    Prediction of force coefficients for labyrinth seals

    The development of a linear model for the prediction of labyrinth seal forces and on its comparison to available stiffness data is presented. A discussion of the relevance of fluid damping forces and the preliminary stages of a program to obtain data on these forces are examined. Fluid-dynamic forces arising from nonuniform pressure patterns in labyrinth seal glands are known to be potentially destablizing in high power turbomachinery. A well documented case in point is that of the space Shuttle Main Engine turbopumps. Seal forces are also an important factor for the stability of shrouded turbines, acting in that case in conjunction with the effects of blade-tip clearance variations

    Measurement of nuclide cross-sections of spallation residues in 1 A GeV 238U + proton collisions

    The production of heavy nuclides from the spallation-evaporation reaction of 238U induced by 1 GeV protons was studied in inverse kinematics. The evaporation residues from tungsten to uranium were identified in-flight in mass and atomic number. Their production cross-sections and their momentum distributions were determined. The data are compared with empirical systematics. A comparison with previous results from the spallation of 208Pb and 197Au reveals the strong influence of fission in the spallation of 238U.Comment: 20 pages, 10 figures, background information at http://www-wnt.gsi.de/kschmidt

    Making Communities More Flood Resilient: The Role of Cost Benefit Analysis and Other Decision-support Tools in Disaster Risk Reduction

    Given the series of large-scale flood disasters that have occurred in recent years, there is a growing recognition among community leaders, businesses, insurers, governments and international donors of the need to invest in risk reduction measures before such events happen. Due to the costs of risk reduction measures, these actions need to be justified and as a result there is an increasing need to utilize decision-support tools, which can help to make the case for action to reduce disaster risks and build flood resilience when faced with limited resources. Across stakeholders, the specific objectives from the use of decision-support tools include (i) demonstrating the efficiency of the action ex-ante (before the flood); (ii) aiding in the selection of a particular intervention in enhancing community flood resilience from a suite of possible options; (iii) helping communities make the right choice when faced with limited investments; (iv) demonstrating the benefits of donor funding of community flood resilience projects; and (v) monitoring the successes and weaknesses of past interventions to generate lessons learned for future work. Typically, discussion on decision-support for disaster risk reduction (DRR) in floods (as well as for other hazards) has focused on cost-benefit analysis (CBA), however there are a number of other tools available to support decision-making. These include cost-effectiveness analysis (CEA), multi-criteria analysis (MCA) and robust-decision-making approaches (RDMA), which have been applied to similar problems, and can also be used to aid decision-making regarding flooding. This white paper provides an overview of the opportunities and challenges of applying these different tools, and guides the reader to select among them. Selection depends on the desired objective, circumstances, data available, timeframe to perform analyses, level of detail, and other considerations. We first focus on the CBA decision-tool, as this has been the mainstay of research and implementation. We then go beyond CBA to consider the other techniques for prioritising DRR investments. While our analysis is specific to flood DRR actions, the conclusion are also applicable to other hazards. The key findings arising from this white paper with relevance to research, policy and implementation of flood DRR decision-support tools, are: (1) Following a comprehensive review of the quantitative CBA flood DRR evidence, we find that flood DRR investments largely pay off, with an average of five dollars saved for every dollar spent through avoided and reduced losses; (2) Using CBA for flood risk reduction assessment should properly account for low-frequency, high-impact flood events, and also tackle key challenges such as intangible impacts; (3) Decision-making can be improved by using various decision support tools tailored to the desired outcomes and contexts. This white paper is the foundation upon which the Zurich flood resilience alliance work on integration of a decision toolbox will proceed "on the ground," with established community-based risk assessment tools, in particular Vulnerability Capacity Assessments (VCA) or Participatory Capacity and Vulnerability Assessments (PCVA). Based on these findings we propose a way forward over the next several years on informing risk-based decision making as part of the alliance program

    On the discovery of doubly-magic 48^{48}Ni

    The paper reports on the first observation of doubly-magic Nickel-48 in an experimental at the SISSI/LISE3 facility of GANIL. Four Nickel-48 isotopes were identified. In addition, roughly 100 Nickel-49, 50 Iron-45, and 290 Chromium-42 isotopes were observed.     Evaporation residues produced in spallation of 208Pb by protons at 500A MeV

    The production cross sections of fragmentation-evaporation residues in the reaction Pb+p at 500A MeV have been measured using the inverse-kinematics method and the FRS spectrometer (GSI). Fragments were identified in nuclear charge using ionisation chambers. The mass identification was performed event-by-event using the B-rho - TOF - Delta-E technique. Although partially-unresolved ionic charge states induced an ambiguity on the mass of some heavy fragments, production rates could be obtained with a high accuracy by systematically accounting for the polluting ionic charge states. The contribution of multiple reactions in the target was subtracted using a new, partly self-consistent code. The isobaric distributions are found to have a shape very close to the one observed in experiments at higher energy. Kinematic properties of the fragments were also measured. The total and the isotopic cross sections, including charge-pickup cross sections, are in good agreement with previous measurements. The data are discussed in the light of previous spallation measurements, especially on lead at 1 GeV

    A Measurement of the Coulomb Dissociation of 8B at 254 MeV/nucleon and the 8B Solar Neutrino Flux

    We have measured the Coulomb dissociation of 8B into 7Be and proton at 254 MeV/nucleon using a large-acceptance focusing spectrometer. The astrophysical S17 factor for the 7Be(p,gamma)8B reaction at E{c.m.} = 0.25-2.78 MeV is deduced yielding S17(0)=20.6 \pm 1.2 (exp.) \pm 1.0 (theo.) eV-b. This result agrees with the presently adopted zero-energy S17 factor obtained in direct-reaction measurements and with the results of other Coulomb-dissociation studies performed at 46.5 and 51.2 MeV/nucleon.Comment: paper to be published in Phys.     Measurement of residual nucleus cross sections and recoil energies in p + Fe collisions at 300, 500, 750, 1000 and 1500 MeV

    The production of residual nuclei in p + Fe collisions has been measured at GSI on the FRS facility by means of the reverse kinematic techniques at 300, 500, 750, 1000 and 1500 MeV/A. The cross-sections larger than 0.01 mb of all isotopes with Z larger than 8 have been obtained. Velocity distributions were also measured. Comparisons to models describing spallation reactions and some empirical formulae often used in astrophysics are presented. These data are directly used to calculate impurety production and DPAs in a thin window as foreseen in spallation sources or accelerator-driven systems

    Valuing the commons : an international study on the recreational benefits of the Baltic Sea

    The Baltic Sea provides benefits to all of the nine nations along its coastline, with some 85 million people living within the catchment area. Achieving improvements in water quality requires international cooperation. The likelihood of effective cooperation is known to depend on the distribution across countries of the benefits and costs of actions needed to improve water quality. In this paper, we estimate the benefits associated with recreational use of the Baltic Sea in current environmental conditions using a travel cost approach, based on data from a large, standardized survey of households in each of the 9 Baltic Sea states. Both the probability of engaging in recreation (participation) and the number of visits people make are modeled. A large variation in the number of trips and the extent of participation is found, along with large differences in current annual economic benefits from Baltic Sea recreation. The total annual recreation benefits are close to 15 billion EUR. Under a water quality improvement scenario, the proportional increases in benefits range from 7 to 18% of the current annual benefits across countries. Depending on how the costs of actions are distributed, this could imply difficulties in achieving more international cooperation to achieve such improvements.PostprintPeer reviewe

    Use and non-use values in an applied bioeconomic model of fisheries and habitat connections

    In addition to indirect support to fisheries, marine habitats also provide non-use benefits often overlooked in most bioeconomic models. We expand a dynamic bioeconomic fisheries model where presence of natural habitats reduces fishing cost via aggregation effects and provides non-use benefits. The theoretical model is illustrated with an application to cold-water corals in Norway where two fishing methods are considered—destructive bottom trawl and non-destructive coastal gear. Non-use values of cold-water corals in Norway are estimated using a discrete choice experiment. Both the theoretical model and its empirical applications demonstrate how non-use values impact optimal fishing practices
