in a closed crew compartment; (3) Incorporation of a solenoid valve and/or a check valve to prevent influx of liquid to the compressor upon startup (such influx could damage the compressor); (4) Use of a diode heat pipe between the cold volume and the evaporator to limit the influx of liquid to the compressor upon startup; and (5) Use of a heated block to vaporize any liquid that arrives at the compressor inlet
Stigma resistance at the personal, peer, and public levels: A new conceptual model.
Stigma resistance is consistently linked with key recovery outcomes, yet theoretical work is limited. This study explored stigma resistance from the perspective of individuals with serious mental illness (SMI). Twenty-four individuals with SMI who were either peer-service providers (those with lived experience providing services; N = 14) or consumers of mental health services (N = 10) engaged in semistructured interviews regarding experiences with stigma, self-stigma, and stigma resistance, including key elements of this process and examples of situations in which they resisted stigma. Stigma resistance is an ongoing, active process that involves using one’s experiences, knowledge, and sets of skills at the (1) personal, (2) peer, and (3) public levels. Stigma resistance at the personal level involves (a) not believing stigma or catching and challenging stigmatizing thoughts, (b) empowering oneself by learning about mental health and recovery, (c) maintaining one’s recovery and proving stigma wrong, and (d) developing a meaningful identity apart from mental illness. Stigma resistance at the peer level involves using one’s experiences to help others fight stigma and at the public level, resistance involved (a) education, (b) challenging stigma, (c) disclosing one’s lived experience, and (d) advocacy work. Findings present a more nuanced conceptualization of resisting stigma, grounded in the experiences of people with SMI. Stigma resistance is an ongoing, active process of using one’s experiences, skills, and knowledge to develop a positive identity. Interventions should consider focusing on personal stigma resistance early on and increasing the incorporation of peers into services

Tasks may be planned for execution on a single processor or are split up by the designer for execution among a plurality of signal processors. The tasks are modeled using a design aid called a precedence graph, from which a dependency table and a prerequisite table are established for reference within each processor. During execution, at the completion of a given task, an end of task interrupt is provided from any processor which has completed a task to any and all other processors including itself in which completion of that task is a prerequisite for commencement of any dependent tasks. The relevant updated data may be transferred by the processor either before or after signalling task completion to the processors needing the updated data prior to commencing execution of the dependent tasks. Coherency may be ensured, however, by sending the data before the interrupt. When the end of task interrupt is received in a processor, its dependency table is consulted to determine those tasks dependent upon completion of the task which has just been signalled as completed, and task dependency signals indicative thereof are provided and stored in a current status list of a prerequisite table. The current status of all current prerequisites are compared to the complete prerequisites listed for all affected tasks and those tasks for which the comparison indicates that all prerequisites have been met are queued for execution in a selected order
The Thermal Hogan - A Means of Surviving the Lunar Night
document describes the Thermal Hogan, a new shelter concept that would be used on the Moon to moderate the extreme nighttime temperatures, allowing survival of equipment with minimal heater power. It is lightweight, has few mechanical parts, and would be relatively easy to deploy on the Moon. The Lunar Hogan has two parts: an insulated shelter and a thermal mass. The shelter is constructed of multilayer insulation (MLI) draped over a structural framework. Entry and egress are accomplished either by raising the structure or via a door constructed of the same MLI material as the shelter. The thermal mass can be manufactured from locally available materials, either by piling substantially sized rocks to a depth of 0.25 meter, or by filling a 0.25-meter-deep conductive honeycomb-like structure with lunar dust. For ease of transport, the structural framework and honeycomb can be collapsible. The door can be opened by pushing on it in either direction. Gravity would cause it to close and it could be sealed via magnetic strips on the doorframe
