The politics of tourism development: a case of dual governance in Tobago

The purpose of this paper is to report on an exploratory study of the role that tourism policy plays in influencing tourism development. The research is based on two questions: How does tourism policy influence tourism development in the small twin-island state of Trinidad and Tobago? and How does an arrangement of dual governance in a small twin-island state promote tourism development? The exploration demonstrates that tourism development in the context of Tobago, the smaller of the two islands, has been slowed as a result of dual governance and hence dual policy arrangements

The goal of the present article is to examine the key issues that surround ethical commentary on public figures by psychologists, psychiatrists, and other mental health professionals. Public commentaries carry with them a host of issues from representing a given discipline such as psychology well, to potentially harming an individual who is discussed, to furthering public education about personality and mental health issues. Education’s Fiscal Cliff, Real or Perceived?

What would an education fiscal cliff do to public charter school funding, not to mention overall public education funding? And what role, if any, did federal funds play in averting a funding disaster for all public education? This research team currently is looking for answers to these questions. A new research project has been funded to evaluate the revenues provided to traditional public schools and public charter schools during the FY11 school year, and a report on the findings in 30 states and the District of Columbia will be released in spring 2014. A mean-removed variation of weighted universal vector quantization for image coding

Weighted universal vector quantization uses traditional codeword design techniques to design locally optimal multi-codebook systems. Application of this technique to a sequence of medical images produces a 10.3 dB improvement over standard full search vector quantization followed by entropy coding at the cost of increased complexity. In this proposed variation each codebook in the system is given a mean or 'prediction' value which is subtracted from all supervectors that map to the given codebook. The chosen codebook's codewords are then used to encode the resulting residuals. Application of the mean-removed system to the medical data set achieves up to 0.5 dB improvement at no rate expense
