    The Link between Innovation Performance and Governance

    This paper aims to explore in a descriptive way the relationship between country level indicators on governance and innovation. It explores in detail the association between innovation and governance by looking at the relationship between six governance indicators from the World Bank and the innovation performance measures used in European Innovation Scoreboard and the Global Innovation Scoreboard (Hollanders and Arundel, 2006). The basic methodology used in exploring this link is an ordinary least squares (OLS) linear regression model.     This report provides detailed profiles for the EU and some EFTA countries as regards to innovation. The data for analysis are obtained from the recent European Community Innovation Survey, whose results have been released in December 2006. This has been the fourth Community Innovation Survey ( CIS hereby on ) so far, one of the two main instruments together with the European Innovation Scoreboard (EIS) to gather data on innovation indicators and assess national innovation performance. The CIS is designed to obtain information on innovation activities within enterprises, as well as various aspects of the process such as the effects of innovation, sources of information used, costs etc. The CIS-4 survey has been realized in around 30 European countries plus some non-European countries. The structure of the report is as follows: depending on the data availability, for each country a three step analysis is provided: the first part summarizes the general profile of the country on innovation, then the second part focuses on the economic sectors and firm sizes within each country, finaly a graphical representation of the general profile of the country is given.JRC.G.9-Econometrics and statistical support to antifrau

    OPUCEM: A Library with Error Checking Mechanism for Computing Oblique Parameters

    After a brief review of the electroweak radiative corrections to gauge-boson self-energies, otherwise known as the direct and oblique corrections, a tool for calculation of the oblique parameters is presented. This tool, named OPUCEM, brings together formulas from multiple physics models and provides an error-checking machinery to improve reliability of numerical results. It also sets a novel example for an "open-formula" concept, which is an attempt to improve the reliability and reproducibility of computations in scientific publications by encouraging the authors to open-source their numerical calculation programs. Finally, we demonstrate the use of OPUCEM in two detailed case studies related to the fourth Standard Model family. The first is a generic fourth family study to find relations between the parameters compatible with the EW precision data and the second is the particular study of the Flavor Democracy predictions for both Dirac and Majorana-type neutrinos.Comment: 10 pages, 19 figures, section 3 and 4 reviewed, results unchanged, typo correction

    The European Collaborative Economy: A research agenda for policy support

    Collaborative Economy became the buzzword used to refer to all kinds of online platform based business models in the recent years. Yet there is no consensus on a working definition for these platforms and robust evidence is lacking on their costs and benefits to society – a precondition for good policy. To foster a clear and balanced regulatory environment and provide regulatory guidance to Member States on EU law application, the European Commission recently published the 'European Agenda for the Collaborative Economy' where the importance of further research and the need for monitoring the collaborative economy to identify obstacles and problems were stressed. This paper at hand takes stock of the existing knowledge on the Collaborative Economy in order to suggest a forward looking agenda to strengthen the scientific evidence base for the development of policies that maximise the benefits and minimise the costs for all the stakeholders involved. It emphasises the need for developing a clear, commonly agreed conceptualisation of the collaborative economy that would allow for better tailored policy interventions to the various facets of the concept. It presents knowledge gaps and research proposals, notably on the monitoring metrics and indicators; the online trust mechanisms and impact of digital labour market platforms on labour markets and social security systems.JRC.A.2-Work Programm
