Enhanced Accessibility for People with Disabilities Living in Urban Areas
[Excerpt] People with disabilities constitute a significant proportion of the poor in developing countries. If internationally agreed targets on reducing poverty are to be reached, it is critical that specific measures be taken to reduce the societal discrimination and isolation that people with disabilities continue to face. Transport is an important enabler of strategies to fight poverty through enhancing access to education, employment, and social services.
This project aims to further the understanding of the mobility and access issues experienced by people with disabilities in developing countries, and to identify specific steps that can be taken to start addressing problems. A major objective of the project is to compile a compendium of guidelines that can be used by government authorities, advocacy groups, and donor/loan agencies to improve the access of people with disabilities to transport and other services in urban areas
Theory of commensurable magnetic structures in holmium
The tendency for the period of the helically ordered moments in holmium to
lock into values which are commensurable with the lattice is studied
theoretically as a function of temperature and magnetic field. The
commensurable effects are derived in the mean-field approximation from
numerical calculations of the free energy of various commensurable structures,
and the results are compared with the extensive experimental evidence collected
during the last ten years on the magnetic structures in holmium. In general the
stability of the different commensurable structures is found to be in accord
with the experiments, except for the tau=5/18 structure observed a few degrees
below T_N in a b-axis field. The trigonal coupling recently detected in holmium
is found to be the interaction required to explain the increased stability of
the tau=1/5 structure around 42 K, and of the tau=1/4 structure around 96 K,

Origin, diversification, and classification of the Australasian genus dracophyllum (richeeae, ericaceae)
The genus Dracophyllum Labill. (Ericaceae) has a fragmented distribution in Australasia, but reaches the greatest level of species richness and morphological diversity in New Zealand. We investigated evolutionary processes that contribute to this disparity in species richness by comparing DNA sequences from members of Dracophyllum, its close relatives Richea Labill. and Sphenotoma R. Br. ex Sweet (together constituting tribe Richeeae Crayn & Quinn), along with more distant relatives in the Ericaceae. We created complementary data sets for the chloroplast-encoded genes matK and rbcL. Parsimony, Bayesian, and maximum likelihood analyses were conducted to assess the robustness of our phylogenetic inferences. The results were largely congruent and, when analyzed in combination, provided greater resolution. In our analyses, tribe Richeeae formed a monophyletic group that diverged during the Eocene (at least 33.3 million years ago [Ma]) with a crown radiation during the Early Miocene (at least 16.5 Ma) that resulted in two disjunct lineages. This date corresponds roughly to the onset of aridification in central Australia. The southern Western Australian genus Sphenotoma formed an isolated evolutionary lineage, while Dracophyllum and Richea together formed a second lineage restricted to eastern Australia, Lord Howe Island, New Caledonia, and New Zealand. The relationships of the Tasmanian endemic, D. milliganii Hook. f., remain an enigma. It was ambiguously placed as sister to Sphenotoma or to the Dracophyllum Richea elude. We recovered two distinct lineages, traditionally recognized as Richea sect. Cystanthe (R. Br.) Benth. and Richea sect. Dracophylloides Benth., which were nested within Dracophyllum. The Lord Howe Island endemic, D. fitzgeraldii F. Muell., emerged as sister to an eastern Australian clade of Dracophyllum. Our evidence suggests that the New Caledonian and New Zealand species of Dracophyllum dispersed from Australia; we document two independent episodes of long-distance dispersal in the Late Miocene to Early Pliocene. Low levels of sequence divergence suggest a rapid and recent species radiation in these two island archipelagos largely within the last three to six million years. This radiation accompanied Pliocene uplift of the New Zealand Southern Alps and episodes of glaciation during the Pleistocene. Because Dracophyllum is paraphyletic and Richea is polyphyletic, the taxonomic circumscription of these genera requires revision
A Functional Naturalism
I provide two arguments against value-free naturalism. Both are based on considerations concerning biological teleology. Value-free naturalism is the thesis that both (1) everything is, at least in principle, under the purview of the sciences and (2) all scientific facts are purely non-evaluative. First, I advance a counterexample to any analysis on which natural selection is necessary to biological teleology. This should concern the value-free naturalist, since most value-free analyses of biological teleology appeal to natural selection. My counterexample is unique in that it is likely to actually occur. It concerns the creation of synthetic life. Recent developments in synthetic biology suggest scientists will eventually be able to develop synthetic life. Such life, however, would not have any of its traits naturally selected for. Second, I develop a simple argument that biological teleology is a scientific but value-laden notion. Consequently, value-free naturalism is false. I end with some concluding remarks on the implications for naturalism, the thesis that (1). Naturalism may be salvaged only if we reject (2). (2) is a dogma that unnecessarily constrains our conception of the sciences. Only a naturalism that recognizes value-laden notions as scientifically respectable can be true. Such a naturalism is a functional naturalism

Pulsed Gamma Rays from the Original Millisecond and Black Widow Pulsars: a case for Caustic Radio Emission?
We report the detection of pulsed gamma-ray emission from the fast
millisecond pulsars (MSPs) B1937+21 (also known as J1939+2134) and B1957+20
(J1959+2048) using 18 months of survey data recorded by the \emph{Fermi} Large
Area Telescope (LAT) and timing solutions based on radio observations conducted
at the Westerbork and Nan\c{c}ay radio telescopes. In addition, we analyzed
archival \emph{RXTE} and \emph{XMM-Newton} X-ray data for the two MSPs,
confirming the X-ray emission properties of PSR B1937+21 and finding evidence
() for pulsed emission from PSR B1957+20 for the first time. In
both cases the gamma-ray emission profile is characterized by two peaks
separated by half a rotation and are in close alignment with components
observed in radio and X-rays. These two pulsars join PSRs J0034-0534 and
J2214+3000 to form an emerging class of gamma-ray MSPs with phase-aligned peaks
in different energy bands. The modeling of the radio and gamma-ray emission
profiles suggests co-located emission regions in the outer magnetosphere.Comment: Accepted for publication in the Astrophysical Journa
Statistics of selectively neutral genetic variation
Random models of evolution are instrumental in extracting rates of
microscopic evolutionary mechanisms from empirical observations on genetic
variation in genome sequences. In this context it is necessary to know the
statistical properties of empirical observables (such as the local homozygosity
for instance). Previous work relies on numerical results or assumes Gaussian
approximations for the corresponding distributions. In this paper we give an
analytical derivation of the statistical properties of the local homozygosity
and other empirical observables assuming selective neutrality. We find that
such distributions can be very non-Gaussian.Comment: 4 pages, 4 figure
Gamma-rays from millisecond pulsars in Globular Clusters
Globular clusters (GCs) with their ages of the order of several billion years
contain many final products of evolution of stars such as: neutron stars, white
dwarfs and probably also black holes. These compact objects can be at present
responsible for the acceleration of particles to relativistic energies.
Therefore, gamma-ray emission is expected from GCs as a result of radiation
processes occurring either in the inner magnetosperes of millisecond pulsars or
in the vicinity of accreting neutron stars and white dwarfs or as a result of
interaction of particles leaving the compact objects with the strong radiation
field within the GC. Recently, GeV gamma-ray emission has been detected from
several GCs by the new satellite observatory Fermi. Also Cherenkov telescopes
reported interesting upper limits at the TeV energies which start to constrain
the content of GCs. We review the results of these gamma-ray observations in

Turnover, account value and diversification of real traders: evidence of collective portfolio optimizing behavior
Despite the availability of very detailed data on financial market,
agent-based modeling is hindered by the lack of information about real trader
behavior. This makes it impossible to validate agent-based models, which are
thus reverse-engineering attempts. This work is a contribution to the building
of a set of stylized facts about the traders themselves. Using the client
database of Swissquote Bank SA, the largest on-line Swiss broker, we find
empirical relationships between turnover, account values and the number of
assets in which a trader is invested. A theory based on simple mean-variance
portfolio optimization that crucially includes variable transaction costs is
able to reproduce faithfully the observed behaviors. We finally argue that our
results bring into light the collective ability of a population to construct a
mean-variance portfolio that takes into account the structure of transaction

Designer diatom episomes delivered by bacterial conjugation.
Eukaryotic microalgae hold great promise for the bioproduction of fuels and higher value chemicals. However, compared with model genetic organisms such as Escherichia coli and Saccharomyces cerevisiae, characterization of the complex biology and biochemistry of algae and strain improvement has been hampered by the inefficient genetic tools. To date, many algal species are transformable only via particle bombardment, and the introduced DNA is integrated randomly into the nuclear genome. Here we describe the first nuclear episomal vector for diatoms and a plasmid delivery method via conjugation from Escherichia coli to the diatoms Phaeodactylum tricornutum and Thalassiosira pseudonana. We identify a yeast-derived sequence that enables stable episome replication in these diatoms even in the absence of antibiotic selection and show that episomes are maintained as closed circles at copy number equivalent to native chromosomes. This highly efficient genetic system facilitates high-throughput functional characterization of algal genes and accelerates molecular phytoplankton research
