    Flight Servicing of Robotic Refueling Mission 3

    The Robotic Refueling Mission 3 (RRM3) payload launched aboard a SpaceX rocket en route to the International Space Station on December 5th, 2018. The Goddard Space Flight Center designed payload carried approximately 50 liters of liquid methane onboard, with a mission to demonstrate long term storage and transfer of the cryogenic fluid in microgravity. Kennedy Space Center (KSC) was tasked to design, fabricate, test, and operate a system equipped to fill an RRM3 dewar with liquid methane prior to launch. Though KSC has a rich history of fueling rockets and payloads, no such operations had previously been accomplished using liquid methane. As such, all of the hardware and processes had to be developed from scratch. The completed ground system design, along with the verification and validation testing will be outlined in this paper. Several challenges that were met and overcome during procurement of the high purity methane are described. In addition, budget restrictions prohibited fueling operations from occurring in traditional processing facilities. The unique and creative solutions which were required to maintain payload cleanliness during cryogenic servicing are also detailed

    Making better use of local data in flood frequency estimation

    Flood frequency estimates are an essential part of flood risk management. They are an important ingredient of many important decisions, informing the cost-effectiveness, design and operation of flood defences, flood mapping and planning decisions in flood risk areas. They also inform the National Flood Risk Assessment, the setting of insurance premiums and long-term investment planning. Methods described in the Flood Estimation Handbook (FEH) published in 1999, and many subsequent updates, are considered the industry standard for flood estimation in the UK. They are used extensively by hydrologists from both the public and private sectors. Flood frequency estimates – also known as design flood estimates – are associated with many sources of uncertainty. These hydrological uncertainties often constitute the most uncertain component in any flood study. Uncertainty can lead to difficulty in having confidence in the outputs of studies, whether these are for investment planning, insurance, asset design, development planning or other purposes. As a result, there is considerable benefit to be gained from any reduction in the uncertainty of flood frequency estimation. There are many supplementary sources of information that can help to refine estimates of design floods and potentially reduce uncertainty. Examples include long-term flood history, river level records, photographs of floods and information obtained from field visits. These and similar types of information are defined as ‘local data’. The FEH Local research project aimed to: quantify the uncertainty of design floods estimated from FEH methods develop procedures and guidance for incorporating local and historical data into flood estimation to reduce uncertainties The primary objective of this report is to describe the reviews and research carried out during the FEH Local project. Another output from the project was a document giving guidance to practitioners on how to estimate uncertainty in flood frequency and how to find and incorporate local data. The practitioner guidance, ‘Using Local Data to Reduce Uncertainty in Flood Frequency Estimation’, will be disseminated early in 2017. This report aims to avoid duplication with the practitioner guidance and so is intended mainly for those with an interest in the background to the methods presented in the guidance

    Inflation and flat directions in modular invariant superstring effective theories

    The potential during inflation must be very flat in, at least, the direction of the inflaton. In renormalizable global supersymmetry, flat directions are ubiquitous, but they are not preserved in a generic supergravity theory. It is known that at least some of them are preserved in no-scale supergravity, and simple generalizations of it. We here study a more realistic generalization, based on string-derived supergravity, using the linear supermultiplet formalism for the dilaton. We consider a general class of hybrid inflation models, where a Fayet-Illiopoulos DD term drives some fields to large values. The potential is dominated by the FF term, but flatness is preserved in some directions. This allows inflation, with the dilaton stabilized in its domain of attraction, and some moduli stabilized at their vacuum values.     Modular Cosmology

    An exploratory study of the cosmology of moduli in string theory. Moduli are argued to be natural inflaton fields and lead to a robust inflationary cosmology in which inflation takes place at the top of domain walls. The amplitude of microwave background fluctuations constrains the dynamics responsible for inflation to take place at a higher scale than supersymmetry breaking. Models explaining this difference in scales and also preventing the dilaton from running to infinity are proposed.     Electron transport through double quantum dots

    Electron transport experiments on two lateral quantum dots coupled in series are reviewed. An introduction to the charge stability diagram is given in terms of the electrochemical potentials of both dots. Resonant tunneling experiments show that the double dot geometry allows for an accurate determination of the intrinsic lifetime of discrete energy states in quantum dots. The evolution of discrete energy levels in magnetic field is studied. The resolution allows to resolve avoided crossings in the spectrum of a quantum dot. With microwave spectroscopy it is possible to probe the transition from ionic bonding (for weak inter-dot tunnel coupling) to covalent bonding (for strong inter-dot tunnel coupling) in a double dot artificial molecule. This review on the present experimental status of double quantum dot studies is motivated by their relevance for realizing solid state quantum bits.Comment: 32 pages, 31 figure

    Increasing Short-Stay Unplanned Hospital Admissions among Children in England; Time Trends Analysis '97-'06

    BACKGROUND: Timely care by general practitioners in the community keeps children out of hospital and provides better continuity of care. Yet in the UK, access to primary care has diminished since 2004 when changes in general practitioners' contracts enabled them to 'opt out' of providing out-of-hours care and since then unplanned pediatric hospital admission rates have escalated, particularly through emergency departments. We hypothesised that any increase in isolated short stay admissions for childhood illness might reflect failure to manage these cases in the community over a 10 year period spanning these changes. METHODS AND FINDINGS: We conducted a population based time trends study of major causes of hospital admission in children 2 days. By 2006, 67.3% of all unplanned admissions were isolated short stays <2 days. The increases in admission rates were greater for common non-infectious than infectious causes of admissions. CONCLUSIONS: Short stay unplanned hospital admission rates in young children in England have increased substantially in recent years and are not accounted for by reductions in length of in-hospital stay. The majority are isolated short stay admissions for minor illness episodes that could be better managed by primary care in the community and may be evidence of a failure of primary care services

    Gender and sexual orientation differences in cognition across adulthood : age is kinder to women than to men regardless of sexual orientation

    Despite some evidence of greater age-related deterioration of the brain in males than in females, gender differences in rates of cognitive aging have proved inconsistent. The present study employed web-based methodology to collect data from people aged 20-65 years (109,612 men; 88,509 women). As expected, men outperformed women on tests of mental rotation and line angle judgment, whereas women outperformed men on tests of category fluency and object location memory. Performance on all tests declined with age but significantly more so for men than for women. Heterosexuals of each gender generally outperformed bisexuals and homosexuals on tests where that gender was superior; however, there were no clear interactions between age and sexual orientation for either gender. At least for these particular tests from young adulthood to retirement, age is kinder to women than to men, but treats heterosexuals, bisexuals, and homosexuals just the same

    The first legal mortgagor: a consumer without adequate protection?

    This article contends that the UK government’s attempt to create a well-functioning consumer credit market will be undermined if it fails to reform the private law framework relating to the first legal mortgage. Such agreements are governed by two distinct regulatory regimes that are founded upon very different conceptions of the mortgagor. The first, the regulation of financial services overseen by the Financial Conduct Authority, derives from public law and is founded upon a conception of the mortgagor as “consumer”. The other is land law, private law regulation implemented by the judiciary and underpinned by a conception of the mortgagor as “landowner”. Evidence suggests that the operation of these two regimes prevents mortgagors from receiving fair and consistent treatment. The current reform of financial services regulation therefore will change only one part of this governance regime and will leave mortgagors heavily reliant upon a regulator that still has to prove itself. What this article argues is that reform of the rules of private law must also be undertaken with the aim of initiating a paradigm shift in the conception of the mortgagor from “landowner” to “consumer”. Cultural shifts of this kind take time but the hope is that this conceptual transformation will occur in time to deter the predicted rise in mortgage possessions

    Conductance oscillations in tunnel-coupled quantum dots in the quantum Hall regime

    We present measurements of transport through two tunnel-coupled quantum dots of different sizes connected in series in a strong, variable, perpendicular magnetic field. Double dot conductance was measured both as a function of magnetic field, which was varied across the filling factor nu = 4 quantum Hall plateau, and as a function of charge induced evenly on the two dots. The conductance peaks undergo position shifts and height modulations as the magnetic field is varied. These shifts and modulations form a pattern that repeats over large ranges of magnetic field and with the addition of double dot charge. The robust pattern repetition is consistent with a frequency locking effect.Comment: 12 pages, 4 figure
