A Roadmap for Integrating Neuroscience into Addiction Treatment:A Consensus of the Neuroscience Interest Group of the International Society of Addiction Medicine

Although there is general consensus that altered brain structure and function underpins addictive disorders, clinicians working in addiction treatment rarely incorporate neuroscience-informed approaches into their practice. We recently launched the Neuroscience Interest Group within the International Society of Addiction Medicine (ISAMNIG) to promote initiatives to bridge this gap. This article summarises the ISAM-NIG key priorities and strategies to achieve implementation of addiction neuroscience knowledge and tools forthe assessment and treatment of substance use disorders. We cover two assessment areas: cognitive assessment and neuroimaging, and two interventional areas: cognitive training/remediation and neuromodulation, where we identify key challenges and proposed solutions. We reason that incorporating cognitive assessment into clinical settings requires the identification of constructs that predict meaningful clinical outcomes. Other requirements are the development of measures that are easily-administered, reliable and ecologically-valid. Translation of neuroimaging techniques requires the development of diagnostic and prognostic biomarkers and testing the cost-effectiveness of these biomarkers in individualised prediction algorithms for relapse prevention and treatment selection. Integration of cognitive assessments with neuroimaging can provide multilevel targets including neural, cognitive, and behavioural outcomes for neuroscience-informed interventions. Application of neuroscience-informed interventions including cognitive training/remediation and neuromodulation requires clear pathways to design interventions based on multilevel targets, additional evidence from randomised trials and subsequent clinical implementation, including evaluation of cost-effectiveness. We propose to address these challenges by promoting international collaboration between researchers and clinicians, developing harmonised protocols and data management systems, and prioritising multi-site research that focuses on improving clinical outcomes

Intergovernmental politics of fiscal balance in a federal democracy: the experience of Brazil, 1996-2005

Irresponsible fiscal behavior by subnational units is a concern for federal or decentralized systems, especially in the developing world. States' expenditures in Brazil have been no different. Still, spending varies considerably among the Brazilian states, even after controlling for their financial resources. This article provides a political explanation for the variation in current spending, focusing on intergovernmental political relationships. It argues that credit claiming for pork distributed in a state plays a crucial role and that governors elevate state spending in order to make up for their loss in political credit from the pork distributed by the president. Analyzing data from the period 1996-2005, it finds that expenditures decrease as the relative number of federal deputies from the state governor's party increases compared to the number of deputies from the president's governing coalition when the national agenda encourages federal pork distribution in the states

In preparation for this project I have read material on Andean culture and assembled myths and legends indigenous to the region. This collection, along with research I will undertake in Quito, will eventually aid me in the presentations of my thesis. Pending financial considerations I plan to leave for Ecuador in the beginning of June and establish contacts in Quito with Ministerio de Asuntos Indigenas, sociologists, and photographers who advocate in interest in Indian culture, and Peace Corps volunteers working in the highland area. During my stay I intend to be frank and open about my objectives, offering to share the process of my work with individuals or institutions who might find it to work

MARCH PERFORMANCE PRACTICES OF HENRY FILLMORE WITH STYLE GUIDES AND HISTORICAL EDITIONS OF SELECTED WORKS

With a career spanning over four decades, Henry Fillmore earned wide recognition as an important and prolific composer of marches and trombone smears in the wind band medium. While he contributed significantly to chamber music, solo literature, vocal settings, and arrangements for band, his compositions for wind band have arguably provided his most universal acclaim. Fillmore’s published marches are unique in that scores rarely had performance markings and contained little more than notes and repeat signs. Fillmore conducted most of his marches and altered march strains, changed orchestration, and added stylistic markings that were not indicated in the original printed score. This research is focused on preparing and presenting historically accurate performances of the marches and smears of Henry Fillmore with appropriate march style. More specifically, the author wishes to provide an approach to the interpretation of Fillmore’s music that directly portrays the historical performance practices of Fillmore’s performances of his own works and interpretative methodology. Those who wish to consider this historically accurate approach may apply this document’s analysis of primary source recordings of Fillmore conducting his music in addition to new included performance editions of specified marches and smears
