On a counterexample to a conjecture by Blackadar
Blackadar conjectured that if we have a split short-exact sequence 0 -> I ->
A -> A/I -> 0 where I is semiprojective and A/I is isomorphic to the complex
numbers, then A must be semiprojective. Eilers and Katsura have found a
counterexample to this conjecture. Presumably Blackadar asked that the
extension be split to make it more likely that semiprojectivity of I would
imply semiprojectivity of A. But oddly enough, in all the counterexamples of
Eilers and Katsura the quotient map from A to A/I is split. We will show how to
modify their examples to find a non-semiprojective C*-algebra B with a
semiprojective ideal J such that B/J is the complex numbers and the quotient

Almost Commuting Matrices, Localized Wannier Functions, and the Quantum Hall Effect
For models of non-interacting fermions moving within sites arranged on a
surface in three dimensional space, there can be obstructions to finding
localized Wannier functions. We show that such obstructions are -theoretic
obstructions to approximating almost commuting, complex-valued matrices by
commuting matrices, and we demonstrate numerically the presence of this
obstruction for a lattice model of the quantum Hall effect in a spherical
geometry. The numerical calculation of the obstruction is straightforward, and
does not require translational invariance or introducing a flux torus.
We further show that there is a index obstruction to approximating
almost commuting self-dual matrices by exactly commuting self-dual matrices,
and present additional conjectures regarding the approximation of almost
commuting real and self-dual matrices by exactly commuting real and self-dual
matrices. The motivation for considering this problem is the case of physical
systems with additional antiunitary symmetries such as time reversal or
particle-hole conjugation.
Finally, in the case of the sphere--mathematically speaking three almost
commuting Hermitians whose sum of square is near the identity--we give the
first quantitative result showing this index is the only obstruction to finding
commuting approximations. We review the known non-quantitative results for the

Random Walks on a Fluctuating Lattice: A Renormalization Group Approach Applied in One Dimension
We study the problem of a random walk on a lattice in which bonds connecting
nearest neighbor sites open and close randomly in time, a situation often
encountered in fluctuating media. We present a simple renormalization group
technique to solve for the effective diffusive behavior at long times. For
one-dimensional lattices we obtain better quantitative agreement with
simulation data than earlier effective medium results. Our technique works in
principle in any dimension, although the amount of computation required rises

Epifisiólisis femoral proxima: revisión de 44 casos
Se revisan 44 niños con 47 epifisiólisis femorales proximales. Veintitrés desplazamientos
fueron leves, 18 moderados y 6 severos. Todas las epifisiólisis excepto 1 se trataron quirúrgicamente.
En 10 casos se fijó profilácticamente la cadera contralateral. Existió penetración
articular por el implante en 17 (30%) de las 56 caderas fijadas. El seguimiento medio ha sido de
56 meses (rango: 3 a 148 meses). Los resultados, según criterios clínicos y radiográficos, han sido
excelentes o buenos en el 91% de los deslizamientos leves, el 77% de los moderados y el 33% de
los severos. Las complicaciones fueron 2 casos de condrólisis, ambos asociados a penetración articular.
En 2 (6%) de los pacientes donde no se realización profiláctica se produjo deslizamiento
contralateral. En nuestro estudio los resultados se correlacionan con la cuantía del deslizamiento.
No recomendamos la fijación profiláctica contraletal.We review 44 children with 47 slipped capital femoral epiphysis. There were
23 mild slips, 18 moderate, and 6 severe. Operative treatment was performed in all but one of the
slips. In 10 cases prophylactic pinning of the contralateral hip was performed. Penetration of the
joint by the implant was present in 17 (30%) of the 56 fixed hips. The average follow-up was 56
months (range: 3 to 178 months). The results, according to clinical and rocntgenographic parameters
were excellent or good in 91% of mild slips, 77% of moderate and 33% of severe. As complications
there were two cases of chondrolysis, both associated with joint penetration. In 2 (6%) patients
where prophylactic pinning was not performed, contralateral hip slipping developed. In our study,
results correlate with slip severity. We do not recommend prophylactic contralateral pinning

Fish and Fisheries, 00, (2020): 1-34, doi:10.1111/faf.12445.The American sand lance (Ammodytes americanus, Ammodytidae) and the Northern sand lance (A. dubius, Ammodytidae) are small forage fishes that play an important functional role in the Northwest Atlantic Ocean (NWA). The NWA is a highly dynamic ecosystem currently facing increased risks from climate change, fishing and energy development. We need a better understanding of the biology, population dynamics and ecosystem role of Ammodytes to inform relevant management, climate adaptation and conservation efforts. To meet this need, we synthesized available data on the (a) life history, behaviour and distribution; (b) trophic ecology; (c) threats and vulnerabilities; and (d) ecosystem services role of Ammodytes in the NWA. Overall, 72 regional predators including 45 species of fishes, two squids, 16 seabirds and nine marine mammals were found to consume Ammodytes. Priority research needs identified during this effort include basic information on the patterns and drivers in abundance and distribution of Ammodytes, improved assessments of reproductive biology schedules and investigations of regional sensitivity and resilience to climate change, fishing and habitat disturbance. Food web studies are also needed to evaluate trophic linkages and to assess the consequences of inconsistent zooplankton prey and predator fields on energy flow within the NWA ecosystem. Synthesis results represent the first comprehensive assessment of Ammodytes in the NWA and are intended to inform new research and support regional ecosystem‐based management approaches.This manuscript is the result of follow‐up work stemming from a working group formed at a two‐day multidisciplinary and international workshop held at the Parker River National Wildlife Refuge, Massachusetts in May 2017, which convened 55 experts scientists, natural resource managers and conservation practitioners from 15 state, federal, academic and non‐governmental organizations with interest and expertise in Ammodytes ecology. Municipal water quantities and health in Nunavut households: an exploratory case study in Coral Harbour, Nunavut, Canada
Background: Access to adequate quantities of water has a protective effect on human health and well-being. Despite this, public health research and interventions are frequently focused solely on water quality, and international standards for domestic water supply minimums are often overlooked or unspecified. This trend is evident in Inuit and other Arctic communities even though numerous transmissible diseases and bacterium infections associated with inadequate domestic water quantities are prevalent. Objectives: Our objective was to explore the pathways by which the trucked water distribution systems being used in remote northern communities are impacting health at the household level, with consideration given to the underlying social and environmental determinants shaping health in the region. Methods: Using a qualitative case study design, we conducted 37 interviews (28 residents, 9 key informants) and a review of government water documents to investigate water usage practices and perspectives. These data were thematically analysed to understand potential health risks in Arctic communities and households. Results: Each resident receives an average of 110 litres of municipal water per day. Fifteen of 28 households reported experiencing water shortages at least once per month. Of those 15, most were larger households (5 people or more) with standard sized water storage tanks. Water shortages and service interruptions limit the ability of some households to adhere to public health advice. The households most resilient, or able to cope with domestic water supply shortages, were those capable of retrieving their own drinking water directly from lake and river sources. Residents with extended family and neighbours, whom they can rely on during shortages, were also less vulnerable to municipal water delays. Conclusions: The relatively low in-home water quantities observed in Coral Harbour, Nunavut, appear adequate for some families. Those living in overcrowded households, however, are accessing water in quantities more typically seen in water insecure developing countries.
