Good Governance: developing effective board-management relations in public and voluntary organizations
The research suggests that boards do make a number of important contributions to the organisations they serve. The nature of these contributions caries and is influenced by a variety of factors: for example the way the organisation is regulated; the history and culture of the organisation; the way board members are chosen; board member's skills and experience; the relationship with senior managers; and the way the governance function is managed
FARMER STORAGE OF IRRIGATION WATER IN FEDERAL PROJECTS
This study estimates some of the economic impacts of a program that would allow farmers to save a part of their annual surface irrigation water allocation. The objective would be to save water in full allocation years to be used in water short years. The study area consisted of the El Paso County Water Improvement District. Results indicate that optimal temporal water use would increase district net farm revenue by three percent or less above actual water use. Development of an Integrated Governance Strategy for the Voluntary and Community Sector
This report on governance provides a framework for thinking about how policy makers, funders,regulators and advisers can all work with Board members and staff to enhance the effectiveness of nonprofit organisations. It was commissioned by the Active Community Unit (ACU) of the Home Office, in parallel with other reviews designed to improve the capacity of the voluntary and community sector, at a time when the sector plays an increasingly important role in the delivery of services using public funds. That role has recently been investigated in two Government reports, the Cross Cutting Review carried out by the Treasury, and the Strategy Unit review of charities and nonprofits. Our report proposes actions of three types: some that can be taken immediately, some that require further discussion with key interests, and some integration with the other ACU reviews. Taken together they provide the starting point for an evolving strategy to improve governance across the sector. We recommend ACU chairs a group charged with the responsibility for planning and implementing this. Our focus is on governance as 'the systems and processes concerned with ensuring the overall direction, supervision and accountability of an organisation'. This is often taken to mean the way that a Board, management committee or other governing body steers the overall development of an organisation, where day-to-day management is in the hands of staff or volunteers. Sometimes, of course, the committee and volunteers are the same. They – like all governing bodies – have to balance the interests of the organisation and those they are trying to serve, while being conscious of financial and legal responsibilities, and the requirements of funders and other supporters
Estimating the conditions for polariton condensation in organic thin-film microcavities
We examine the possibility of observing Bose condensation of a confined
two-dimensional polariton gas in an organic quantum well. We deduce a suitable
parameterization of a model Hamiltonian based upon the cavity geometry, the
biexciton binding energy, and similar spectroscopic and structural data. By
converting the sum-over-states to a semiclassical integration over
-dimensional phase space, we show that while an ideal 2-D Bose gas will not
undergo condensation, an interacting gas with the Bogoliubov dispersion
close to will undergo Bose condensation at a given
critical density and temperature. We show that is sensitive
to both the cavity geometry and to the biexciton binding energy. In particular,
for strongly bound biexcitons, the non-linear interaction term appearing in the
Gross-Pitaevskii equation becomes negative and the resulting ground state will
be a localized soliton state rather than a delocalized Bose condensate.Comment: 2 figure
Combinatorial quorum sensing allows bacteria to resolve their social and physical environment
Quorum sensing (QS) is a cell–cell communication system that controls gene expression in many bacterial species, mediated by diffusible signal molecules. Although the intracellular regulatory mechanisms of QS are often well-understood, the functional roles of QS remain controversial. In particular, the use of multiple signals by many bacterial species poses a serious challenge to current functional theories. Here, we address this challenge by showing that bacteria can use multiple QS signals to infer both their social (density) and physical (mass-transfer) environment. Analytical and evolutionary simulation models show that the detection of, and response to, complex social/physical contrasts requires multiple signals with distinct half-lives and combinatorial (nonadditive) responses to signal concentrations. We test these predictions using the opportunistic pathogen Pseudomonas aeruginosa and demonstrate significant differences in signal decay betweeallyn its two primary signal molecules, as well as diverse combinatorial responses to dual-signal inputs. QS is associated with the control of secreted factors, and we show that secretome genes are preferentially controlled by synergistic “AND-gate” responses to multiple signal inputs, ensuring the effective expression of secreted factors in high-density and low mass-transfer environments. Our results support a new functional hypothesis for the use of multiple signals and, more generally, show that bacteria are capable of combinatorial communication
Why Social Enterprises Are Asking to Be Multi-stakeholder and Deliberative: An Explanation around the Costs of Exclusion.
The study of multi-stakeholdership (and multi-stakeholder social enterprises in particular) is only at the start. Entrepreneurial choices which have emerged spontaneously, as well as the first legal frameworks approved in this direction, lack an adequate theoretical support. The debate itself is underdeveloped, as the existing understanding of organisations and their aims resist an inclusive, public interest view of enterprise. Our contribution aims at enriching the thin theoretical reflections on multi-stakeholdership, in a context where they are already established, i.e. that of social and personal services.
The aim is to provide an economic justification on why the governance structure and decision-making praxis of the firm needs to account for multiple stakeholders. In particular with our analysis we want: a) to consider production and the role of firms in the context of the “public interest” which may or may not coincide with the non-profit objective; b) to ground the explanation of firm governance and processes upon the nature of production and the interconnections between demand and supply side; c) to explain that the costs associated with multi-stakeholder governance and deliberation in decision-making can increase internal efficiency and be “productive” since they lower internal costs and utilise resources that otherwise would go astray.
The key insight of this work is that, differently from major interpretations, property costs should be compared with a more comprehensive range of costs, such as the social costs that emerge when the supply of social and personal services is insufficient or when the identification of aims and means is not shared amongst stakeholders. Our model highlights that when social costs derived from exclusion are high, even an enterprise with costly decisional processes, such as the multistakeholder, can be the most efficient solution amongst other possible alternatives

Event attribution science in adaptation decision-making: the context of extreme rainfall in urban Senegal
Event attribution assesses the effect of climate change on individual extreme events. While scientists have suggested that results could be relevant for climate adaptation policy, this has had little empirical investigation, particularly in developing regions. Taking the case of Senegal, the national adaptation policy context regarding extreme precipitation and flooding in urban areas, and the scientific information needed to support this policy, is investigated using key informant interviews, a workshop and document analysis. Flooding in Senegal was found to be viewed primarily as an urban planning concern rather than a climate change issue, with actions to address the impacts focussing on current vulnerabilities of urban communities without considering changing climate risks. While stakeholders thought event attribution might be useful to inform about climate change impacts and future risks of extreme events, it is unclear whether there would be opportunity for this at present, due to the limited role climate information has in adaptation decision-making. While addressing vulnerability to extremes is necessary whether or not the risk is climate change-related, if long-term planning is to be resilient then knowledge about future changes in risks of extremes will need to be considered, even if individual events are not attributed to climate change

Possible futures for groundwater in Burkina Faso under a changing climate
This narrative describes three possible future scenarios for water resources in Burkina Faso and the human and socio-economic impacts that might be experienced by people living in rural areas. The narratives aim to stimulate discussion towards realistic policy responses and the decision support tools needed to assist future planning needs. It is important to recognise that the scenarios do not represent every possible outcome projected by hydroclimate models, and resulting impacts will be contextualised by local circumstances. Communitarian perspectives on social enterprise
Concepts of social enterprise have been debated repeatedly, and continue to cause confusion. In this paper, a meta-theoretical framework is developed through discussion of individualist and communitarian philosophy. Philosophers from both traditions build social theories that emphasise either consensus (a unitarist outlook) or diversity (a pluralist outlook). The various discourses in corporate governance reflect these assumptions and create four distinct approaches that impact on the relationship between capital and labour. In rejecting the traditional discourse of private enterprise, social enterprises have adopted other approaches to tackle social exclusion, each derived from different underlying beliefs about the purpose of enterprise and the nature of governance. The theoretical framework offers a way to understand the diversity found within the sector, including the newly constituted Community Interest Company (CIC).</p
