    Gentrifying the Peri-urban: Land use Conflicts and institutional dynamics at the Frontier of an Indonesian Metropolis

    This paper aims to specify the meaning of gentrification in rapidly peri-urbanising metropolitan regions in the context of Indonesia’s rapid transition to decentralisation and democracy. It discusses a case study of conflict over an environmental revitalisation project in a peri-urban area of Bandung City. The analysis focuses on the political processes, tactics and strategies supporting and opposing peri-urban gentrification and their consequences. The analysis illustrates how these political dynamics mediate the interaction between the movement of capital and the spatial reorganisation of social classes. It is argued that in the context of a peri-urbanising metropolis, gentrification needs to be narrated less in terms of class-based neighbourhood succession and more in terms of competing cross-class coalitions emerging at local and regional levels

    The Privatization of Metropolitan Jakarta's (Jabodetabek) Urban Fringes:The Early Stages of "Post-Suburbanization" in Indonesia

    Problem, research strategy, and findings: Recent metropolitan development in developed countries is associated with post-suburbia, or a decline in population in the former central city and the growth of polycentric structures outside the traditional core. Current urban development in Asian cities, particularly in the Jakarta metropolitan region (Jabodetabek), also reflects an early stage of post-suburbia. We examine physical development patterns and the changing role of public and private sectors, although our approach is descriptive in nature. The rapid growth in fringe areas that have developed from dormitory communities into independent towns, triggered by privatization of industrial estates and multifunction new towns, shows typical post-suburban patterns. The national government's pro-growth economic policies and the local autonomy granted to local governments have given the private sector the power to largely control the acquisition, development, and management of land in fringe areas, accelerating post-suburban development patterns.Takeaway for practice: Planners in developing nations must be alert to the rapidly increasing role of the private sector, recognizing how the private sector can help the government to respond to regional needs for housing, jobs, shopping and educational opportunities, and infrastructure while understanding the key role that planning can and should play in ensuring private sector actions do not exacerbate regional problems and lead to uncoordinated public responses

    Flood vulnerability and resilience in peri-urbanizing Vietnam : a case study from Ninh Binh province

    Peri-urban areas in Vietnam are caught between development and conservation needs, between economic development and environmental protection, between cultural preservation and sustainable development. This chapter/article examines vulnerabilities and challenges from flooding in peri-urban communities of the city of Ninh Binh, focusing on: (a) local socioeconomic development policy and the establishment of the Khanh Phu Industrial Zone; (b) impacts caused by flooding and lack of regulations, unplanned built environments, and underdeveloped water infrastructure; and (c) the varying adaptations of different social groups of households. It also explores how institutional adaptation programmes together with household responses collectively determine the resilience of the system

    This paper discusses the interaction between institutional-cultural forces and globalizing neo-liberal ideas in the discussion on the formulation of the draft of new Spatial Planning Act in Indonesia. Although the neo-liberal ideas cannot change the whole nature of the planning system, this paper shows that they fragment the system and conflict with the existing institutional-cultural forces. It argues that the ideas of rule of law and decentralization, as promoted by the neo-liberalism, should be encouraged in order to develop a more effective planning system in Indonesia

    Peri-urbanisation in East Asia: A new challenge for planning?

    Spatial transformation in peri-urban areas has provided an emerging picture of the growth of many metropolitan regions in developing countries. In this paper, we present a new perspective on this transformation from the viewpoint of the developing and transitional countries of East Asia, and suggest its potential implications for planning and governance. First, we reveal the uniqueness of peri-urbanisation in these countries in relation to its dependence on the metropolitan centres, capital accumulation and dynamic coexistence of urban and rural livelihoods. Although we acknowledge the growing contribution of peri-urban areas to regional economies, this is still at the expense of spatial cohesion, regional sustainability and quality of the physical environment. It is argued that these undesirable consequences have been a reflection of fragmented institutional landscapes, particularly at the regional level. In order to address this institutional fragmentation, we suggest a need to transform current domestic planning systems, strengthen collaborative approaches, promote innovative institution-building and consider rescaling of governance
