German economic performance: disentangling the role of supply-side reforms, macroeconomic policy and coordinated economy institutions
Since unification, the debate about Germany's poor economic performance has focused on supply-side weaknesses, and the associated reform agenda sought to make low-skill labour markets more flexible. We question this diagnosis using three lines of argument. First, effective restructuring of the supply side in the core advanced industries was carried out by the private sector using institutions of the coordinated economy, including unions, works councils and blockholder owners. Second, the implementation of orthodox labour market and welfare state reforms created a flexible labour market at the lower end. Third, low growth and high unemployment are largely accounted for by the persistent weakness of domestic aggregate demand, rather than by the failure to reform the supply side. Strong growth in recent years reflects the successful restructuring of the core economy. To explain these developments, we identify the external pressures on companies in the context of increased global competition, the continuing value of the institutions of the coordinated market economy to the private sector and the constraints imposed on the use of stabilizing macroeconomic policy by these institutions. We also suggest how changes in political coalitions allowed orthodox labour market reforms to be implemented in a consensus political system
Arkansas Soybean Performance Tests 2018
Soybean variety and strain performance tests are conducted each year in Arkansas by the University of Arkansas System Division of Agriculture’s Arkansas Crop Variety Improvement Program. The tests provide information to companies developing varieties and/or marketing seed within the State, and aid the Arkansas Cooperative Extension Service in formulating variety recommendations for soybean producers
Linear laser diode arrays for improvement in optical disk recording for space stations
The design and fabrication of individually addressable laser diode arrays for high performance magneto-optic recording systems are presented. Ten diode arrays with 30 mW cW light output, linear light vs. current characteristics and single longitudinal mode spectrum were fabricated using channel substrate planar (CSP) structures. Preliminary results on the inverse CSP structure, whose fabrication is less critically dependent on device parameters than the CSP, are also presented. The impact of systems parameters and requirements, in particular, the effect of feedback on laser design is assessed, and techniques to reduce feedback or minimize its effect on systems performance, including mode-stabilized structures, are evaluated
High-power AlGaAs channeled substrate planar diode lasers for spaceborne communications
A high power channeled substrate planar AlGaAs diode laser with an emission wavelength of 8600 to 8800 A was developed. The optoelectronic behavior (power current, single spatial and spectral behavior, far field characteristics, modulation, and astigmatism properties) and results of computer modeling studies on the performance of the laser are discussed. Lifetest data on these devices at high output power levels is also included. In addition, a new type of channeled substrate planar laser utilizing a Bragg grating to stabilize the longitudinal mode was demonstrated. The fabrication procedures and optoelectronic properties of this new diode laser are described
Improving the Reliability and Modal Stability of High Power 870 nm AlGaAs CSP Laser Diodes for Applications to Free Space Communication Systems
The operating characteristics (power-current, beam divergence, etc.) and reliability assessment of high-power CSP lasers is discussed. The emission wavelength of these lasers was optimized at 860 to 880 nm. The operational characteristics of a new laser, the inverse channel substrate planar (ICSP) laser, grown by metalorganic chemical vapor deposition (MOCVD), is discussed and the reliability assessment of this laser is reported. The highlights of this study include a reduction in the threshold current value for the laser to 15 mA and a degradation rate of less than 2 kW/hr for the lasers operating at 60 mW of peak output power
Spontaneous Polarisation Build up in a Room Temperature Polariton Laser
We observe the build up of strong (~50%) spontaneous vector polarisation in
emission from a GaN-based polariton laser excited by short optical pulses at
room temperature. The Stokes vector of emitted light changes its orientation
randomly from one excitation pulse to another, so that the time-integrated
polarisation remains zero. This behaviour is completely different to any
previous laser. We interpret this observation in terms of the spontaneous
symmetry breaking in a Bose-Einstein condensate of exciton-polaritons
Large K-exciton dynamics in GaN epilayers: the non-thermal and thermal regime
We present a detailed investigation concerning the exciton dynamics in GaN
epilayers grown on c-plane sapphire substrates, focussing on the exciton
formation and the transition from the nonthermal to the thermal regime. The
time-resolved kinetics of LO-phonon replicas is used to address the energy
relaxation in the excitonic band. From ps time-resolved spectra we bring
evidence for a long lasting non-thermal excitonic distribution which accounts
for the rst 50 ps. Such a behavior is con rmed in di erent experimental
conditions, both when non-resonant and resonant excitation are used. At low
excitation power density the exciton formation and their subsequent
thermalization is dominated by impurity scattering rather than by acoustic
phonon scattering. The estimate of the average energy of the excitons as a
function of delay after the excitation pulse provides information on the
relaxation time, which describes the evolution of the exciton population to the

A Megacam Survey of Outer Halo Satellites. IV. Two foreground populations possibly associated with the Monoceros substructure in the direction of NGC2419 and Koposov2
The origin of the Galactic halo stellar structure known as the Monoceros ring
is still under debate. In this work, we study that halo substructure using deep
CFHT wide-field photometry obtained for the globular clusters NGC2419 and
Koposov2, where the presence of Monoceros becomes significant because of their
coincident projected position. Using Sloan Digital Sky Survey photometry and
spectroscopy in the area surrounding these globulars and beyond, where the same
Monoceros population is detected, we conclude that a second feature, not likely
to be associated with Milky Way disk stars along the line-of-sight, is present
as foreground population. Our analysis suggests that the Monoceros ring might
be composed of an old stellar population of age t ~ 9Gyr and a new component ~
4Gyr younger at the same heliocentric distance. Alternatively, this detection
might be associated with a second wrap of Monoceros in that direction of the
sky and also indicate a metallicity spread in the ring. The detection of such a
low-density feature in other sections of this halo substructure will shed light

AlGaAs heterojunction lasers
The characterization of 8300 A lasers was broadened, especially in the area of beam quality. Modulation rates up to 2 Gbit/sec at output powers of 20 mW were observed, waveform fidelity was fully adequate for low BER data transmission, and wavefront measurements showed that phase aberrations were less than lamda/50. Also, individually addressable arrays of up to ten contiguous diode lasers were fabricated and tested. Each laser operates at powers up to 30 mW CW in single spatial mode. Shifting the operating wavelength of the basic CSP laser from 8300 A to 8650 A was accomplished by the addition of Si to the active region. Output power has reached 100 mW single mode, with excellent far field wave front properties. Operating life is currently approx. 1000 hrs at 35 mW CW. In addition, laser reliability, for operation at both 8300 A and 8650 A, has profited significantly from several developments in the processing procedures
