Organic Farming in Europe by 2010: Scenarios for the future

Selectable towline spin chute system
An emergency spin recovery parachute is presented that is housed within a centrally mounted housing on the aft end of an aircraft and connected to a ring fitting within the housing. Two selectively latching shackles connected to separate towlines are openly disposed adjacent the ring fitting. The towlines extend in opposite directions from the housing along the aircraft wing to attachment points adjacent the wing-tips where the other end of each towline is secured. Upon pilot command, one of the open shackles latches to the ring fitting to attach the towline connected thereto, and a second command signal deploys the parachute. Suitable break-away straps secure the towlines to the aircraft surface until the parachute is deployed and the resulting force on the towline attached to the parachute overcomes the straps and permits the towline to extend to the point of attachment to exert sufficient drag on the spinning aircraft to permit the pilot to regain control of the aircraft. To employ the parachute as a drag chute to reduce landing speeds, both shackles and their respective towlines are latched to the ring fitting
The three-quark static potential in perturbation theory
We study the three-quark static potential in perturbation theory in QCD. A
complete next-to-leading order calculation is performed in the singlet, octets
and decuplet channels and the potential exponentiation is demonstrated. The
mixing of the octet representations is calculated. At next-to-next-to-leading
order, the subset of diagrams producing three-body forces is identified in
Coulomb gauge and its contribution to the potential calculated. Combining it
with the contribution of the two-body forces, which may be extracted from the
quark-antiquark static potential, we obtain the complete
next-to-next-to-leading order three-quark static potential in the

Stakeholder involvement in policy evaluation and development in 11 European countries: synthesis results
In an effort in bringing together stakeholders of the organic farming and general agricultural policy sector within the EU in April Mai 2004 a group of stakeholders met for a one day-workshop in 11 European countries (AT, GB, DE, DK, IT, CH, CZ, PL, SI, EE, HU) to formulate policy recommen¬dations for the development of organic farming sector. Close personal contact of participants in these workshops facilitated policy learning and innovation at the national level and provided a platform to form alliances to decide on further actions. This contribution presents the synthesised results from all national workshops highlighting the current situation of organic farming policy in Europe and providing recommendations for future policy instruments

Neutralizing the Stratagem of “Snap Removal”: A Proposed Amendment to the Judicial Code
The “Removal Jurisdiction Clarification Act” is a narrowly tailored legislative proposal designed to resolve a widespread conflict in the federal district courts over the proper interpretation of the statutory “forum-defendant” rule.
The forum-defendant rule prohibits removal of a diversity case “if any of the parties in interest properly joined and served as defendants is a citizen of the [forum state].” 28 U.S.C. § 1441(b)(2) (emphasis added). Some courts, following the “plain language” of the statute, hold that defendants can avoid the constraints of the rule by removing diversity cases to federal court when a citizen of the forum state has been joined as a defendant but has not yet been served. This stratagem has been referred to as “snap removal.” Other courts reject the stratagem. They take a “purposive” approach, typically reasoning that following the plain language “produces a result that is at clear odds with congressional intent.”
Resolution of the conflict can come only from Congress. The preferable resolution is to neutralize the stratagem of snap removal by requiring district courts to remand cases to the appropriate state court if, after removal, the plaintiff timely serves one or more forum defendants and a timely motion to remand follows. That is the approach taken by the proposed legislation. The legislation also would confirm that the forum-defendant rule is not jurisdictional, endorsing the position taken by all but one of the circuits that have considered the question

Poincare' invariance and the heavy-quark potential
We derive and discuss the constraints induced by Poincare' invariance on the
form of the heavy-quark potential up to order 1/m^2. We present two
derivations: one uses general arguments directly based on the Poincare' algebra
and the other follows from an explicit calculation on the expression of the
potential in terms of Wilson loops. We confirm relations from the literature,
but also clarify the origin of a long-standing false statement pointed out

Within an effective field theory framework, we obtain an expression for the
next-to-leading term in the expansion of the singlet QCD
potential in terms of Wilson loops, which holds beyond perturbation theory. The
ambiguities in the definition of the QCD potential beyond leading order in
are discussed and a specific expression for the potential is given.
We explicitly evaluate this expression at one loop and compare the outcome with
the existing perturbative results. On general grounds we show that for quenched
