A review of the experience to date in applying output-based and other results-oriented financing aid formats to the delivery of sanitation services and goods in developing countries. The paper looks at the theoretical underpinnings which justify output-based subsidies in sanitation, reviews a selection of output-based aid projects and then proposes some new approaches which could help to make financing in sanitation more effective and accountable
Non-perturbative calculations of a global U(1) theory at finite density and temperature
We use an optimised hopping parameter expansion for the free energy (linear
delta expansion) to study the phase transitions at finite temperature and
finite charge density in a global U(1) scalar Higgs sector on the lattice at
large lattice couplings. We are able to plot out phase diagrams in lattice
parameter space and find that the standard second-order phase transition with
temperature at zero chemical potential becomes first order as the chemical

Replication enhancer elements within the open reading frame of tick-borne encephalitis virus and their evolution within the Flavivirus genus
We provide experimental evidence of a replication enhancer element (REE) within the capsid gene of tick-borne encephalitis virus (TBEV, genus Flavivirus). Thermodynamic and phylogenetic analyses predicted that the REE folds as a long stable stem–loop (designated SL6), conserved among all tick-borne flaviviruses (TBFV). Homologous sequences and potential base pairing were found in the corresponding regions of mosquito-borne flaviviruses, but not in more genetically distant flaviviruses. To investigate the role
of SL6, nucleotide substitutions were introduced which changed a conserved hexanucleotide motif, the conformation of the terminal loop and the base-paired dsRNA stacking. Substitutions were made within a TBEV reverse genetic system and recovered mutants were compared for plaque
morphology, single-step replication kinetics and cytopathic effect. The greatest phenotypic changes were observed in mutants with a destabilized stem. Point mutations in the conserved hexanucleotide motif of the terminal loop caused
moderate virus attenuation. However, all mutants
eventually reached the titre of wild-type virus late post-infection. Thus, although not essential for growth in tissue culture, the SL6 REE acts to up-regulate virus replication. We hypothesize that this modulatory role may be important for TBEV survival in nature, where the virus circulates by non-viraemic transmission between infected and
non-infected ticks, during co-feeding on local rodents
The greenhouse gas (GHG) emissions associated with aquatic carbon removal during drinking water treatment
Peatlands and other terrestrial ecosystems export large amounts of dissolved organic carbon (DOC) to freshwater ecosystems. In catchments used for supplying drinking water, water treatment works (WTWs) can remove large quantities of this organic matter, and can therefore play a unique modifying role in DOC processing and associated greenhouse gas (GHG) emissions within the fluvial system. During this study we quantified the GHG emissions due to processes associated with carbon (C) removal during water treatment at four contrasting WTWs in the UK. Our results demonstrate that the removal of DOC from raw water supplies via coagulation, leading to the formation of sludge, usually makes it less susceptible to short-term oxidation when compared to DOC remaining in the fluvial system. Although this could be considered a means of reducing CO2 emissions from waterborne carbon, the current practise of land spreading of sludge is unlikely to represent a long-term C sink and therefore water treatment probably only delays the rate at which fluvial C re-enters the atmosphere. Furthermore, we estimate that indirect CO2 missions resulting from electricity use during water treatment, together with the use of chemicals and CO2 degassing from the water during treatment, far outweigh any potential CO2 reductions associated with DOC removal. Thus, the post-treatment handling of sludge has the potential to mitigate, but not to negate, GHG emissions associated with water treatment processes
A study and experiment plan for digital mobile communication via satellite
The viability of mobile communications is examined within the context of a frequency division multiple access, single channel per carrier satellite system emphasizing digital techniques to serve a large population of users. The intent is to provide the mobile users with a grade of service consistant with the requirements for remote, rural (perhaps emergency) voice communications, but which approaches toll quality speech. A traffic model is derived on which to base the determination of the required maximum number of satellite channels to provide the anticipated level of service. Various voice digitalization and digital modulation schemes are reviewed along with a general link analysis of the mobile system. Demand assignment multiple access considerations and analysis tradeoffs are presented. Finally, a completed configuration is described
Doping of inorganic materials in microreactors – preparation of Zn doped Fe₃O₄ nanoparticles
Microreactor systems are now used more and more for the continuous production of metal nanoparticles and metal oxide nanoparticles owing to the controllability of the particle size, an important property in many applications. Here, for the first time, we used microreactors to prepare metal oxide nanoparticles with controlled and varying metal stoichiometry. We prepared and characterised Zn-substituted Fe₃O₄ nanoparticles with linear increase of Zn content (ZnxFe₃−xO₄ with 0 ≤ x ≤ 0.48), which causes linear increases in properties such as the saturation magnetization, relative to pure Fe₃O₄. The methodology is simple and low cost and has great potential to be adapted to the targeted doping of a vast array of other inorganic materials, allowing greater control on the chemical stoichiometry for nanoparticles prepared in microreactors
