Size matters: the value of small populations for wintering waterbirds
Protecting systematically selected areas of land is a major step towards biodiversity conservation worldwide. Indeed, the identification and designation of protected areas more often than not forms a core component of both national and international conservation policies. In this paper we provide an overview of those Special Protection Areas and Ramsar Sites that have been classified in Great Britain as of 1998/99 for a selection of wintering waterbird species, using bird count data from the Wetland Bird Survey.
The performance of this network of sites is remarkable, particularly in comparison with published analyses of networks elsewhere in the world. Nevertheless, the current site-based approach, whilst having the great benefit of simplicity, is deliberately biased towards aggregating species at the expense of the more dispersed distribution species. To ensure that the network continues successfully to protect nationally and internationally important waterbird populations, efforts now need to concentrate on the derivation of species-specific representation targets and, in particular, the ways in which these can be incorporated into the site selection process. Although these analyses concern the performance of protected areas for waterbirds in Great Britain, the results have wide-ranging importance for conservation planning in general and the design of protected area networks
Faba bean as a novel brewing adjunct:consumer evaluation
The starch in the grains of legumes, such as faba bean (Vicia faba L.), offers an environmentally sustainable raw material for the brewing industry as their entire nitrogen fertiliser requirement can be provided by the natural process of biological nitrogen fixation. Faba bean is, therefore, distinguished from species such as spring barley (Hordeum vulgare L.), which require large amounts of synthetic nitrogen fertiliser. Consumer analysis of beer produced with faba bean as an adjunct compared with barley malt beers has not previously been assessed. This study evaluated the potential of beers brewed using 30% (w/w) dehulled bean (kernel) flour as an adjunct to malted barley, using a series of quantitative sensory tests. The first, a blind acceptance test with inferred preference, found no statistically significant difference in the taste score of the bean kernel flour adjunct beer when compared with conventional beer. In the second acceptance test, the knowledge that the beer was produced using beans did not affect the overall consumer impression of the beer, regardless of how this information was presented. These results suggest that the use of faba beans in brewing does not impact negatively on the taste or acceptability of the resultant bee

Regulating disasters? The role of international law in disaster prevention and management
Purpose – This article explores the role of international law in disaster prevention and management, with a particular focus on the emerging field of international disaster law, and its relationship with international human rights law. It further introduces the four articles of the special column of this journal issue, dedicated to disasters and international law.
Design/methodology/approach – The analysis is based upon primary sources of legislation and policy, as well as academic literature on disasters and international law.
Findings – Although the field of international disaster law is at its infancy, we argue that this emergent area does have the potential to gain widespread recognition as a distinct field of law, and that this could be of benefit for the wider disaster management community.
Originality/value – The article introduces key legal features and themes relating to international law and disasters, highlighting their relevance for disaster management. The added value is to widen the discussion on aspects of disasters regulated by international law, thus facilitating the future exchange with other academic subjects and operational fields.

Reversible de-identification for lossless image compression using reversible watermarking
De-Identification is a process which can be used to ensure privacy by concealing the identity of individuals captured by video surveillance systems. One important challenge is to make the obfuscation process reversible so that the original image/video can be recovered by persons in possession of the right security credentials. This work presents a novel Reversible De-Identification method that can be used in conjunction with any obfuscation process. The residual information needed to reverse the obfuscation process is compressed, authenticated, encrypted and embedded within the obfuscated image using a two-level Reversible Watermarking scheme. The proposed method ensures an overall single-pass embedding capacity of 1.25 bpp, where 99.8% of the images considered required less than 0.8 bpp while none of them required more than 1.1 bpp. Experimental results further demonstrate that the proposed method managed to recover and authenticate all images considered.peer-reviewe
Towards a balanced corpus of multimodal referring expressions in dialogue
This paper describes an experiment in which dialogues are elicited through an identification task. Currently we are transcribing the collected data. The primary purpose of the experiment is to test a number of hypotheses regarding both the production and perception of multimodal referring expressions. To achieve this, the experiment was designed such that a number of factors (prior reference, focus of attention, visual attributes and cardinality) were systematically manipulated. We anticipate that the results of the experiment will yield information that can inform the construction of algorithms for the automatic generation of natural and easy-to-understand referring expressions. Moreover, the balanced corpus of multimodal referring expressions that was collected will hopefully become a resource for answering further, as yet unanticipated, questions on the nature of multimodal referring expressions.peer-reviewe
Perspectives of people in Mali toward genetically-modified mosquitoes for malaria control
Background:
Genetically-modified (GM) mosquitoes have been proposed as part of an integrated vector control strategy for malaria control. Public acceptance is essential prior to field trials, particularly since mosquitoes are a vector of human disease and genetically modified organisms (GMOs) face strong scepticism in developed and developing nations. Despite this, in sub-Saharan Africa, where the GM mosquito effort is primarily directed, very little data is available on perspectives to GMOs. Here, results are presented of a qualitative survey of public attitudes to GM mosquitoes for malaria control in rural and urban areas of Mali, West Africa between the months of October 2008 and June 2009.
Methods:
The sample consisted of 80 individuals - 30 living in rural communities, 30 living in urban suburbs of Bamako, and 20 Western-trained and traditional health professionals working in Bamako and Bandiagara. Questions were asked about the cause of malaria, heredity and selective breeding. This led to questions about genetic alterations, and acceptable conditions for a release of pest-resistant GM corn and malaria-refractory GM mosquitoes. Finally, participants were asked about the decision-making process in their community. Interviews were transcribed and responses were categorized according to general themes.
Results:
Most participants cited mosquitoes as one of several causes of malaria. The concept of the gene was not widely understood; however selective breeding was understood, allowing limited communication of the concept of genetic modification. Participants were open to a release of pest-resistant GM corn, often wanting to conduct a trial themselves. The concept of a trial was reapplied to GM mosquitoes, although less frequently. Participants wanted to see evidence that GM mosquitoes can reduce malaria prevalence without negative consequences for human health and the environment. For several participants, a mosquito control programme was preferred; however a transgenic release that satisfied certain requirements was usually acceptable.
Conclusions:
Although there were some dissenters, the majority of participants were pragmatic towards a release of GM mosquitoes. An array of social and cultural issues associated with malaria, mosquitoes and genetic engineering became apparent. If these can be successfully addressed, then social acceptance among the populations surveyed seems promising
Instances and connectors : issues for a second generation process language
This work is supported by UK EPSRC grants GR/L34433 and GR/L32699Over the past decade a variety of process languages have been defined, used and evaluated. It is now possible to consider second generation languages based on this experience. Rather than develop a second generation wish list this position paper explores two issues: instances and connectors. Instances relate to the relationship between a process model as a description and the, possibly multiple, enacting instances which are created from it. Connectors refers to the issue of concurrency control and achieving a higher level of abstraction in how parts of a model interact. We believe that these issues are key to developing systems which can effectively support business processes, and that they have not received sufficient attention within the process modelling community. Through exploring these issues we also illustrate our approach to designing a second generation process language.Postprin
Design of a high efficiency wide input range isolated Cuk Dc-Dc converter for grid connected regenerative active loads
The objective of this research is to build a regenerative active load unit with a very
wide input voltage range in order to support a wide variety of dc supply equipment such as dc
power supplies and batteries. These are usually tested by active or passive load units (resistive
loads) for long periods of time to detect early failures and reliability issues. The power drawn from
the devices under test are dissipated into heat by the resistive loads. The system being proposed in
this paper will consist of a grid connected inverter and an efficient wide input voltage range dc-dc
converter. This system will allow the energy drawn from the devices under test to be fed back to
the grid. The only energy consumed corresponds to the losses within the system.
The aim of the project is concerned with the construction of a 1kW regenerative active load unit.
The dc-dc converter, irrespective of the input voltage will feed power at a constant voltage of 200V
to the grid connected inverter. An input voltage ranging from 35V up to 400V will be supported by
the regenerative active load unit with a handling power of 1kW throughout the whole range.
This paper shall present the results obtained during the testing of the 1kW regenerative active load

The potential impact of reforms to the essential parameters of the council tax
Council Tax was introduced in Britain in 1993 and represents a unique international property tax. There is a growing belief that it is time to reform the number and structure of council tax bands but such views have a minimal empirical base. This paper sets out to assess the impact on personal and local government finances, and extends the analysis to the role of the tax multipliers linked to each band. The research is based on the experience of a representative sample of local authorities in Scotland. A statistical revaluation for 2000 is estimated for the existing eight band system, and from this base a ten band system is calculated. Financial implications are then simulated for each local authority taking account of central resource equalisation mechanisms. The results indicate that increases in bands will have little impact on the burden of the council tax compared with regular revaluations. Changing the tax multiplier range has the greatest impact on local authority finances and council tax payments
