The Communications link analysis and simulation system (CLASS)
The Communications Link Analysis and Simulation System (CLASS) is a comprehensive, computerized communications and tracking system analysis tool under development by the Networks Directorate of the NASA/GSFC. The primary use of this system is to provide the capability to predict the performance of the Tracking and Data Relay Satellite system (TDRSS) User Communications and Tracking links through the TDRSS. The general capabilities and operational philosophy of the current and final versions of the CLASS are described along with some examples of analyses which have been performed utilizing the capabilities of this system
Discovery of Two New Class II Methanol Maser Transitions in G345.01+1.79
We have used the Swedish ESO Submillimetre Telescope (SEST) to search for new
class II methanol maser transitions towards the southern source G345.01+1.79.
Over a period of 5 days we observed 11 known or predicted class II methanol
maser transitions. Emission with the narrow line width and characteristic
velocity of class II methanol masers (in this source) was detected in 8 of
these transitions, two of which have not previously been reported as masers.
The new class II methanol maser transitions are the 13(-3)-12(-4)E transition
at 104.1 GHz and the 5(1)-4(2)E transition at 216.9 GHz. Both of these are from
transition series for which there are no previous known class II methanol maser
transitions. This takes the total number of known class II methanol maser
series to 10, and the total number of transitions (or transition groups) to 18.
The observed 104.1 GHz maser suggests the presence of two or more regions of
masing gas with similar line of sight velocities, but quite different physical
conditions. Although these newly discovered transitions are likely to be
relatively rare, where they are observed combined studies using the Australia
Telescope Compact Array and the Atacama Large Millimeter Array offer the
prospect to be able to undertake multi-transition methanol maser studies with

Magnetoplasmons in layered graphene structures
We calculate the dispersion equations for magnetoplasmons in a single layer,
a pair of parallel layers, a graphite bilayer and a superlattice of graphene
layers in a perpendicular magnetic field. We demonstrate the feasibility of a
drift-induced instability of magnetoplasmons. The magnetoplasmon instability in
a superlattice is enhanced compared to a single graphene layer. The energies of
the unstable magnetoplasmons could be in the terahertz (THz) part of the
electromagnetic spectrum. The enhanced instability makes superlattice graphene
a potential source of THz radiation.Comment: 5 pages, 4 figure
A Search for Biomolecules in Sagittarius B2 (LMH) with the ATCA
We have used the Australia Telescope Compact Array to conduct a search for
the simplest amino acid, glycine (conformers I and II), and the simple chiral
molecule propylene oxide at 3-mm in the Sgr B2 LMH. We searched 15 portions of
spectrum between 85 and 91 GHz, each of 64 MHz bandwidth, and detected 58
emission features and 21 absorption features, giving a line density of 75
emission lines and 25 absorption lines per GHz stronger than the 5 sigma level
of 110 mJy. Of these, 19 are transitions previously detected in the
interstellar medium, and we have made tentative assignments of a further 23
features to molecular transitions. However, as many of these involve molecules
not previously detected in the ISM, these assignments cannot be regarded with
confidence. Given the median line width of 6.5 km/s in Sgr B2 LMH, we find that
the spectra have reached a level where there is line confusion, with about 1/5
of the band being covered with lines. Although we did not confidently detect
either glycine or propylene oxide, we can set 3 sigma upper limits for most
transitions searched. We also show that if glycine is present in the Sgr B2 LMH
at the level of N = 4 x 10^{14} cm^{-2} found by Kuan et al. (2003) in their
reported detection of glycine, it should have been easily detected with the
ATCA synthesized beam size of 17.0 x 3.4 arcsec^{2}, if it were confined to the
scale of the LMH continuum source (< 5 arcsec). This thus puts a strong upper
limit on any small-scale glycine emission in Sgr B2, for both of conformers I

External accountability of collaborative arrangements; a case study of a Multi Academy Trust in England
This paper explores the impact of external accountability on four mechanisms of network-internal quality control and the properties of (mandated) inter-organizational networks. An explorative case study approach examines the external accountability of a newly established educational network (MAT) and how schools and the Trust are held accountable by the English Inspectorate of Education, Ofsted and the Department for Education (DfE), through Regional Schools Commissioners (RSCs). Analysis of documents and interviews were used to reconstruct a sequence of events over a period of five and a half years. Our findings indicate that the combination of accountability activities led to more centralized control over, and monitoring of curriculum, assessment and school improvement. This was accompanied by a pause in the growth of the Trust and the establishment of a regional structure of school collaboration. As accountability is particularly organized around individual school performance (through Ofsted inspections), this limited development of internal mechanisms of quality control around network-level outcomes. A short-term focus dominated the allocation of resources to schools in special measures or with an upcoming inspection visit. In the discussion, an alternative model is presented for network-level accountability and a set of indicators for effective accountability of collaborative arrangements
Unusual High-Energy Phenomenology of Lorentz-Invariant Noncommutative Field Theories
It has been suggested that one may construct a Lorentz-invariant
noncommutative field theory by extending the coordinate algebra to additional,
fictitious coordinates that transform nontrivially under the Lorentz group.
Integration over these coordinates in the action produces a four-dimensional
effective theory with Lorentz invariance intact. Previous applications of this
approach, in particular to a specific construction of noncommutative QED, have
been studied only in a low-momentum approximation. Here we discuss
Lorentz-invariant field theories in which the relevant physics can be studied
without requiring an expansion in the inverse scale of noncommutativity.
Qualitatively, we find that tree-level scattering cross sections are
dramatically suppressed as the center-of-mass energy exceeds the scale of
noncommutativity, that cross sections that are isotropic in the commutative
limit can develop a pronounced angular dependence, and that nonrelativistic
potentials (for example, the Coloumb potential) become nonsingular at the
origin. We consider a number of processes in noncommutative QED that may be
studied at a future linear collider. We also give an example of scattering via
a four-fermion operator in which the noncommutative modifications of the
interaction can unitarize the tree-level amplitude, without requiring any other

Integrating tuberculosis and HIV care in the primary care setting in South Africa.
BACKGROUND: In many countries including South Africa, the increasing human immunodeficiency virus (HIV) and tuberculosis (TB) epidemics have impacted significantly on already weakened public health services. This paper reviews the scope, process and performance of the HIV and TB services in a primary care setting where antiretroviral therapy is provided, in Khayelitsha, South Africa, in order to assess whether there is a need for some form of integration. METHODS: The scope and process of both services were assessed through observations of the service and individual and group interviews with key persons. The performance was assessed by examining the 2001-2002 reports from the health information system and clinical data. RESULTS: The TB service is programme oriented to the attainment of an 85% cure rate amongst smear-positive patients while the HIV service has a more holistic approach to the patient with HIV. The TB service is part of a well-established programme that is highly standardized. The HIV service is in the pilot phase. There is a heavy load at both services and there is large degree of cross-referral between the two services. There are lessons that can be learnt from each service. There is an overlap of activities, duplication of services and under-utilization of staff. There are missed opportunities for TB and HIV prevention, diagnosis and management. CONCLUSIONS: The study suggests that there may be benefits to integrating HIV and TB services. Constraints to this process are discussed
