The Efficiency of Direct Public Involvement in Environmental Policymaking: An Experimental Test
In one of the most ambitious forms of environmental decision-making, representatives of interested parties – environmentalists, developers, farmers, loggers, miners, etc. - are charged with the responsibility of developing a set of public policies that is acceptable to all of them. Although this approach has become increasingly popular, and has been widely discussed in the academic literature, little is known about the characteristics of the outcomes that are reached in this type of negotiation. We do not know, for example, whether these outcomes meet the standard criteria for efficiency or equity. In this paper, we use laboratory experiments to test whether a number of axiomatic models of bargaining can predict the behavior of the parties to environmental decision making. In recognition of the multi-dimensional aspect of most public land use conflicts, we ask pairs of subjects to negotiate over two goods, without the possibility of cash side payments. We thus provide one of the first experimental tests of a prediction associated with the Edgeworth Box: that parties with an initial endowment that is Pareto inefficient will make trades until they reach a Pareto efficient allocation. We further test whether parties in particular reach the Nash bargain when it coincides with or conflicts with outcomes that maximise the parties’ joint payoffs and with outcomes at which the parties’ receive equal payoffs. The transition to electronic communications networks in the secondary treasury market
This article reviews the history of the recent shift to electronic trading in equity, foreign exchange, and fixed-income markets. The authors analyze a new data set: the eSpeed electronic Treasury network. They contrast the market microstructure of the eSpeed trading platform with the traditional voice-assisted networks that report through GovPX. The microstructure of the U.S. treasury market
This article discusses the microstructure of the U.S. Treasury securities market. Treasury securities are nominally riskless debt instruments issued by the U.S. government. Microstructural analysis is a field of economics/finance that examines the roles played by heterogenous agents, institutional detail, and asymmetric information in the trading process. The article describes types of Treasury issues; stages of the Treasury market; the major players, including the role of the Federal Reserve Bank of New York and the interdealer brokers; the structure of both the spot and futures markets; the findings of the seasonality/announcement and order book literature; and research on price discovery. We conclude by discussing possible future avenues of research.Government securities
Sliding durability of two carbide-oxide candidate high temperature fiber seal materials in air to 900 C
A test program to determine the friction and wear properties of two complex carbide oxide ceramic fibers for high temperature sliding seal applications is described. The fibers are based on Si, C, O, and Ti or Si, C, N, and O ceramic systems. Pin on disk tests using ceramic fiber covered pins and Inconel 718 disks, were conducted in air from 25 to 900 C to evaluate potential seal materials. This testing procedure was used in a previous study of oxide ceramic fibers which were found to exhibit wear behavior based predominantly on their mechanical properties. Like the oxide fibers tested previously, these carbide oxide ceramic fibers, show an increase in friction and wear with increased test temperature. At room temperature, the wear behavior seems to be based upon mechanical properties, namely tensile strength. At 500 and especially 900 C, the fibers wear by both mechanical fracture and by oxidative type wear. Based upon post test microscopic and x ray analyses, interaction between the fiber constituents and elements transferred from the counterface, namely Ni and Cr, may have occurred enhancing the tribochemical wear process. Approaching Evaluation in Youth Community Informatics
In the Youth Community Informatics project, young people from disadvantaged communities use audio and video recording and editing tools, GPS/GIS, presentation software, graphics, and other digital technologies as the means for addressing community needs. They build community asset maps, document community history, develop exhibits in collaboration with libraries and museums, present cultural heritage, organize political action, operate community radio, create and maintain community technology centers, and express themselves through multiple media. These activities typically involve multiple partners and develop in unpredictable ways in response to community life. Tribological evaluation of an Al2O3-SiO2 ceramic fiber candidate for high temperature sliding seals
A test program to determine the relative sliding durability of an alumina-silica candidate ceramic fiber for high temperature sliding seal applications as described. This work represents the first reporting of the sliding durability of this material system. Pin-on-disk tests were used to evaluate the potential seal material by sliding a tow or bundle of the candidate ceramic fiber against a superalloy test disk. Friction was measured during the tests and fiber wear, indicated by the extent of fibers broken in the tow or bundle, was measured at the end of each test. Test variables studied included ambient temperatures from 25 C to 900 C, loads from 1.3 to 21.2 Newtons, and sliding velocities from 0.025 to 0.25 m/sec. In addition, the effects of fiber diameter, elastic modulus, and a pretest fiber heat treatment on friction and wear were measured. In most cases, wear increased with temperature. Friction ranged from about 0.36 at 500 C and low velocity (0.025 m/s) to over 1.1 at 900 C and high velocity (0.25 m/s). The pretest fiber heat treatment, which caused significant durability reductions for alumina-boria-silica ceramic fibers tested previously, had little effect on the alumina-silica fibers tested here. These results indicate that the alumina-silica (Al2O3-SiO2) fiber is a good candidate material system for high temperature sliding seal applications
Building Consensus and Partnerships for Implementing the MAP-21 Section 5310 Program in California, MTI Report WP 12-25
The Moving Ahead for Progress in the 21st Century Act (MAP-21)—the legislation that currently provides funding for federal transportation—allows metropolitan planning organizations (MPOs) or eligible large, urbanized area (UZA) agencies to assume administrative responsibility for Federal Transit Administration (FTA) Section 5310—the Enhanced Mobility of Seniors and Individuals with Disabilities grant program. Caltrans engaged Mineta Transportation Institute (MTI) to conduct research and facilitate a dialogue with the State’s 5310 stakeholders. The MTI team conducted interviews with key stakeholders and Caltrans staff and performed in-depth quantitative analysis of the existing administrative activities of the 5310 program. This research was followed by two statewide 5310 program workshops led by Drs. Ferrell and Appleyard to facilitate discussion among stakeholders and reach consensus on how the new MAP-21 program would be implemented. The key findings from this research and dialogue are: A “full transition” to MPO Program administration could significantly reduce the benefits of the 5310 program for the entire state. A full transition could leave smaller MPOs lacking sufficient administrative funds to adequately run the program in their jurisdictions. Stakeholders are concerned that their local project funding priorities may not receive enough attention if Caltrans retains sole administrative responsibilities for the program. A majority of stakeholders prefer to pursue a partnership with Caltrans to jointly run the 5310 program (the “Hybrid/Partnership Option”). The Hybrid/Partnership Option can provide the maximum amount of flexibility for the program over the long term while building the administrative capacities of all partners
