Regulation for the enforcement of federal health care provider conscience protection laws

SUMMARY: The Department of Health and Human Services issues this final rule which provides that enforcement of the federal statutory health care provider conscience protections will be handled by the Department’s Office for Civil Rights, in conjunction with the Department’s funding components. This Final Rule rescinds, in part, and revises, the December 19, 2008 Final Rule entitled "Ensuring That Department of Health and Human Services Funds Do Not Support Coercive or Discriminatory Policies or Practices in Violation of Federal Law" (the "2008 Final Rule"). Neither the 2008 final rule, nor this final rule, alters the statutory protections for individuals and health care entities under the federal health care provider conscience protection statutes, including the Church Amendments, Section 245 of the Public Health Service Act, and the Weldon Amendment. We are pleased to present the 2005 Dietary Guidelines for Americans. This document is intended to be a primary source of dietary health information for policymakers, nutrition educators, and health providers. Based on the latest scientific evidence, the 2005 Dietary Guidelinesprovides information and advice for choosing a nutritious diet, maintaining a healthy weight, achieving adequate exercise, and “keeping foods safe” to avoid foodborne illness. This document is based on the recommendations put forward by the Dietary Guidelines Advisory Committee. The Committee was composed of scientific experts who were responsible for reviewing and analyzing the most current dietary and nutritional information and incorporating this into a scientific evidence-based report. We want to thank them and the other public and private professionals who assisted in developing this document for their hard work and dedication

Arsenic Concentrations in Private Bedrock Wells in Southeastern New Hampshire

The quality of drinking water obtained from private wells in New Hampshire is not regulated; consequently, private wells are often not sampled for arsenic unless individual well owners choose to do so. To provide private well owners and Federal and State environmental and health officials with accurate information on arsenic concentrations from private wells in this region, the U.S. Geological Survey (USGS) conducted an arsenic occurrence and distribution study, in cooperation with the U.S. Environmental Protection Agency (EPA New England), New Hampshire Department of Environmental Services (NHDES), New Hampshire Estuaries Project, and with the New Hampshire Department of Health and Human Services (NHDHHS). This report describes the results of this study to determine the range of arsenic concentrations from ground water in the three counties of southeastern New Hampshire by analyzing water samples collected by a randomly selected group of well owners from this area
