Digital Reset. Redirecting Technologies for the Deep Sustainability Transformation
Time seems out of joint. The world society has experienced a centennial pandemic, the global thermometer has displayed a sequence of hottest years on record, and Russia’s war on Ukraine has shattered political order. Unsurprisingly, the economy is severely affected. Governments worldwide hope that digital technologies can provide key solutions. Yet this report shows that digitalisation, in its current and mainstream form, is rather aggravating than solving many of the pressing social and environmental crises at hand. What is needed instead is a deep sustainability transformation that fundamentally reorganises the economy and all its sectors – agriculture, mobility, energy, buildings, industry, and consumption.
The report “Digital Reset” shows how digital technologies can support the quest for such a deep sustainability transformation. The report provides a blueprint for the European Union on how to reconceptualise digitalisation so that it first and foremost contributes to achieving carbon neutrality, resource autonomy and economic resilience while supporting equity and fully respecting citizen’s rights and privacy. The report is the outcome of the two-year international science-policy dialogue “Digitalization for Sustainability” (D4S), and presents an up-to-date comprehensive analysis of opportunities, risks and governance options regarding digitalization and sustainability

The constitutive effects of evaluation systems: Lessons from the policymaking process of Danish Active Labour Market Policies
In recent years, evaluation research has taken an increasing interest in the proliferation of evaluation systems. One of the main assumptions being that such evaluation systems can enhance the use of evaluations and their findings. The current article analyses this assumption by empirically studying the workings of a specific evaluation system within the Danish Ministry of Employment. By applying the concept of constitutive effects, the article analyses how the evaluation system affects processes of policymaking within the central government. It is shown how the institutionalisation of an evidence-based evaluation system, at the ministerial level, structures the process of policymaking around a specific understanding of policy content, timeframes and expertise. Based on these findings, it is argued that evaluation systems can both enhance the instrumental use of evaluations and significantly alter policymaking processes
Long Live Marketization for Local Public Spaces: A Study of Scandinavian Managers’ Satisfaction with Private Provider Performance
Continued critiques, evidence and newer reform trends have increasingly contested the use of market-centered models–the competition prescription–for urban public space maintenance as well as other local services. This article adopts a contextualized contingency perspective on the competition prescription and questions the contested status of market-centered models in a survey-based study of the current use of and satisfaction with private providers for maintenance of parks/greenspaces and road/streets in Scandinavian local governments. The study finds widespread use of and satisfaction with private providers. However, satisfaction depends on national context and multiple contingencies. The study challenges the contested status of market-centered models, highlights that different models serve different strategic objectives, and directs attention to discussions of context and key contingencies that define how well market-centered models perform
