1945’s Forgotten Insight: Multilateralism as Realist Necessity
The 70th anniversary of the signing and entry into force of the UN Charter provided an occasion to explore the historical underpinnings of contemporary global governance. This article redresses the neglect of the United Nations as a multilateral structure before the conference that drafted the Charter in 1945. It rehabilitates an underappreciated aspect of the period that began on January 1, 1942, with the “Declaration by United Nations,” namely, the combination of multilateral strategies for military and human security to achieve victory in war and peace. The wide substantive and geographic resonance suggests the extent to which the pressures of the second war to end all wars helped states to overcome their disinclination to collaborate. Today’s fashionable calls for “good enough” global governance abandon the strategy of constructing robust intergovernmental organizations; they are not good enough, especially, because our forebears did much better. Many insights and operational approaches from 1942 to 1945 remain valid for addressing twenty-first-century global challenges

Paid content strategies for news websites: An empirical study of British newspapers' online business models
This study uses qualitative research interviews and a survey to quantify and analyse business models at online newspapers in the UK. Senior editors and executives reported that news websites rely on advertising income to a greater extent than their print counterparts. Despite this, British news sites continue to charge users for some content, although to a varying degree. The fact that online editions still contribute barely a tenth of total revenues explains this experimental approach towards business strategy. Although paid-for content has mostly failed as a mechanism for the online news business in the past, changes in technology and net culture may mean that it is becoming an option again. The authors examine what content is being charged for and why, and investigate: how the 12 newspapers studied are balancing the need to develop additional revenue streams with the demand for traffic in a buoyant advertising market; the extent to which cannibalisation of the print parent is still a concern; the complementary benefits of developing digital products; strategies towards archived content; the value of columnist content to online users; the success of digital editions and email alerts; the potential of mobile services; and the rapidly developing number of online services and commercial partnerships hosted by newspapers on the Web
Decision table for classifying point sources based on FIRST and 2MASS databases
With the availability of multiwavelength, multiscale and multiepoch
astronomical catalogues, the number of features to describe astronomical
objects has increases. The better features we select to classify objects, the
higher the classification accuracy is. In this paper, we have used data sets of
stars and quasars from near infrared band and radio band. Then best-first
search method was applied to select features. For the data with selected
features, the algorithm of decision table was implemented. The classification
accuracy is more than 95.9%. As a result, the feature selection method improves
the effectiveness and efficiency of the classification method. Moreover the
result shows that decision table is robust and effective for discrimination of
celestial objects and used for preselecting quasar candidates for large survey

Characterizing the Quantum Confined Stark Effect in Semiconductor Quantum Dots and Nanorods for Single-Molecule Electrophysiology
We optimized the performance of quantum confined Stark effect QCSE based
voltage nanosensors. A high throughput approach for single particle QCSE
characterization was developed and utilized to screen a library of such
nanosensors. Type II ZnSe CdS seeded nanorods were found to have the best
performance among the different nanosensors evaluated in this work. The degree
of correlation between intensity changes and spectral changes of the excitons
emission under applied field was characterized. An upper limit for the temporal
response of individual ZnSe CdS nanorods to voltage modulation was
characterized by high throughput, high temporal resolution intensity
measurements using a novel photon counting camera. The measured 3.5 us response
time is limited by the voltage modulation electronics and represents about 30
times higher bandwidth than needed for recording an action potential in a

Comparative performance of airyscan and structured illumination superresolution microscopy in the study of the surface texture and 3D shape of pollen
The visualization of taxonomically diagnostic features of individual pollen grains can be a challenge for many ecologically and phylogenetically important pollen types. The resolution of traditional optical microscopy is limited by the diffraction of light (250 nm), while high resolution tools such as electron microscopy are limited by laborious preparation and imaging workflows. Airyscan confocal superresolution and structured illumination superresolution (SR-SIM) microscopy are powerful new tools for the study of nanoscale pollen morphology and three-dimensional structure that can overcome these basic limitations. This study demonstrates their utility in capturing morphological details below the diffraction limit of light. Using three distinct pollen morphotypes (Croton hirtus, Dactylis glomerata, and Helianthus sp.) and contrast-enhancing fluorescent staining, we were able to assess the effectiveness of the Airyscan and SR-SIM. We further demonstrate that these new superresolution methods can be easily applied to the study of fossil pollen material
