Argentine Agricultural Policy: Producer and Consumer Support. Estimates 2007-2012
This paper analyzes agricultural policy in Argentina and calculates the degree of support received by producers and consumers. We present a summary of developments in the agricultural policy environment that have occurred in the last decades in Argentina, as well as the resulting performance of the agricultural sector. The concepts of Producer Support Estimates, Consumer Support Estimates, General Services Support Estimates, Producer Nominal Assistance Coefficient and Nominal Protection Coefficient are used to analyse different dimensions of transfers occurring between agricultural producers, consumers and taxpayers in the period 2007-2012. Total transfers from producers have averaged US$ 11.000 million annually or 26% of total gross farm receipts. Support flowing from the public sector to producers in the form of R&D, infrastructure and other “public good” type of inputs totalize some 500 million annually.Fil: Gallacher, Guillermo Marcos. Mejorando la Ciencia Abierta Usando Datos Abiertos Enlazados: Caso de Uso CONICET Digital
Los servicios de publicación científica están cambiando drásticamente, los investigadores demandan servicios de búsqueda inteligentes para descubrir y relacionar publicaciones científicas. Los editores deben incorporar información semántica para organizar mejor sus activos digitales y hacer que las publicaciones sean más visibles. En este documento, presentamos el trabajo en curso para publicar un subconjunto de publicaciones científicas de CONICET Digital como datos abiertos enlazados. El objetivo de este trabajo es mejorar la recuperación y la reutilización de datos a través de tecnologías de Web Semántica y Datos Enlazados en el dominio de las publicaciones científicas. Para lograr estos objetivos, se han tenido en cuenta los estándares de la Web Semántica y los esquemas RDF (Dublín Core, FOAF, VoID, etc.). El proceso de conversión y publicación se basa en las pautas metodológicas para publicar datos vinculados de gobierno. También describimos como estos datos se pueden vincular a otros conjuntos de datos como DBLP, Wikidata y DBPedia. Finalmente, mostramos algunos ejemplos de consultas que responden a preguntas que inicialmente no permite CONICET Digital.Scientific publication services are changing drastically, researchers demand intelligent search services to discover and relate scientific publications. Publishersneed to incorporate semantic information to better organize their digital assets and make publications more discoverable. In this paper, we present the on-going work to publish a subset of scientific publications of CONICET Digital as Linked Open Data. The objective of this work is to improve the recovery andreuse of data through Semantic Web technologies and Linked Data in the domain of scientific publications.To achieve these goals, Semantic Web standards and reference RDF schema?s have been taken into account (Dublin Core, FOAF, VoID, etc.). The conversion and publication process is guided by the methodological guidelines for publishing government linked data. We also outline how these data can be linked to other datasets DBLP, WIKIDATA and DBPEDIA on the web of data. Crowdsourcing for Reminiscence Chatbot Design
In this work-in-progress paper we discuss the challenges in identifying
effective and scalable crowd-based strategies for designing content,
conversation logic, and meaningful metrics for a reminiscence chatbot targeted
at older adults. We formalize the problem and outline the main research
questions that drive the research agenda in chatbot design for reminiscence and
for relational agents for older adults in general
Genes of different catabolic pathways are coordinately regulated by Dal81 in Saccharomyces cerevisiae
Yeast can use a wide variety of nitrogen compounds. However, the ability to synthesize enzymes and permeases for catabolism of poor nitrogen sources is limited in the presence of a rich one. This general mechanism of transcriptional control is called nitrogen catabolite repression. Poor nitrogen sources, such as leucine, γ-aminobutyric acid (GABA), and allantoin, enable growth after the synthesis of pathway-specific catabolic enzymes and permeases. This synthesis occurs only under conditions of nitrogen limitation and in the presence of a pathway-specific signal. In this work we studied the temporal order in the induction of AGP1, BAP2, UGA4, and DAL7, genes that are involved in the catabolism and use of leucine, GABA, and allantoin, three poor nitrogen sources. We found that when these amino acids are available, cells will express AGP1 and BAP2 in the first place, then DAL7, and at last UGA4. Dal81, a general positive regulator of genes involved in nitrogen utilization related to the metabolisms of GABA, leucine, and allantoin, plays a central role in this coordinated regulation.Fil: Palavecino Ruiz, Marcos Daniel. Quasidegeneracy of Majorana Neutrinos and the Origin of Large Leptonic Mixing
We propose that the observed large leptonic mixing may just reflect a
quasidegeneracy of three Majorana neutrinos. The limit of exact degeneracy of
Majorana neutrinos is not trivial, as leptonic mixing and even CP violation may
occur. We conjecture that the smallness of , when compared to the
other elements of , may just reflect the fact that, in the limit of
exact mass degeneracy, the leptonic mixing matrix necessarily has a vanishing
element. We show that the lifting of the mass degeneracy can lead to the
measured value of while at the same time accommodating the observed
solar and atmospheric mixing angles. In the scenario we consider for the
breaking of the mass degeneracy there is only one CP violating phase, already
present in the limit of exact degeneracy, which upon the lifting of the
degeneracy generates both Majorana and Dirac-type CP violation in the leptonic
sector. We analyse some of the correlations among physical observables and
point out that in most of the cases considered, the implied strength of
leptonic Dirac-type CP violation is large enough to be detected in the next

Distributed Correlation-Based Feature Selection in Spark
CFS (Correlation-Based Feature Selection) is an FS algorithm that has been
successfully applied to classification problems in many domains. We describe
Distributed CFS (DiCFS) as a completely redesigned, scalable, parallel and
distributed version of the CFS algorithm, capable of dealing with the large
volumes of data typical of big data applications. Two versions of the algorithm
were implemented and compared using the Apache Spark cluster computing model,
currently gaining popularity due to its much faster processing times than
Hadoop's MapReduce model. We tested our algorithms on four publicly available
datasets, each consisting of a large number of instances and two also
consisting of a large number of features. The results show that our algorithms
were superior in terms of both time-efficiency and scalability. In leveraging a
computer cluster, they were able to handle larger datasets than the
non-distributed WEKA version while maintaining the quality of the results,
i.e., exactly the same features were returned by our algorithms when compared
to the original algorithm available in WEKA.Comment: 25 pages, 5 figure
Bringing Citizens Back In: Renewing Public Service Regulation
This essay concerns the ways in which public services – particularly household services such as communications, energy, water and transportation – have been regulated and deregulated, and analyses what consequences this has for users and citizens. Much of the deregulation of public services from the 1980s – liberalization, privatization and New Public Management – was justified by claims that reform would provide users with more choice, whilst they would receive cheaper and better quality services. Little account was taken of the fact that users are highly heterogeneous, that socio-economic differences might be important in determining their consumption of public services, and that this may not lead to socially optimum outcomes. By examining consumption patterns in two large European countries, Spain and the UK, through an analysis of revealed and declared preferences, this paper sheds light on how socio-economic differences among households help determine public service consumption. The main findings are that the supposed benefits of public service deregulation are not evenly spread across populations, and that specifically targeted “bottom-up” regulation from the demand-side could usefully address these issues, thus improving social welfare.Regulation, Privatization, Public Services, Telecommunications, Electricity, Gas and water
Análisis de sitios web sobre regalos de empresa posicionados en Google.es
Los regalos de empresa constituyen uno de los sectores comerciales que recurren a la venta online. El posicionamiento de los sitios web de estas empresas es fundamental para aumentar su visibilidad, pero no conlleva una calidad pareja en el resto de aspectos sobre su diseño y gestión. A partir de una búsqueda en Google.es realizada en febrero de 2011, se han elegido 20 sitios web según su orden de relevancia. Los criterios de análisis elegidos están basados en técnicas de arquitectura de la información, usabilidad y marketing online. Los resultados del análisis se agrupan en un modelo simplificado de una matriz DAFO. El estudio del análisis muestra un retraso generalizado respecto a las posibilidades actuales de un sitio web de carácter comercial. Existe un margen de mejora que puede ser aprovechado como oportunidad por las empresas del sector. Para ello es recomendable la asistencia de profesionales con competencias en las disciplinas mencionadas
