his article sets out to explore two aspects reported in the literature: we pursued to fulfill the lack of research in the field of preparation and implementation of Lithuanian public management reform; searching for evidence that reforms are based on unclear public management doctrine. Principal – agent theory was applied to execute the aim of current research. The data collected by carried our eight in-depth semi structured interviews. The research sought to identify the change of opinions during the execution of public management reform. It was found, that preparation and implementation of public management reform depends on three factors: (i) value – based public management reform conception; (ii) existence of strong coordination center form reform execution; (iii) support of political – administration resource. However, the participation of political appointees at the reform process highlighted the conflict in their activity. From one hand the support of political appointees reduce control of performance. Otherwise, there is a threat for implementation of public management reform.KEY WORDS: public management, reform, principal – agent theory, implementation, Sunrise commision. JEL CODES: D730, D850, H830, 0310DOI: http://dx.doi.org/10.15181/rfds.v15i1.97

The method of generation and selection of small nanoparticles in the airflow is considered in this paper. To melt the material (stainless steel), a concentrated energy flow – a pulsed solid‐state laser beam – was used. Using the Mossbauer spectroscopy method, the particle sizes and their chemical composition at various distances from the melting place were determined. The influence of parameters of the laser beam power and the airflow on the size of particles and their chemical composition was investigated. First Published Online: 14 Oct 201

Šalia pavojingiausių nusikaltimų rūšių, tokių kaip smurtiniai nusikaltimai, nusikaltimai nuosavybei, vagystės, nusikaltimai transporto eismo saugumui, apie kurių tyrimą informacijos, nors ir išbarstytos įvairiuose šaltiniuose, dar galima nesunkiai rasti, tam, aišku, sugaištant laiko, kai kurios nusikalstamos veikos, pvz., kompiuteriniai nusikaltimai ir kt., jų tyrimo rekomendacijų požiūriu buvo visiška „balta dėmė“. Būtent šią spragą autoriai stengėsi užpildyti. Vadovėlyje skirta vietos ir diskusiniams teoriniams klausimams bei besiformuojančios praktikos, kurią ne visada galima laikyti pozityvia, analizei. Full text link
ABSTRACTAiming to evaluate the effect of irrigation depths on fiber quality of upland cotton, an experiment was conducted from July to December 2010 in Barbalha-CE, Brazil. The treatments consisted of a factorial combination of two upland cotton cultivars (BRS Aroeira and BRS Araripe) and five irrigation depths (260.93, 418.93, 514.21, 711.81 and 894.68 mm), arranged in a split-plot design with four replicates. A line-source sprinkler irrigation system was used and irrigation depth in the control treatment was calculated according to the crop evapotranspiration. The analysed fiber quality variables were: fiber percentage, length, uniformity, short-fiber index, resistance, elongation at rupture, micronaire index, maturity, degree of yellowing, reflectance degree and count strength product (CSP) index. The irrigation depths influenced fiber length, short-fiber index, strength, micronaire index, maturity and reflectance degree. The cultivars influenced fiber percentage, length and color (degree of yellowing). The best results of fiber quality were found with irrigation depths of 514.21 and 418.93 mm for the upland cotton cultivars BRS Araripe and BRS Aroeira, respectively

Role of macronutrients in cotton production

    Get PDF
Sound nutrition plays a key role in enhancing cotton yield. As cotton undergoes vegetative and reproductive growth at the same time, its nutritional requirements are dissimilar, compared to other field crops. Cotton is grown as an annual crop with an indeterminate growth pattern. The vegetative branching provides a potential fruiting place except under abiotic and biotic stresses. Moreover, cotton has a deep root system with low density of roots in the surface layer of soils where availability of nutrients is high. The rooting system makes cotton crop more dependent on the subsoil for nutrition. A continuous supply of nutrients is required to sustain morphogenesis. The rate of both nutrients absorption and dry matter production increases progressively during the seedling, vegetative, and fruiting periods and peaks near the end of the bloom period. Nitrogen, phosphorus, and potassium are required in large quantities and are limited in many soils. The deficiencies of macro-and micronutrients decrease plant growth and development, and consequently seed cotton yield is reduced. The deficiency of phosphorous (P), calcium (Ca), potassium (K), boron (B), magnesium (Mg), and zinc (Zn) affects fruit production in cotton than vegetative growth, while the deficiencies of nitrogen (N), sulfur (S), molybdenum (Mo), and manganese (Mn) affect equally vegetative and reproductive growth of cotton. A bevy of literature concerning the role of macronutrients in growth and development is presented in the following paragraphs. © Springer Nature Singapore Pte Ltd. 2020. All rights reserved

Digital health literacy, lifestyle and health promotion in school for high school students.

Low general and digital health literacy not only has a negative impact on health but also on the overall economic system of a country. It has been reported that insufficient health literacy costs the healthcare system an additional 7 to 17% of total personal healthcare costs (Shahid et al., 2022). WHO therefore encourages education and health system reforms, combining efforts to reduce the health literacy gap. Examples from Finland and other countries illustrate that introducing compulsory health education in school can lead to high health literacy outcomes (Okan et al., 2019). The aim of this paper is to assess the links between digital health literacy, lifestyle, and its promotion at school in 11-12 grade students. The objectives of the study are 1. To determine the digital health literacy of students in grades 11-12. 2. To assess the digital health literacy of students in grades 11-12 and their healthy lifestyle and its development at school. 3. To identify the links between digital health literacy, lifestyle, and health promotion in school for students in Years 11-12. Research methods. The study used an online survey method. A questionnaire on digital health literacy, lifestyle and school health literacy was developed. The sample of this study consisted of 360 pupils (207 girls and 153 boys) in grades 11-12. Conclusion. Eleventh graders have a significantly higher digital health literacy score than twelfth graders; boys have a significantly higher score than girls. More than half of the pupils think that there is enough attention paid to healthy lifestyles at school and a quarter of the pupils do not know if there are any events related to healthy lifestyles at school at all. Only 5.6 % of pupils are sufficiently physically active, with boys being significantly more active than girls. Alcohol consumption and smoking rates did not differ significantly between genders but differed between grades. Two-thirds of pupils in 12 grade and less than half of those in 11 grade had tried smoking at least once. One-fifth of students in 11 grade and one-third of students in 12 grade smoke regularly. Alcohol consumption is more frequent among 12th-grade pupils than among 11th-grade pupils, both in their lifetime and in the last month. Digital health literacy is not significantly associated with the school's focus on healthy lifestyles but is significantly positively associated with lower lifetime alcohol consumption and higher self-rated health

Interaktyvumo sąvoka šiomis dienomis yra vartojama kasdien vis dažniau. Tačiau didžioji dalis interaktyvių technologijų reikalauja tam tikrų fizinių veiksmų norint gauti grįžtamąjį ryšį. Neuro technologijoms patekus į rinką interaktyvumą galima sieti su žmogaus smegenų elektrinių bangų veikla. Žmogus gali valdyti interaktyvius prietaisus ar medijas savo mintimis. Šio darbo tikslas yra paruošti aplinką, kurioje bus galima žiūrėti trumpametražį filmą, valdomą stebėtojo susikaupimu. Tai pasiekta atlikus jau egzistuojančių interaktyvių filmų valdomų neuro technologijomis, jų kūrimo aplinkų, žaidimo variklių ir pačių biosensorių įrenginių analizes, bei „Unity 3D“ programine įranga ir „Neurosky Mindwave“ EEG prietaiso pagalba. Sukūrus tokią aplinką padarytos išvados, kad kuriant tokio pobūdžio interaktyvius filmus kritiškai svarbu yra tinkamas scenarijus ir žiūrovo sprendimus apdorojantis algoritmas. Filmas buvo peržiūrėtas skirtingų žiūrovų 30 kartų. Gauti filmo eigos rezultatai pavaizduoti diagramoje.Nowadays the concept of interactivity is used increasingly more every day. However, most interactive technologies require physical action of some sort to get feedback. With the emergence of neuro technologies on the market, interactivity can be associated with the electrical activity of the human brain. One can control interactive devices ir media with his or her own thoughts. The purpose of this work is to create an application where a user can watch a short film controlled by his own focus. This was achieved through the analysis of existing interactive films, that are controlled with neuro technologies, their creation environments, various game engines and biosenser devices themselves, and the creation of an interactive film environment using Unity 3D software and the Neurosky Mindwave EEG device. After creating such an application conclusions were made that the script of the film and its‘ algorythm, which determines what turn of events will happen in the film, are crucial in projects like this. The interactive film was watched 30 times by seperate people. The results were depicted with a bar chart.Taikomosios informatikos katedraSistemų analizės katedraInformatikos fakulteta
