Intercultural New Media Studies: The Next Frontier in intercultural Communication
New media (ICT\u27s) are transforming communication across cultures. Despite this revolution in cross cultural contact, communication researchers have largely ignored the impact of new media on intercultural communication. This groundbreaking article defines the parameters of a new field of inquiry called Intercultural New Media Studies (INMS), which explores the intersection between ICT\u27s and intercultural communication. Composed of two research areas—(1) new media and intercultural communication theory and (2) culture and new media—INMS investigates new digital theories of intercultural contact as well as refines and expands twentieth-century intercultural communication theories, examining their salience in a digital world. INMS promises to increase our understanding of intercultural communication in a new media age and is the next frontier in intercultural communication
Addressing National Security through Contemporary Dance and Motif Conception: Arnold Udoka’s “Black Skies” as Paradigm
Dance is a product of expression. When humans move in a formalized and ordered pattern in time and space and with rhythm to express an idea or tell a story, dance is said to have taken place. This goes to say that dance is a vehicle of communication. In every movement, there is an expression of idea. The choreographer plays on motifs which are subsequently transformed into movements. The Contemporary dance has been a style of dance that has bestowed on the choreographer the freedom of expression via movement and patterns, which was explored by Udoka in “Black Skies”. Udoka clearly highlighted, with dexterity, the vast vocabularies that could be used in addressing the pertinent issues in the Nigerian State especially as they relate to national security through the motifs of violence, religious intolerance and insecurity. This study therefore analyzes the form and content of the dance production and its relevance to the society especially this time the national security of the country is threatened through the Boko Haram insurgence,ethnic rivalry and religious intolerance. The study concludes that dance through movement is capable of addressing issues of concern. Finally the study recommends that proper training and education should be given to dancers and choreographers for this task
Estrategias de comunicación intercultural para la implementación de la Ley de Víctimas con comunidades indígenas: el caso de la comunidad Emberá Katío Choromandó de Dabeiba (Antioquia)
According to the Law of Victims in Colombia (Law 1448 of 2011, and its Regulatory Decree 4633 of the same year), an indigenous community like the Emberá Katío Choromandó of Dabeiba (Antioquia) meets the conditions to be considered as affected by the actors of the armed conflict and, therefore, to be a subject of rights. However, this law remains budding when it aims to offer elements of interculturality that allow its effective appropriation. Faced with this, an accompaniment is proposed to the community of Choromandó in the co-creation of a peace proposal, adapting the Victims' Law to their needs within the framework of agreements with the Revolutionary Armed Forces of Colombia (FARC) in Havana (Cuba). Through a participatory design, in accordance with the conceptual and methodological assumptions both of the research-action-participation of Orlando Fals Borda, and of intercultural communication of Edward Hall, a series of demands that start from the understanding of the Embera worldview is established, which underlies its indissoluble space-time dimension, until the validation of its autonomy, which translates into the preservation of its identity, stemmed from the filiation to the territory. The aspects of interculturality that were significant in the process included the following: Non-verbal communication and paralanguage, the diverse value of space and time (polytopia and polychrome) to understand the interrelations of the settlers (proxemia), and the joint work with the mestizo population to replace the lack of knowledge of the native language, and to enter into the communication practices of a culture without a written language.De acordo com a Lei de Vítimas na Colômbia (Lei 1.448 de 2011 e seu Decreto Regulamentar 4.633 do mesmoano), uma comunidade indígena como a Emberá Katío Choromandó de Dabeiba (Antioquia) reúne as condições para ser considerada afetada pelos autores do conflito armado e, portanto, ser sujeito de direitos. Contudo, essa lei se encontra muito nova no momento de oferecer elementos de interculturalidade que permitam uma apropriação efetiva dela. Diante disso, propõe-se um acompanhamento à comunidade de Choromandó na cocriação de uma proposta de paz, que adapte a Lei de Vítimas a suas necessidades no âmbito dos acordos com as Forças Armadas Revolucionárias da Colômbia em La Habana (Cuba). Mediante um desenho participativo, conforme com os pressupostos conceituais e metodológicos, tanto da pesquisa-ação-participação, de Orlando Fals Borda, como da comunicação intercultural, de Edward Hall, foi estabelecida uma série de demandas que partem da compreensão da cosmovisão embera, a qual subjaz em sua indissolúvel dimensão espaço-temporal, até a validade de sua autonomia, que se traduz na preservação de sua identidade emanada da filiação ao território. Os aspectos de interculturalidade significativos no processo incluíram: a comunicação não verbal e a paralinguagem; a diversa valia do espaço e do tempo (politopia e policromia) para entender as inter-relações dos povoadores (proxemia) e o trabalho conjunto com a população mestiça para suprir a falência do desconhecimento da língua nativa e entrar nas práticas comunicacionais de uma cultura ágrafa.De acuerdo con la Ley de Víctimas en Colombia (Ley 1448 de 2011 y su Decreto Reglamentario 4633 del mismo año), una comunidad indígena como la Emberá Katío Choromandó de Dabeiba (Antioquia) reúne las condiciones para considerarse afectada por los actores del conflicto armado y, por tanto, ser sujeto de derechos. No obstante, dicha ley se queda en ciernes al momento de ofrecer elementos de interculturalidad que permitan una apropiación efectiva de la misma. Frente a ello, se propone un acompañamiento a la comunidad de Choromandó en la cocreación de una propuesta de paz, adaptando la Ley de Víctimas a sus necesidades en el marco de los acuerdos con las FARC en La Habana (Cuba). Mediante un diseño participativo, conforme con los presupuestos conceptuales y metodológicos, tanto de la investigación-acción-participación, de Orlando Fals Borda, como de la comunicación intercultural, de Edward Hall, se establece una serie de demandas que parten de la comprensión de la cosmovisión embera, la cual subyace en su indisoluble dimensión espacio-temporal, hasta la validación de su autonomía, que se traduce en la preservación de su identidad emanada de la filiación al territorio. Conflict Resolution: The Role of Human Communication
TRULY effective and successful human negotiation and the resolution of conflict (also where South Africa is concerned) can only be developed by a process preceding actual negotiation. Destructive tendencies resulting from perceptions or expectations deeply rooted in different cultural backgrounds, can only be overcome through the conscious effort to create a basic, mutually acceptable communication sub-culture in which trust plays a central role. Rather than approaching any given negotiation situation with a fixed, preconceived action model already in mind, communication scholars will have to begin their work much earlier. Individual, social, and cultural components which exist prior to interpersonal communication situations will have to be identified and studied. This approach requires the initial acceptance of complexity, and the ability to allow specific conditions to assist them in discovering and developing situationally appropriate techniques
The impact of sustainable social cultural tourism : ICT and technology applications in the tourism industry : case study : Cross Rivers State, Nigeria
The tourism industry, in this case writing, even in circumstances of economic pressures recognizes social and cultural values and their contribution to the community’s economics. In the case of Cross River State, Nigeria for instance, this research aims at examining the prospects of viable social-cultural tourism as well as applications of ICT and other technologies in the tourism industry for the social-cultural processes. For the purpose of the present study, both primary and secondary sources of data were utilized. Unstructured interviews without specific topics followed by archival research were used as primary sources of the study. Secondary sources included documentary materials in articles and books, and also registration of tourist nodes in the study areas. It is noted that some of the social-cultural values of the people such as traditional marriages, traditional architectural patterns, traditional landscaping features, art and crafts benefited from the tourists’ intercourse with the host communities. Growth domesticated the Seychellois language further integration of cultural activities profound impact that marketing and promotional strategies can make in the region. Every year there are few opportunities indeed in attracting more visitors and tourists to the region and its surroundings areas
Adorno on the relapse of enlightenment into Auschwitz: The exclusion and resumption of the non-identical
This paper answers Adorno's question, once asked in a lecture, about whether we, by forbidding the thought of the non-identical, fall in radically completed enlightenment back into the darkest form of mythology. In arguing for this in the question implied observation of enlightenment's fallback, the paper analyses Adorno's and Horkheimer's critique of enlightenment and its relapse due to excluding the non-identical, suggesting that emotions and memory represent this non-identical. As the darkest form of mythology Adorno is referring to is not to be understood as a myth itself but actually happened with the Holocaust, the paper then demonstrates how enlightenment, chiefly its exclusion of the non-identical, led to central conditions of the Holocaust that Adorno named ‘Auschwitz’. As enlightenment, according to Adorno, remains in its relapse, the paper finally discusses how his philosophy after Auschwitz advocates for the reintegration of the non-identical, mainly through the recollection of the past and the remembrance of nature within the subject
Strategies adopted by immigrant parents in language and education integration of children: The case of nigerians in Lisbon, Portugal
Available statistics show that in Europe, 1.92 million immigrants were admitted to EU member
states in 2022, of which 14.6% were children. Studies have also found that the level of language
and educational integration of immigrant children to a great extent tends to be influenced by
the level of parents’ active involvement in such schools of their children. This study focused
on exploring the strategies adopted by Nigerian immigrant parents in the language and
educational integration of children in Lisbon, Portugal. Guided by the theory of social capital
and ecological systems theory, qualitative data were collected using in-depth interviews with
eight Nigerian immigrant parents who were purposively selected. The study found that parents
adopted strategies such as constant school visitation, monitoring, buying additional educational
materials and setting family rules in the language and educational integration of children. The
study found that despite the existence of language support for children and parents in
Portuguese schools, challenges such as lack of English proficiency among Portuguese teachers,
and long waiting times in Portuguese language class registration have continued to militate
against utilising the support programmes. To address these challenges and to improve language
support for parents and children, the study recommends measures such as employing teachers
who are proficient in Portuguese and English, Prioritising parents of school-age children in
language courses and grouping Portuguese language classes according to the educational
qualification of learners
A Study of Pension System Reform in Tanzania

The main argument towards stakeholders engagement is that stakeholders are the key part in reforming process, and failure of this can result in unstable reform implementation. Most of the public sector reforms in Tanzania claim to incorporate stakeholders in the reform process, but during execution and implementation of reform, some of the reforms fail to be well implemented and face number of limitations and criticism from different stakeholders of such particular sector of reform.
By studying the recent reform process that took place in pension system in Tanzania, the study assessed the engagement of stakeholders during the reform process of the pension system. The approach of a qualitative and descriptive study was used to answer the research questions.
A sample of 144 respondents consists of workers association union (83 respondents), top managers from pension funds (40 respondents) and members of parliaments (21 respondents) participated in the survey. The method used for conducting survey was online survey questionnaire, which produced also the required results for data manipulation and graphs layouts.
Research study findings have shown that the recent pension system reform in Tanzania was passed and reached the implementation stage without the proper stakeholders engagement. Moreover, not only it was passed without the consent of majority stakeholders, but also the content of reform was not clear to stakeholders. Responses from the members of parliament have also shown that the reforms bill was passed without their consent, and they claimed that there was some external pressure (out of the parliament) to pass the reforms bill.본 연구는 탄자니아 공공 부문 개혁에 대한 이해관계자들의 참여를 평가하여 그들이 개혁 과정에 어떻게 참여하고 있는지 그리고 어느 정도까지 관여하고 있는지를 검토하였다. 이해관계자들의 참여에 대한 주된 주장은 모든 개혁과정에서 이해관계자들이 핵심 요소라는 것이며, 이것의 실패는 불안정한 개혁 이행으로 이어질 수 있다는 것이다. 탄자니아에서의 대부분의 개혁은 개혁과정에서 이해당사자들을 포함시킬 것을 주장하지만, 개혁의 실행 과정에서 일부 개혁은 제대로 이행되지 못하고 한계와 비판에 직면하게 된다.
본 연구는 탄자니아의 연금제도에서 발생한 최근의 개혁과정을 연구함으로써 연금제도의 개혁 과정 중 이해관계자들의 참여를 평가하였으며, 질적 연구 및 기술적 연구 방식을 본 연구 질문에 답하는데 사용하였다. 144명의 응답자는 근로자 협회(83명), 연기금 최고 책임자(40명), 국회의원(21명) 등으로 구성됐다. 설문조사를 실시하기 위해 사용된 방법은 데이터 분석과 그래프 분석에 필요한 결과를 산출하는 온라인 조사방법을 사용하였다.
그 결과, 최근 탄자니아의 연금제도 개혁안이 통과되었고 적절한 이해관계자의 참여 없이 시행 단계에 이르는 것으로 나타났다. 게다가 다수 이해관계자의 동의 없이 통과되었을 뿐만 아니라, 개혁의 내용도 이해당사자들에게 명확하지 않았다. 의원들의 반응도 개혁안이 동의 없이 통과된 것을 보여주며, 개혁안을 통과시키라는 외압이 있었다고 주장하였다.Chapter One: Introduction 1
