    Dalam penulisan skripsi ini penulis membahas tentang Alasan-Alasan Yang Mempengaruhi Penyidik Melakukan Penghentian Penyidikan Terhadap Tersangka Yang Diduga Mengalami Gangguan Jiwa Pada Saat Melakukan Tindak Pidana. Penelitian ini dilatarbelakangi oleh kasus tindak pidana yang dilakukan oleh tersangka yang diduga mengalami gangguan jiwa dihentikan penyidikannya oleh penyidik padahal proses penghentian tersebut tidak sesuai dengan KUHAP. Dalam hal ini penulis melakukan studi lapangan untuk mengkaji mengenai penghentian penyidikan tersangka gangguan jiwa dikaitkan dengan pelaksanaan ketentuan pasal 109 ayat (2) KUHAP yang mengatur mengenai penghentian penyidikan. Penulisan dilakukan dengan menggunakan metode pendekatan Yuridis Sosiolgis. Hal ini dilakukan untuk mengetahui penanganan terhadap tersangka yang diduga mengalami gangguan jiwa sampai tahap penghentian penyidikan serta dasar penyidik dalam menghentikan penyidikan terhadap yang diduga tersangka gangguan jiwa. Kesimpulan dari penelitian ini menyatakan bahwa penanganan tersangka yang diduga mengalami gangguan jiwa berbeda dengan tersangka yang jiwanya normal, yang membedakan adalah tahap pemeriksaan tersangka. Alasan-alasan yang diberikan penyidik tidak bisa dijadikan dasar untuk menghentikan penyidikan, alasan-alasan penyidik tersebut merupakan diskresi kepolisian. Penghentian penyidikan terhadap tersangka yang diduga mengalami gangguan jiwa oleh penyidik Polres Malang Kota bertentangan dengan pasal 109 ayat (2) KUHAP, tidak terdapat kualifikasi mengenai penghentian penyidikan dikarenakan tersangkanya gangguan jiwa.Kata Kunci : Penghentian Penyidikan, Tersangka Gangguan Jiw

    Pariwisata merupakan salah satu potensi sumber daya yang dapat dikembangkan oleh setiap daerah. Sebagai salah satu sumber daya yang menghasilkan devisa bagi negara, hal ini membutuhkan pengoptimalan dalam penyediaan jasa untuk lebih menunjang potensi kawasan wisata yang akan dikunjungi. Saat penelitian ini dilakukan, Dinas Budaya dan Pariwisata Provinsi Jawa Barat telah menggunakan media internet dalam promosi. Akan tetapi sistem yang digunakan masih belum sempurna. Masalah ini berasal dari manajemen data pariwisata yang kurang baik dan masih belum maksimalnya beberapa fasilitas di sistem yang berjalan. Dengan beberapa masalah tersebut, sudah saatnya sistem yang lama di perbaiki. Tidak hanya sekedar memperbaiki saja, penulis menyarankan untuk diciptakannya beberapa fitur baru seperti fitur simulasi dan fitur pendukung keputusan. Dalam penelitian ini, metode penelitian yang digunakan adalah deskriptif dan action research, sedangkan pendekatan sistem yang digunakan adalah terstruktur dengan metode pengembangan sistem menggunakan model waterfall. Alat bantu yang digunakan adalah Diagram Konteks, Data Flow Diagram (DFD), Kamus Data, dan Entity Relationship Diagram (ERD). Alat bantu perancangan basis data dalam pengembangan sistem informasi ini adalah Normalisasi dan Tabel Relasi. Bahasa pemograman yang digunakan adalah PHP, dengan tools Adobe Dreamwaver CS5. Untuk database, sistem informasi ini menggunakan MySQL dan untuk pengambilan keputusan, sistem informasi ini menggunakan metode AHP (Analitycal Hierarchy Process) Dengan pembuatan sistem informasi ini, penulis berharap sistem informasi yang penulis buat kedepan dapat meningkatkan kualitas pelayanan untuk para wisatawan dan dapat membantu top manajamen pariwisata yang ada di provinsi Jawa Barat untuk membuat keputusan dengan fitur-fitur baru yang dimilikinya

    Relativistic contraction and related effects in noninertial frames

    Although there is no relative motion among different points on a rotating disc, each point belongs to a different noninertial frame. This fact, not recognized in previous approaches to the Ehrenfest paradox and related problems, is exploited to give a correct treatment of a rotating ring and a rotating disc. Tensile stresses are recovered, but, contrary to the prediction of the standard approach, it is found that an observer on the rim of the disc will see equal lengths of other differently moving objects as an inertial observer whose instantaneous position and velocity are equal to that of the observer on the rim. The rate of clocks at various positions, as seen by various observers, is also discussed. Some results are generalized for observers arbitrarily moving in a flat or a curved spacetime. The generally accepted formula for the space line element in a non-time-orthogonal frame is found inappropriate in some cases. Use of Fermi coordinates leads to the result that for any observer the velocity of light is isotropic and is equal to cc, providing that it is measured by propagating a light beam in a small neighborhood of the observer.Comment: 15 pages, significantly revised version, title changed, to appear in Phys.     Mountain-Shaped Coupler for Ultra Wideband Applications

    This paper demonstrates a novel mountain-shaped design for a compact 3-dB coupler operating at ultra-wideband (UWB) frequencies from 3.1GHz to 10.6 GHz. The proposed design was accomplished using multilayer technology in which the structure is formed by three layers of conductors interleaved by a layer of substrate between each conductor layer. Simulation was carried out using CST Microwave Studio; the result was then compared with results from rectangular and star-shaped couplers that implemented the same technique. The results obtained show that the proposed new coupler has better performance compared to both rectangular and star-shaped coupler designs in terms of return loss, isolation, and phase difference. The coupler was fabricated and measured; the measurement results satisfactorily agree with the simulation results

    Competitions faced by companies are some obstacles in achieving the business objectives to maintain the company\u27s growth and survival. The use of information technology trend requires companies to use it in order to compete with competitors. Strategic planning of information system (IS) and information technology (IT) which refer to business strategy should be customized to the company\u27s business processes. The process of finding a future application portfolio is preceded by the discovery of business strategy, IS/IT strategy managemen and IT strategy. The method used is the strategic planning of information system and information technology of Ward and Peppard. The discovery of business strategy through internal and external analysis of the company is done using tools: PEST, SWOT, Porter\u27s five competitive model, Value chain, and CSF. The analysis of the current information systems helps determine the proposed IS and IT plan. The result achieved is strategic system plan and information technology that are appropriate to the company in achieving its business goals

    BACKGROUND: Data on the performance of standardized short-course directly observed treatment (DOTS) of tuberculosis (TB) in areas with high levels of drug resistance and on the potential impact of DOTS on amplification of resistance are limited. Therefore, we analyzed treatment results from a cross-sectional sample of patients with TB enrolled in a DOTS program in an area with high levels of drug resistance in Uzbekistan and Turkmenistan in Central Asia. METHODS: Sputum samples for testing for susceptibility to 5 first-line drugs and for molecular typing were obtained from patients starting treatment in 8 districts. Patients with sputum smear results positive for TB at the end of the intensive phase of treatment and/or at 2 months into the continuation phase were tested again. RESULTS. Among 382 patients with diagnoses of TB, 62 did not respond well to treatment and were found to be infected with an identical Mycobacterium tuberculosis strain when tested again; 19 of these patients had strains that developed new or additional drug resistance. Amplification occurred in only 1.2% of patients with initially susceptible or monoresistant TB strains, but it occurred in 17% of those with polyresistant strains (but not multidrug-resistant strains, defined as strains with resistance to at least isoniazid and rifampicin) and in 7% of those with multidrug-resistant strains at diagnosis. Overall, 3.5% of the patients not initially infected with multidrug-resistant TB strains developed such strains during treatment. Amplification of resistance, however, was found only in polyresistant Beijing genotype strains. CONCLUSIONS: High levels of amplification of drug resistance demonstrated under well-established DOTS program conditions reinforce the need for implementation of DOTS-Plus for multidrug-resistant TB in areas with high levels of drug resistance. The strong association of Beijing genotype and amplification in situations of preexisting resistance is striking and may underlie the strong association between this genotype and drug resistance
