Deregulation and Higher Education: Potential Impact on Access, Affordability and Achievement in Ohio
This paper refocuses attention on the importance of supporting Ohio students. States may appreciate deregulated higher education because, like other forms of privatization, it reduces support, responsibility and oversight. University administrations may see opportunities to raise revenues through real estate deals, parking arrangements, subcontracting, reducing staff compensation, and changing other employment relationships. Private contractors and the business community may favor these arrangements because there are lucrative possibilities for contracts, real estate deals and other arrangements. But the point of the system is not to serve the needs of legislators, administrators or contractors -- it is to educate students. Students, families, employers and taxpayers need a vibrant higher education system capable of delivering affordable academic programs that connect to the 21st century economy
Una ingeniería didáctica para calcular el volumen del icosaedro
Los 5 poliedros regulares han sido modelo de la ciencia para los griegos y modelo de la astronomía para Kepler. Sin embargo, a pesar de su gran valor epistemológico su estudio es normalmente muy superficial en los cursos de Secundaria. Hace 20 años me formulé esta sencilla pregunta: ¿Cómo podemos calcular el volumen del icosaedro y del dodecaedro regular, conociendo solamente la medida de la arista? Esta pregunta dio lugar a una fascinante investigación, que comenzó en la búsqueda de diferentes medios para construir poliedros (se puede ver en la foto de la derecha un modelo a usar durante el taller) , un trabajo muy interesante con el álgebra de los irracionales cuadráticos, el uso de la trigonometría y el descubrimiento de varias y sorpresivas propiedades geométricas relacionadas algunas con el número áureo. Durante el curso los participantes aprenderán a construir, con regla y compás el pentágono regular(comenzando con su lado) , de la forma más simple y exacta, con su justificación paso a paso. Esto es imprescindible ya que en ambos el icosa y el dode hay numerosos pentágonos regulares. Este curso o taller es tan sólo un pequeño paseo en el increíble mundo de los 5 poliedros regulares, un mundo lleno de tesoros matemáticos, un mundo que espera a ser explorado y descubierto
Globalization and wage inequality in South and East Asia, and Latin America: A gender approach
In this paper we analyse the reasons behind the evolution of the gender gap and wage inequality in South and East Asian and Latin American countries. Health human capital improvements, the exposure to free market openness and equal treatment enforcement laws seem to be the main exogenous variables affecting women’s economic condition. During the second globalization era (in the years 1975-2000) different combinations of these variables in South East Asian and Latin American countries have had as a result the diminution of the gender gap. The main exception to this rule according to our data is China where economic reforms have been simultaneous to the increase of gender differences and inequality between men and women. This result has further normative consequences for the measure of economic inequality. The improvement of women’s condition has as a result the diminution of the dispersion of wages. Therefore in most of the countries analysed the consequence of the diminution of the gender gapduring the second global era is the decrease of wage inequality both measured with Gini and Theil indexes.Wage inequality, gender gap, market openness, human capital

Human development and inequality in the 20th Century : the Mercosur countries in a comparative perspective
This article is in line with the United Nations attempts to approach human
development in wider terms than per capita GDP, and in line with an ever lively
debate on the historical standard of living and on the role of inequality in
development. We focus on three Mercosur countries (Argentina, Brazil and
Uruguay) and we view them in comparison with four core countries (France,
Germany, USA and UK) along the 20th Century. The paper makes different
attempts to construct diverse indices and to change the weights of their
different components in order to better explain human development in different
periods. A contribution of the paper, so long limited to Uruguay and the USA, is
to adjust the historical human development index by inequality measures for all
of its components. The results show that Argentine started to diverge, even in
human development, at early stages of the 20th Century; that Uruguay
diverged from the mid-century and that Brazil continued to tighten the gap up
to 1980, diverging afterwards without being able to come close to the levels of
the core countries. Total inequality in Uruguay and USA showed similar levels
and trends: it decreased until the 1950s, and increased afterwards to similar
levels. While inequality affects human development within both countries, it
doesn?t help to understand the differences between them, due to the mentioned
similarity of the Gini-coefficients

Multimode interference devices for focusing in microfluidic channels
Low-cost, compact, automated optical microsystems for chemical analysis, such as microflow cytometers for identification of individual biological cells, require monolithically integrated microlenses for focusing in microfluidic channels, to enable high-resolution scattering and fluorescence measurements. The multimode interference device (MMI), which makes use of self-imaging in multimode waveguides, is shown to be a simple and effective alternative to the microlens for microflow cytometry. The MMIs have been designed, realized, and integrated with microfluidic channels in a silica-based glass waveguide material system. Focal spot sizes of 2.4 µm for MMIs have been measured at foci as far as 43.7 µm into the microfluidic channel

¿Descentralizados y Coordinados? Notas sobre la gobernabilidad de los procesos de territorialización de la producción de conocimiento : El caso del Consejo de Planificación Regional de la Educación Superior (CPRES) de la región bonaerense (2003-2013)
La investigación estudia la vinculación entre toma de decisiones y producción de conocimiento especializado en los procesos de elaboración de políticas públicas en la Provincia de Buenos Aires (2003-2013). Parte de un enfoque sociopolítico e institucional, sitúa el análisis en el marco de un debate en torno a distintas formas de organización multinivel y aplica esta mirada al examen de un caso en territorio bonaerense: el Consejo de Planificación Regional de Educación Superior (CPRES). El enfoque elegido permite distinguir los cursos de decisiones específicas que adoptan las autoridades estatales en un territorio dado e indagar la trama sociohistórica y política que constituyen las cuestiones públicas. Las experiencias de descentralización observadas a nivel internacional muestran que estas dos dinámicas merecen ser estudiadas conjuntamente, en sus vinculaciones y mutua influencia. La hipótesis general señala que el papel que juega el conocimiento experto en el proceso sociopolítico por el cual se debaten, aprueban y ejecutan las decisiones estatales en el nivel subnacional incide significativamente en la calidad de las políticas públicas. Luego de una discusión inicial sobre el marco analítico el trabajo focaliza en los problemas de territorialidad que plantean los procesos de producción de conocimiento en su vinculación (o no) con los procesos de toma de decisiones. \u3cem\u3eHelicobacter pylori\u3c/em\u3e infection in Havana, Cuba. Prevalence and \u3cem\u3ecagA\u3c/em\u3e status of the strains
There is a great paucity of information about Helicobacter pylori infection in the countries of the Caribbean basin. Almost no studies have been performed to determine the prevalence, antibiotic resistance or virulence factors of the bacterium. To measure the prevalence of H. pylori infection among patients attending endoscopy in three clinics in Havana, Cuba, to evaluate clarithromycin resistance, and to determine the cagA status of the strains obtained. Endoscopy was performed and biopsies were obtained from 117 successive patients attending the Institute of Oncology, the Institute of Gastroenterology, and the Calixto Garcia Hospital in Havana, Cuba. Biopsies were maintained at –70 ºC before being cultured on three different media (two selective and one non-selective) and incubated for 7 days at 37 °C under a microaerobic atmosphere. The presence of H. pylori was identified by oxidase, catalase and urease activities. DNA was extracted, and PCR was performed with primers H2761676 which amplify a 397 bp fragment of the cagA gene. Clarithromycin susceptibility was measured by the gel diffusion method. The diagnoses of patients were: 1 gastric carcinoma; 19 duodenal ulcers; 8 gastric ulcers; and 89 non-ulcer dyspepsia, including (62) gastritis, (9) hiatal hernia,(2) biliary reflux, (1) gastric polyps, and (15) no abnormality. Among the 117 biopsies tested, 83 were H. pylori positive (70.9%). The cagA status determined for 35 cases gave a positive result in 31 cases (88.5%). Only 3% of the strains were resistant to clarithromycin. The prevalence of Helicobacter pylori infection in the symptomatic population of La Habana is the same as reported for other developing countries. Most strains were cagA positive and are likely harbour the cag pathogenicity island. The low resistance to clarithromycin in the strains studied probably reflects the low degree of use of the antibiotic in this population
