Study on Mollusk and Algae or Phytoplankton Community in Southeast Waters of Bali
A study was carried out to observe the relation between mollusk with algae or phytoplankton in southeast waters of Bali. The study was conducted at Mertasari, Sindhu, Serangan, Purnama, and Kethewel beach. Shannon-Wiener diversity index was used to analyze the ecological condition, supported by analysis on water quality including dissolved oxygen (DO), biological oxygen demand 5 days (BOD5), water pH, and water salinity. There were 34 species of phytoplankton found in this study. The most predominant phytoplankton species in each beach were Navicula sp at Mertasari, Nitzschia sp at Sindhu, Pseudo-nitzschia sp at Purnama, Chaetoceros sp at Kethewel. Observation on macro algae showed that Ulva sp was to be the most predominant species in Serangan, Mertasari, and Sindhu beach (17.95, 16.25, and 17.81%). In mollusk observation, gastropod groups showed to be higher number than bivalve group. Nassarius sp showed to be the most predominant in Serangan beach (13.33%), while Ruditapes sp was predominant in Mertasari and Sindhu beach (11.59% and 14.81%). The highest diversity index of phytoplankton was shown by Kethewel beach (H = 1.35), while the lowest was shown by Shindu beach (H = 0.95). The highest diversity index of macroalgae was shown by Serangan beach which showed H = 2.08, while the lowest was shown by Purnama beach which showed H = 0.69. Serangan beach showed the highest diversity index (H = 2.72) with E = 0.66 compared to another locations, while Kethewel beach showed the lowest diversity index (H = 0.69 and E = 1). There was a relation between the existences of gastropod as the highest number of mollusk and Ulva sp as the gastropod feed
Efektivitas Peraturan Menteri Kelautan Dan Perikanan Republik Indonesia Nomor 2 Tahun 2015 Tentang Larangan Penggunaan Alat Penangkapan Ikan Pukat Hela (Trawl) Dan Pukat Tarik (Seine Nets)
The Regulation of the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia Number2 of 2015 on the prohibition of the USAge of trawl and seine nets to catch fish. The regulation includes the definition and standard for fishing gear and its types, and it is the implementing rules of Law Number 45 of 2009 on fishery. The purpose of this study is to examine the efficacy of the Regulation of the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia Number 2 of 2015 on the Prohibition of using trawl and seine nets to catch fish. This study also aims to discover the strengths and weaknesses of the regulation. This is a juridicial empiricial research with juridicial empiricial approach. Based on the research, it is found that the regulation is deemed effective by the society, especially for fishermen. The regulation is effective in mitigating the damage of marine resources on the seabed. However, there is also a negative impact on the society
Sinonim Dan Word Sense Disambiguation Untuk Melengkapi Detektor Plagiat Dokumen Tugas Akhir
Plagiarism can be categorized into several levels: carbon copy, the addition of words, word substitutions, changing active into passive sentences, and paraphrase. In this research, the detection is only performed by local similarity assessment method. This research is categorized into 3 major processes: preprocessing, candidate determination, and calculation of similarity. In preprocessing, extraction and conversion of a PDF file into XML is performed. Stopword removal and stemming are also performed in this process. For Candidates determination, the process used VSM (Vector Space Model) algorithm using Lucene.NET. It will then calculate the similarity values of the candidates. Similarity values that meet the threshold will be processed in the third stage. The next process is detecting plagiarism at the level of carbon copy. The plagiarism of the substitution level will be determined by finding synonymous with Lesk algorithm and utilizing WordNet as a language dictionary. Lesk notice the words around it, before doing the search process is synonymous with Lesk, performed first sentence extractor. From this experiment, it is concluded that the determination of synonyms using WordNet and Lesk algorithm does not seem to increase its similarity value role. This is due to the difficulty of finding plagiarism by just substituting words. However, plagiarism at the level of carbon copy can be handled with the help of sentence matching
Optimasi Routing Berbasis Algoritma Genetika Pada Sistem Komunikasi Bergerak
Komunikasi bergerak selular adalah suatu komunikasi antara dua terminal di mana salah satu atau kedua terminal tidak berada pada lokasi atau posisi yang tetap, misalkan komunikasi yang dilakukan oleh orang yang sedang dalam perjalanan. Keberadaan system radio selular adalah karena kebutuhan akan tersedianya pelayanan telepon bergerak dalam jangkauan nasional bukan hanya untuk daerah tertentu saja. Sistem komunikasi selular membagi wilayah pelayanan yang akan dijangkau menjadi bebrapa zona-zona kecil yang disebut sel, setiap sel dilayani oleh suatu Base Station. Kelebihan sistem selular bila dibandingkan dengan sistem konvensional adalah adanya fasilitas Handoff, di mana pembicaraan tidak terputus bila pembicaraan berpindah sel. Hal ini terjadi karena kanal sel yang digunakan akan berganti secara otomatis. Dari permasalahan di atas maka diperoleh suatu ide untuk membuat suatu program yang mampu mensimulasikan proses pencarian jalur komunikasi (routing) pada jaringan telekomunikasi, dan program yang dibangun ini diharapkan akan memberikan pemahaman mengenai routing (proses pencarian jalur komunikasi. Untuk menghindari kekeliruan pada proses pencarian rute atau kegagalan pencarian maka dalam proses algoritma gentika harus diinisialisasikan dengan benar.Kata Kunci— Algoritma Genetika
Kualitas Pelayanan Kependudukan terhadap Kepuasan Masyarakat
Pelayanan publik oleh aparatur negara dewasa ini telah menjadi isu strategis, karena tingkat kualitas kinerja pelayanan publik akan menentukan baik buruknya pelayanan kepada masyarakat dan pada gilirannya akan menentukan citra dari aparatur negara. Berbagai keluhan masyarakat atas rendahnya kinerja pelayanan yang diberikan oleh pemerintah daerah baik pelayanan di bidang perizinan. Untuk mengetahui kualitas kinerja pelayanan publik diperlukan adanya data penilaian terhadap kinerja pelayanan yang berbasis pada pendapat masyarakat, salah satunya melalui survey Indeks Kepuasan Masyarakat (IKM). Penelitian ini dilakukan pada Dinas Kependudukan dan Pencatatan Sipil Kota Kediri. Tujuan penelitian ini adalah untuk menganalisis pelayanan administrasi kependudukan yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kota Kediri beserta kendala-kendala yang mempengaruhi kualitas pelayanan. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Kualitas pelayanan administrasi kependudukan yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kota Kediri sudah baik dengan nilai IKM 74,124 dan jumlah total nilai unsur pelayanan sebesar 41,76, namun untuk Prosedur operasional standar terlalu rumit sehingga perlu di permudah lagi. Kendala-kendala yang di hadapi selama memberikan proses pelayanan kepada masyarakat adalah kurangnya petugas layanan sehingga ini menghambat kepastian jadwal pelayanan, kurang disiplinnya petugas pelayanan, kepastian jadwal pelayanan dan kepastian biaya pelayanan meskipun dalam kategori “Memuaskan”.
