    Key Components and Best Practices for Environmental Impact Assessments

    New and emerging activities pose risks to the conservation and sustainable development of ABNJ in the absence of prior assessment, and remain a significant gap under UNCLOS. Environmental impact assessments and strategic environmental assessments are widely accepted as valuable tools for incorporating environmental and social concerns into decision making processes with respect to specific projects or activities (EIAs) or policies, plans or programmes (SEAs). The development of a new international instrument to address the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction ("international Instrument") is an opportunity to incorporate best practices for EIAs and SEAs already found under a number of multilateral and regional agreements, and apply lessons learned from their application. Importantly, the new Instrument should also provide the mechanism for the assessment of cumulative impacts of activities and climate change

    The impact of a new regional air ambulance service on a large general hospital

    Background: Helicopter air ambulance crews are influenced in their selection of the destination hospital for their patients by several factors including: distance from the scene; facilities, on site specialties, and senior cover of the receiving hospital; and the proximity of the helicopter landing area to the emergency department (ED). Only a limited number of hospitals have landing sites adjacent to the ED from which patients can be taken directly into the department (primary landing sites). Helicopter crews will often elect to over fly hospitals that do not have primary landing sites because secondary land transfers will add delays in delivering patients. Birmingham Heartlands Hospital has an elevated helideck adjacent to the ED. In October 2003, the Warwickshire and Northamptonshire Air Ambulance (WNAA) service was launched; the hospital sits on the western periphery of the area served by the service. Methods: Prospective data was collated on all patients brought by WNAA to Heartlands Hospital between 1 October 2003 and 31 August 2004. Results: In the 10 month period after the launch of the service, the helicopter delivered 83 patients to the ED; 74 of these were "off patch". This additional workload generated 163 ward days, 19 operative procedures, and 85 intensive care unit, high dependency unit, or coronary care unit days. The direct costs of this additional workload approached £160 000. Conclusions: In future discussions on the cost effectiveness of air ambulances, it will be important to consider both the direct and indirect costs to the receiving hospitals arising from the redistribution of emergency workload.     Subaru/SCExAO First-light Direct Imaging of a Young Debris Disk around HD 36546

    We present H-band scattered light imaging of a bright debris disk around the A0 star HD 36546 obtained from the Subaru Coronagraphic Extreme Adaptive Optics (SCExAO) system with data recorded by the HiCIAO camera using the vector vortex coronagraph. SCExAO traces the disk from r ~ 0.”3 to r ~ 1'' (34–114 au). The disk is oriented in a near east–west direction (PA ~ 75°), is inclined by i ~ 70°–75°, and is strongly forward-scattering (g > 0.5). It is an extended disk rather than a sharp ring; a second, diffuse dust population extends from the disk's eastern side. While HD 36546 intrinsic properties are consistent with a wide age range (t ~ 1–250 Myr), its kinematics and analysis of coeval stars suggest a young age (3–10 Myr) and a possible connection to Taurus-Auriga's star formation history. SCExAO's planet-to-star contrast ratios are comparable to the first-light Gemini Planet Imager contrasts; for an age of 10 Myr, we rule out planets with masses comparable to HR 8799 b beyond a projected separation of 23 au. A massive icy planetesimal disk or an unseen super-Jovian planet at r > 20 au may explain the disk's visibility. The HD 36546 debris disk may be the youngest debris disk yet imaged, is the first newly identified object from the now-operational SCExAO extreme AO system, is ideally suited for spectroscopic follow-up with SCExAO/CHARIS in 2017, and may be a key probe of icy planet formation and planet–disk interactions

    The far field diffraction pattern for corner reflectors with complex reflection coefficients

    The far field diffraction pattern of a geometrically perfect corner reflector is examined analytically for normally incident monochromatic light. The states of polarization and the complex amplitudes of the emerging light are expressed through transformation matrices in terms of those of the original incident light for each sextant of the face in a single coordinate system. The analytic expression of the total diffraction pattern is obtained for a circular face. This expression consists of three component functions in addition to the basic Airy function. The coefficient of each function is expressed in terms of complex coefficients of reflectance of the reflecting surface. Some numerical results for different reflecting surfaces, including total internal reflection, are presented. The iso-intensity contours of the diffraction pattern evaluated from the analytical expressions for an uncoated solid corner reflector are also presented along with the photographs of the pattern

    The effect of maternal iron deficiency on zinc and copper levels and on genes of zinc and copper metabolism during pregnancy in the rat

    Fe deficiency is relatively common in pregnancy and has both short- and long-term consequences. However, little is known about the effect on the metabolism of other micronutrients. A total of fifty-four female rats were fed control (50 mg Fe/kg) or Fe-deficient diets (7·5 mg/kg) before and during pregnancy. Maternal liver, placenta and fetal liver were collected at day 21 of pregnancy for Cu and Zn analysis and to measure expression of the major genes of Cu and Zn metabolism. Cu levels increased in the maternal liver (P=0·002) and placenta (P=0·018) of Fe-deficient rats. Zn increased (P&lt;0·0001) and Cu decreased (P=0·006) in the fetal liver. Hepatic expression of the Cu chaperones antioxidant 1 Cu chaperone (P=0·042) and cytochrome c oxidase Cu chaperone (COX17, P=0·020) decreased in the Fe-deficient dams, while the expression of the genes of Zn metabolism was unaltered. In the placenta, Fe deficiency reduced the expression of the chaperone for superoxide dismutase 1, Cu chaperone for superoxide dismutase (P=0·030), ceruloplasmin (P=0·042) and Zn transport genes, ZRT/IRT-like protein 4 (ZIP4, P=0·047) and Zn transporter 1 (ZnT1, P=0·012). In fetal liver, Fe deficiency increased COX17 (P=0·020), ZRT/IRT-like protein 14 (P=0·036) and ZnT1 (P=0·0003) and decreased ZIP4 (P=0·004). The results demonstrate that Fe deficiency during pregnancy has opposite effects on Cu and Zn levels in the fetal liver. This may, in turn, alter metabolism of these nutrients, with consequences for development in the fetus and the neonate.</p

    Ubiquitous energy storage

    This paper presents a vision of a future power system with "ubiquitous energy storage", where storage would be utilized at all levels of the electricity system. The growing requirement for storage is reviewed, driven by the expansion of distributed generation. The capabilities and existing applications of various storage technologies are presented, providing a useful review of the state of the art. Energy storage will have to be integrated with the power system and there are various ways in which this may be achieved. Some of these options are discussed, as are commercial and regulatory issues. In two case studies, the costs and benefits of some storage options are assessed. It is concluded that electrical storage is not cost effective but that thermal storage offers attractive opportunities

    The Evolution of Circumstellar Disks Surrounding Intermediate Mass Stars: IC 1805

    We report the results of a study of the intermediate and high mass stars in the young, rich star-forming complex IC 1805, based on a combination of optical, near-infrared, and mid-infrared photometry, and classification spectra. These data provide the basis for characterizing the masses and ages for stars more massive than ~2 Msun and enable a study of the frequency and character of circumstellar disks associated with intermediate- and high-mass stars. Optically thick accretion disks among stars with masses 2 < M/Msun <4 are rare (~2% of members) and absent among more massive stars. A larger fraction (~10%) of stars with masses 2 < M/Msun < 4 appear to be surrounded by disks that have evolved from the initial optically thick accretion phase. We identify four classes of such disks. These classes are based on spectral energy distributions (SEDs) of excess emsission above photospheric levels: disks that are (1) optically thin based on the magnitude of the observed excess emission from 2 to 24 um; (2) optically thin in their inner regions (r< 20 AU) and optically thick in their outer regions; (3) exhibit empty inner regions (r < 10 AU) and optically thin emission in their outer regions; and (4) exhibit empty inner regions and optically thick outer regions. We discuss, and assess the merits and liabilities of, proposed explanations for disks exhibiting these SED types and suggest additional observations that would test these proposals.Comment: Accepted to Ap
