    Local Sylow theory of totally disconnected, locally compact groups

    We define a local Sylow subgroup of a totally disconnected, locally compact group G to be a maximal pro-p subgroup of an open compact subgroup of G. We use these subgroups to define the p-localisation of G, a locally virtually pro-p group which maps continuously and injectively to G with dense image, and describe the relationship between the scale and modular functions of G and those of its p-localisation. In the case of locally virtually prosoluble groups, we consider all primes simultaneously using local Sylow bases.Comment: 13 page

    This paper applies a structured legal-linguistic profiling approach to EU “staff representation bodies” as a way to access domains that lie behind the public face of EU institutions and their texts concerning translation, language and terminology. The study commences with a legal-linguistic analysis of EU texts for references to “staff”, “staff representation” and “employment” in order to identify specific texts and bodies of relevance to the study. This approach leads to two broad categories: staff committees and trade unions. Information is sought from EU institutions about these bodies and their translation and language arrangements, and a list is made of websites available to the general public. These sites are then examined as part of the legal-linguistic profiling approach.W niniejszym artykule zastosowano ustrukturyzowane podejście do profilowania prawno-językowego do „unijnych organów reprezentujących pracowników” jako sposobu dostępu do obszarów poza oficjalnym obliczem instytucji UE oraz ich tekstów dotyczących tłumaczeń, języka i terminologii. Badanie rozpoczyna się od analizy prawno-językowej tekstów UE pod kątem odniesień do „pracowników”, „reprezentacji pracowników” i „zatrudnienia” w celu zidentyfikowania konkretnych tekstów i organów mających znaczenie dla badania. Takie podejście prowadzi do dwóch kategorii, ujmowanych szeroko: komitetów pracowniczych i związków zawodowych. Instytucje UE poszukują informacji na temat tych organów oraz ich tłumaczeń i ustaleń językowych. Sporządzono także listę stron internetowych dostępnych dla ogółu społeczeństwa, które następnie są badane w ramach profilowania prawno-językowego

    Integrating Multiple 3D Views through Frame-of-reference Interaction

    Frame-of-reference interaction consists of a unified set of 3D interaction techniques for exploratory navigation of large virtual spaces in nonimmersive environments. It is based on a conceptual framework that considers navigation from a cognitive perspective, as a way of facilitating changes in user attention from one reference frame to another, rather than from the mechanical perspective of moving a camera between different points of interest. All of our techniques link multiple frames of reference in some meaningful way. Some techniques link multiple windows within a zooming environment while others allow seamless changes of user focus between static objects, moving objects, and groups of moving objects.     Dynamical behavior of a complex fluid near an out-of-equilibrium transition: approaching simple rheological chaos

    We report here an extensive study of sustained oscillations of the viscosity of a complex fluid near an out-of-equilibrium transition. Using well defined protocols, we perform rheological measurements of the onion texture near a layering transition in a Couette flow. This complex fluid exhibits sustained oscillations of the viscosity, on a large time scale (500s) at controlled stress. These oscillations are directly correlated to an oscillating microstrutural change of the texture of the fluid. We observe a great diversity of dynamical behavior and we show that there is a coupling with spatial effects in the gradient v direction. This is in agreement with a carefull analysis of the temporal series of the viscosity with the dynamical system theory. This analysis indicates that the observed dynamical responses do not strictly correspond to 3-dimensional chaotic states, probably because some spatio-temporal effects are present and are likely to play an important role.Comment: submitted to Phys.     Proposition 13 and the California Fiscal Shell Game

    We study the effects of California’s tax and expenditure limitations, especially Proposition 13. We find that Proposition 13 was indeed effective at reducing both ad valorem property taxes per capita and total state and local taxes per capita, at least in the short run. We further argue that there have been unintended second- ary effects that have resulted in an increased tax burden, undermining the aims of Proposition 13. To circumvent the limits imposed by Proposition 13, the state has drastically increased nonguaranteed debt, has privatized the public fisc, and has devolved the authority to lay and collect taxes and to spend the proceeds so gained. The devolution of authority has been among the swiftest growing aspects of government finance in California, to a far greater extent than in other states. Lastly, we argue that the new tax and spending authorities that have been created to circumvent Proposition 13 have led to a reduction in government transparency and accountability and pose an increasing threat to our democracy
