    Dalam penulisan skripsi ini penulis membahas tentang Alasan-Alasan Yang Mempengaruhi Penyidik Melakukan Penghentian Penyidikan Terhadap Tersangka Yang Diduga Mengalami Gangguan Jiwa Pada Saat Melakukan Tindak Pidana. Penelitian ini dilatarbelakangi oleh kasus tindak pidana yang dilakukan oleh tersangka yang diduga mengalami gangguan jiwa dihentikan penyidikannya oleh penyidik padahal proses penghentian tersebut tidak sesuai dengan KUHAP. Dalam hal ini penulis melakukan studi lapangan untuk mengkaji mengenai penghentian penyidikan tersangka gangguan jiwa dikaitkan dengan pelaksanaan ketentuan pasal 109 ayat (2) KUHAP yang mengatur mengenai penghentian penyidikan. Penulisan dilakukan dengan menggunakan metode pendekatan Yuridis Sosiolgis. Hal ini dilakukan untuk mengetahui penanganan terhadap tersangka yang diduga mengalami gangguan jiwa sampai tahap penghentian penyidikan serta dasar penyidik dalam menghentikan penyidikan terhadap yang diduga tersangka gangguan jiwa. Kesimpulan dari penelitian ini menyatakan bahwa penanganan tersangka yang diduga mengalami gangguan jiwa berbeda dengan tersangka yang jiwanya normal, yang membedakan adalah tahap pemeriksaan tersangka. Alasan-alasan yang diberikan penyidik tidak bisa dijadikan dasar untuk menghentikan penyidikan, alasan-alasan penyidik tersebut merupakan diskresi kepolisian. Penghentian penyidikan terhadap tersangka yang diduga mengalami gangguan jiwa oleh penyidik Polres Malang Kota bertentangan dengan pasal 109 ayat (2) KUHAP, tidak terdapat kualifikasi mengenai penghentian penyidikan dikarenakan tersangkanya gangguan jiwa.Kata Kunci : Penghentian Penyidikan, Tersangka Gangguan Jiw

    An Economic Study of the Effect of Android Platform Fragmentation on Security Updates

    Vendors in the Android ecosystem typically customize their devices by modifying Android Open Source Project (AOSP) code, adding in-house developed proprietary software, and pre-installing third-party applications. However, research has documented how various security problems are associated with this customization process. We develop a model of the Android ecosystem utilizing the concepts of game theory and product differentiation to capture the competition involving two vendors customizing the AOSP platform. We show how the vendors are incentivized to differentiate their products from AOSP and from each other, and how prices are shaped through this differentiation process. We also consider two types of consumers: security-conscious consumers who understand and care about security, and na\"ive consumers who lack the ability to correctly evaluate security properties of vendor-supplied Android products or simply ignore security. It is evident that vendors shirk on security investments in the latter case. Regulators such as the U.S. Federal Trade Commission have sanctioned Android vendors for underinvestment in security, but the exact effects of these sanctions are difficult to disentangle with empirical data. Here, we model the impact of a regulator-imposed fine that incentivizes vendors to match a minimum security standard. Interestingly, we show how product prices will decrease for the same cost of customization in the presence of a fine, or a higher level of regulator-imposed minimum security.Comment: 22nd International Conference on Financial Cryptography and Data Security (FC 2018

    Effects of fish and prawn culture on physico-chemical parameters of water and rice yield in rice fields

    An experiment was conducted with five treatments i.e. rice combined with fish having regular urea fertilization (T1), rice combined with prawn having regular urea fertilization (T2), rice combined with fish with supplementary feeding (T3), rice combined with prawn with supplementary feeding (T4) and without fish and prawn (T5) was kept as control. The dissolved oxygen values obtained in treatments with fish both in morning and afternoon were lower than the values of prawn containing treatments and control. The values of nitrate-N, ammonia-N, phosphate-P and chlorophyll-a were higher in fish containing treatments than the prawn containing treatments and control. Between the two fish containing treatments the higher gross (539.44 kg/ha) and net (440.14 kg/ha) yield were obtained in T3 with supplementary feeding and the lower gross (424.88 kg/ha) and net (314.32 kg/ha) yield were recorded in T1 without supplementary feeding. Again, between two prawn containing treatments the higher gross (108.69 kg/ha) and net (81.92 kg/ha) yield were obtained in T4 with supplementary feeding and lower gross (64.32 kg/ha) and net (30.98 kg/ha) yield were recorded in T2 without supplementary feeding. The highest yield of rice grain (3.45 mt/ha) and straw (6.37 mt/ha) were obtained in T1 with fish having urea fertilization without feeding

    Relativistic contraction and related effects in noninertial frames

    Although there is no relative motion among different points on a rotating disc, each point belongs to a different noninertial frame. This fact, not recognized in previous approaches to the Ehrenfest paradox and related problems, is exploited to give a correct treatment of a rotating ring and a rotating disc. Tensile stresses are recovered, but, contrary to the prediction of the standard approach, it is found that an observer on the rim of the disc will see equal lengths of other differently moving objects as an inertial observer whose instantaneous position and velocity are equal to that of the observer on the rim. The rate of clocks at various positions, as seen by various observers, is also discussed. Some results are generalized for observers arbitrarily moving in a flat or a curved spacetime. The generally accepted formula for the space line element in a non-time-orthogonal frame is found inappropriate in some cases. Use of Fermi coordinates leads to the result that for any observer the velocity of light is isotropic and is equal to cc, providing that it is measured by propagating a light beam in a small neighborhood of the observer.Comment: 15 pages, significantly revised version, title changed, to appear in Phys.     Mountain-Shaped Coupler for Ultra Wideband Applications

    This paper demonstrates a novel mountain-shaped design for a compact 3-dB coupler operating at ultra-wideband (UWB) frequencies from 3.1GHz to 10.6 GHz. The proposed design was accomplished using multilayer technology in which the structure is formed by three layers of conductors interleaved by a layer of substrate between each conductor layer. Simulation was carried out using CST Microwave Studio; the result was then compared with results from rectangular and star-shaped couplers that implemented the same technique. The results obtained show that the proposed new coupler has better performance compared to both rectangular and star-shaped coupler designs in terms of return loss, isolation, and phase difference. The coupler was fabricated and measured; the measurement results satisfactorily agree with the simulation results

    Gravity wave activity in the lower atmosphere: Seasonal and latitudinal variations

    A climatology of gravity wave activity in the lower atmosphere based on high-resolution radiosonde measurements provided by the Australian Bureau of Meteorology is presented. These data are ideal for investigating gravity wave activity and its variation with position and time. Observations from 18 meteorological stations within Australia and Antarctica, covering a latitude range of 12°S – 68°S and a longitude range of 78°E – 159°E, are discussed. Vertical wavenumber power spectra of normalized temperature fluctuations are calculated within both the troposphere and the lower stratosphere and are compared with the predictions of current gravity wave saturation theories. Estimates of important model parameters such as the total gravity wave energy per unit mass are also presented. The vertical wavenumber power spectra are found to remain approximately invariant with time and geographic location with only one significant exception. Spectral amplitudes observed within the lower stratosphere are found to be consistent with theoretical expectations but the amplitudes observed within the troposphere are consistently larger than expected, often by as much as a factor of about 3. Seasonal variations of stratospheric wave energy per unit mass are identified with maxima occurring during the low-latitude wet season and during the midlatitude winter. These variations do not exceed a factor of about 2. Similar variations are not found in the troposphere where temperature fluctuations are likely to be contaminated by convection and inversions.     High capacity and miniaturized flexible chipless RFID tag using modified complementary split ring resonator

    This paper aims to produce a high data capacity and miniaturized flexible chipless RFID tag based on the frequency signature using the Modified Complementary Split Ring Resonator (MCSRR). The proposed 19 bits chipless RFID tag using the frequency shifting technique consists of five slotted overlaying MCSRR with Different Width (MCSRR with DW) structures and the dimension of 48 mm x 48 mm. The structure is designed by using a flexible (Polyethylene Terephthalate ) PET substrate with permittivity of 0.2. The operating frequency is between 0.9 GHz and 2.7 GHz. The advancement of slotted overlaying MCSRR with DW structures has successfully miniaturized the chipless RFID tag structure to about 107 mm2/ bit, 0.02/2 mid =bit and 0.09 GHz/bit by maximizing the number of resonators in a limited space and minimizing the frequency separation between the resonators. The omnidirectional tag antenna is incorporated with the proposed MCSRR structure using the retransmission measurement method. The log-periodic antenna with a gain of 5-7 dBi is used for this measurement to improve the range distance between tag and reader system. Based on the retransmission measurement involving the antenna tag, the 19 bits chipless RFID tag which consists of five MCSRR with DW structures can be detected with a maximum range distance of 30 cm and a power transmitted level of 30 dBm

    Use of Xpert MTB/RIF in Decentralized Public Health Settings and Its Effect on Pulmonary TB and DR-TB Case Finding in India

    Background Xpert MTB/RIF, the first automated molecular test for tuberculosis, is transforming the diagnostic landscape in high-burden settings. This study assessed the impact of up-front Xpert MTB/RIF testing on detection of pulmonary tuberculosis (PTB) and rifampicin-resistant PTB (DR-TB) cases in India. Methods This demonstration study was implemented in 18 sub-district level TB programme units (TUs) in India in diverse geographic and demographic settings covering a population of 8.8 million. A baseline phase in 14 TUs captured programmatic baseline data, and an intervention phase in 18 TUs had Xpert MTB/RIF offered to all presumptive TB patients. We estimated changes in detection of TB and DR-TB, the former using binomial regression models to adjust for clustering and covariates. Results In the 14 study TUs, which participated in both phases, 10,675 and 70,556 presumptive TB patients were enrolled in the baseline and intervention phase, respectively, and 1,532 (14.4%) and 14,299 (20.3%) bacteriologically confirmed PTB cases were detected. The implementation of Xpert MTB/RIF was associated with increases in both notification rates of bacteriologically confirmed TB cases (adjusted incidence rate ratio [aIRR] 1.39; CI 1.18-1.64), and proportion of bacteriological confirmed TB cases among presumptive TB cases (adjusted risk ratio (aRR) 1.33; CI 1.6-1.52). Compared with the baseline strategy of selective drug-susceptibility testing only for PTB cases at high risk of drug-resistant TB, Xpert MTB/RIF implementation increased rifampicin resistant TB case detection by over fivefold. Among, 2765 rifampicin resistance cases detected, 1055 were retested with conventional drug susceptibility testing (DST). Positive predictive value (PPV) of rifampicin resistance detected by Xpert MTB/RIF was 94.7% (CI 91.3-98.1), in comparison to conventional DST. Conclusion Introduction of Xpert MTB/RIF as initial diagnostic test for TB in public health facilities significantly increased case-notification rates of all bacteriologically confirmed TB by 39% and rifampicin-resistant TB case notification by fivefold

    Household food security is associated with growth of infants and young children in rural Bangladesh.

    OBJECTIVE: Despite a strong relationship between household food security and the health and nutritional status of adults and older children, the association of household food security with the growth of infants and young children has not been adequately studied, particularly in developing countries. We examined the association between household food security and subsequent growth of infants and young children in rural Bangladesh. DESIGN: We followed 1343 children from birth to 24 months of age who were born in the Maternal and Infant Nutrition Intervention in Matlab (MINIMat) study in rural Bangladesh. A food security scale was created from data collected on household food security from the mothers during pregnancy. Data on weight and length were collected monthly in the first year and quarterly in the second year of life. Anthropometric indices were calculated relative to the 2006 WHO child growth standards. Growth trajectories were modelled using multilevel models for change controlling for possible confounders. RESULTS: Household food security was associated (P < 0.05) with greater subsequent weight and length gain in this cohort. Attained weight, length and anthropometric indices from birth to 24 months were higher (P < 0.001) among those who were in food-secure households. Proportions of underweight and stunting were significantly (P < 0.05) lower in food-secure households. CONCLUSIONS: These results suggest that household food security is a determinant of child growth in rural Bangladesh, and that it may be necessary to ensure food security of these poor rural households to prevent highly prevalent undernutrition in this population and in similar settings elsewhere in the world

    Use of the new World Health Organization child growth standards to describe longitudinal growth of breastfed rural Bangladeshi infants and young children.

    BACKGROUND: Although the National Center for Health Statistics (NCHS) reference has been widely used, in 2006 the World Health Organization (WHO) released new standards for assessing growth of infants and children worldwide. OBJECTIVE: To assess and compare the growth of breastfed rural Bangladeshi infants and young children based on the new WHO child growth standards and the NCHS reference. METHODS: We followed 1343 children in the Maternal and Infant Nutrition Intervention in Matlab (MINIMat) study from birth to 24 months of age. Weights and lengths of the children were measured monthly during infancy and quarterly in the second year of life. Anthropometric indices were calculated using both WHO standards and the NCHS reference. The growth pattern and estimates of undernutrition based on the WHO standards and the NCHS reference were compared. RESULTS: The mean birthweight was 2697 +/- 401 g, with 30% weighing <2500 g. The growth pattern of the MINIMat children more closely tracked the WHO standards than it did the NCHS reference. The rates of stunting based on the WHO standards were higher than the rates based on the NCHS reference throughout the first 24 months. The rates of underweight and wasting based on the WHO standards were significantly different from those based on the NCHS reference. CONCLUSIONS: This comparison confirms that use of the NCHS reference misidentifies undernutrition and the timing of growth faltering in infants and young children, which was a key rationale for constructing the new WHO standards.
