Life without water
Anhydrobiosis, or life without water is commonly demonstrated by a number of plants and animals. These organisms have the capacity to loose all body water, remain dry for various periods, and then be revived by rehydration. While in the anhydrobiotic state, these organisms become highly resistant to several environmental stresses such as extremely low temperatures, elevated temperatures, ionizing radiation, and high vacuum. Since water is commonly thought to be essential for life, survival of anhydrobiotic organisms with an almost total loss of water is examined. A search of literature reveal that many anhydrobiotic organisms make large quantities of trehalose or other carbohydrates. Laboratory experiments have shown that trehalose is able to stabilize and preserve microsomes of sarcoplasmic reticulum and artificial liposomes. It was demonstrated that trehalose and other disaccharides can interact directly with phosopipid headgroups and maintain membranes in their native configuration by replacing water in the headgroup region. Recent studies show that trehalose is an effective stabilizer of proteins during drying and that it does so by direct interaction with groups on the protein. If life that is able to withstand environmental extremes has ever developed on Mars, it is expected that such life would have developed some protective compounds which can stabilize macromolecular structure in the absence of water and at cold temperatures. On Earth, that role appears to be filled by carbohydrates that can stabilize both membrane and protein stuctures during freezing and drying. By analog with terrestrial systems, such life forms might develop resistance either during some reproductive stage or at any time during adult existence. If the resistant form is a developmental stage, the life cycle of the organism must be completed with a reasonable time period relative to time when environmental conditions are favorable. This would suggest that simple organisms with a short life cycle might be most sucessful
Inflation, Inequality and Social Conflict
This paper presents a political economy model of inflation as a result of social conflict. Agents are heterogeneous in terms of income. Agents' income levels determine their ability to hedge against the effects of inflation. The interaction of heterogeneous cash holdings and preferences over fiscal policy leads to conflict over how to finance government expenditure. The model makes a number of predictions concerning which environments are conducive to the emergence of inflation. Inflation will tend to be higher in countries with higher inequality and with greater pro-rich bias in the political system. Conversely, the use of income tax will be higher in countries with lower inequality and less pro-rich bias. The model also predicts that although inequality and political bias will have an impact on the composition of revenue, it will have no effect on the overall level of government spending (assuming that spending is on public goods only). These results are largely confirmed by the empirical portion of the paper. The paper's novel features are its simplifications at the household level which allow for richer treatment of the income distribution and political process than in the related literature. Landowners' liability? is perception of the risk of liability for visitors accidents a barrier to countryside access?
The study seeks to analyse both the perception and reality of liability risk for owners of countryside land for injuries suffered by recreational visitors. The study starts by evaluating the relevant legislation and case law in England, Wales, Scotland and Northern Ireland on countryside access and liability in tort for injury suffered by visitors to such places. In doing so it reviews legislation such as Health & Safety at Work Act 1974, Countryside & Rights of Way Act 2000, Land Reform (Scotland) Act 2003, Occupiers' Liability Acts 1957 & 1984, Animals Act 1971 and the Compensation Act 2006. Through appraisal of this legislation and key cases such as Tomlinson -v- Congleton Borough Council (2004) the actual level of liability risk is assessed to be low.
The study then investigates the rise of a pervasive discourse amongst policy makers, judiciary and senior business figures asserting the need to avoid further development of a risk adverse culture within the UK and/or to tackle a growth in the perceived "compensation culture". A link to deregulation and pro-entrepreneurship interests is shown. The reality of compensation claim rates and associated behaviours is then examined. Issues of liability risk perception are then addressed by reviewing in detail the limited available UK literature on liability perception by landowners and comparing this with evidence from the United States and New Zealand. Case studies of alleged risk adverse land management are then examined to test the evidence base for common assertions of excess regulation and/or withdrawal of access to land or facilities through fear of liability. Finally, the study explores (via interviews of 21 land managers and representative bodies) how liability risks are actually perceived by land owners and the extent of awareness of recent changes in discourse and case law regarding public safety issues. In doing so the study reveals the ways in which land managers in large pro-access agencies and utilities develop common standards and understandings around the level of "reasonably practicable" safety provision. The study concludes with recommendations for further research to investigate the way in which liability risk perceptions are formed by smaller landowners who are more remote from such "interpretive communities" (Fish 1980).</p
A Bioeconomic Analysis of the Duration of Conservation Contracts
Conservation and restoration of native vegetation is often a gradual process which may require many years to transform an ecosystem from one vegetative state to a target ecosystem. This process is stochastic, with some changes potentially irreversible. In contrast, contracts with landholders to undertake conservation measures on their property are typically for less than ten years and often make no contingencies for re-contracting at the end of the contract period. The risk to land holders and conservation agencies of contracts not being renewed and the consequent potential loss of previous investment means including covenants in conservation contracts may be attractive to both parties. Neural ensemble decoding reveals a correlate of viewer- to object-centered spatial transformation in monkey parietal cortex
The parietal cortex contains representations of space in multiple coordinate systems including retina-, head-, body-, and world-based systems. Previously, we found that when monkeys are required to perform spatial computations on objects, many neurons in parietal area 7a represent position in an object-centered coordinate system as well. Because visual information enters the brain in a retina-centered reference frame, generation of an object-centered reference requires the brain to perform computation on the visual input. We provide evidence that area 7a contains a correlate of that computation. Specifically, area 7a contains neurons that code information in retina- and object-centered coordinate systems. The information in retina-centered coordinates emerges first, followed by the information in object-centered coordinates. We found that the strength and accuracy of these representations is correlated across trials. Finally, we found that retina-centered information could be used to predict subsequent object-centered signals, but not vice versa. These results are consistent with the hypothesis that either area 7a, or an area that precedes area 7a in the visual processing hierarchy, is performing the retina- to object-centered transformation
