    The No Child Left Behind Act (2001) revised the Elementary and Secondary Education Act of 1965 by making substantial modifications in the major federal programs that support schools‘ efforts to educate all children (U.S. Department of Education, Office of the Deputy Secretary, 2004). Since the inception of this law, demand for greater accountability for student achievement from politicians and legislators has increased exponentially (Carnoy, Elmore, & Siskin, 2003). Strict accountability measures, developed and implemented with limited if any consent or involvement of educators, were imposed on students, teachers, schools, and school districts (Waite, Boone, & NcGgee, 2001). The increased emphasis on accountability heightened the demands on teachers and administrators more than ever before in the history of education in the United States (Carnoy et al., 2003). As increased accountability became the norm, school leadership became more challenging and demanding in order to achieve the newly stipulated accountability (Salazar, 2008)

    Future space missions will be driven by factors such as the need for reduced cost of spacecraft without diminished performance, new services and capabilities including reconfigurability, autonomous operations, target observation with improved resolution and servicing (or proximity) operations. Small satellites, deployed as a sensor network in space, can through inter-satellite communication (ISC) enable the realization of these future goals. Developing the communication subsystem that can facilitate ISC within this distributed network of small satellites require a complex range of design trade-offs. For small satellites, the general design parameters that are to be optimized for ISC are size, mass, and power, as well as cost (SMaP-C). Novel and efficient design techniques for implementing the communication subsystem are crucial for building multiple small satellite networks with capability for achieving significant data-rates along the inter-satellite links (ISLs). In this paper, we propose an alternative approach to RF and laser ISLs for ISC among small satellites deployed as a sensor network in low Earth orbit (LEO). For short to medium range ISLs, we present an LED-based visible light communication (VLC) system that addresses the SMaP constraints, including capability for achieving significant data rates. Our research is focused on the development of the physical layer for pico-/nano class of satellites with prime consideration for the impact of solar background illumination on link performance. We develop an analytical model of the inter-satellite link (ISL) in MATLAB and evaluate its feasibility and performance for different intensity modulation and direct detection (IM/DD) schemes.Comment: 26 pages, 9 figures, accepted in IEEE Transactions on Aerospace and Electronic System

    Introduction to the Ignatian Pedagogical Paradigm: An Online Course for Librarians

    This article discusses the development and delivery of a three-week asynchronous online course in Jesuit history, education, and the Ignatian Pedagogical Paradigm (IPP) for librarians working in Association of Jesuit Colleges and University (AJCU) institutions. Created by two instruction librarians and one instructional designer from a pair of AJCU institutions, the course explores incorporating the IPP—a contemplative learning model—into a one-shot, single class library instruction session. Included is a practical description of the development, revision, marketing, and success of the online course, along with a list of the class contents. Over three course offerings in 2017 and 2018, thirty-one participants discussed readings and videos, and shared ideas about their current teaching practices. They reflected on how the IPP, or at least some elements of it, might become part of their teaching, despite the time and content constraints. Other topics included the Association of College and Research Libraries (ACRL) “Framework for Information Literacy in Higher Education,” critical librarianship, and social justice. The intent of the article is to raise awareness of the course for interested librarians and to offer guidance to anyone working to develop an online course related to Ignatian pedagogy and teaching

    Deterministic model to evaluate the impact of lactational treatment of subclinical mastitis due to coagulase-negative staphylococci

    Coagulase-negative staphylococci (CNS) are the most frequently isolated bacteria from milk samples in several studies worldwide. Despite their relative frequency, specific measures aiming at their control are not well established. One possible measure to include in a control programme is lactational antimicrobial treatment. The decision to perform such treatment, as well as other actions on farm, should be based on the likelihood of financial return. A deterministic model was used to evaluate whether performing an antimicrobial treatment during the lactation for quarters infected with CNS was financially justifiable. Input variables for the impact of CNS on udder health were based on a previous study by the same authors and on available literature on the subject. Prices included in the model were based on 2009/2010 conditions in Portugal. The average result per antimicrobial treated quarter was a net loss of (sic)38.74. Performing a sensitivity analysis to evaluate how systematic variation of the input variables of the model would lead to outcome changes showed that variation in input variables nearly always led to a negative outcome, with the greatest variation in losses observed for variation in the length of treatment and milk withdrawal period (-(sic)46.26 to -(sic)28.49). The situations in which a net benefit was to be expected included the bulk tank somatic cell count decreasing to a level corresponding to a premium payment or to penalties being avoided, and the prevention of transmission of CNS in the milking parlour when the possibility of transmission was at its highest level. For most situations, lactational treatment of CNS subclinical mastitis was not financially justifiable

    This chapter focuses on the resources available from the Moon itself: regolith, geologically concentrated materials, and lunar physical features that will enable habitation and generation of power on the surface. This chapter briefly covers the formation of the Moon and thus the formation of the crust of the Moon, as well as the evolution of the regolith. The characteristics of the regolith are provided in some detail, including its mineralogy and lithology. The location of high concentrations of specific minerals or rocks is noted. Other ideal locations for in situ resource utilization technology and lunar habitation are presented. This chapter is intended to be a brief review of current knowledge, and to serve as a foundational source for further study. Each concept presented here has a wealth of literature associated with it; the reader is therefore directed to that literature with each discussion. With great interest in possible manned lunar landings and continued study of the Moon by multiple satellites, the available information changes regularly

    Survey of Inter-satellite Communication for Small Satellite Systems: Physical Layer to Network Layer View

    Small satellite systems enable whole new class of missions for navigation, communications, remote sensing and scientific research for both civilian and military purposes. As individual spacecraft are limited by the size, mass and power constraints, mass-produced small satellites in large constellations or clusters could be useful in many science missions such as gravity mapping, tracking of forest fires, finding water resources, etc. Constellation of satellites provide improved spatial and temporal resolution of the target. Small satellite constellations contribute innovative applications by replacing a single asset with several very capable spacecraft which opens the door to new applications. With increasing levels of autonomy, there will be a need for remote communication networks to enable communication between spacecraft. These space based networks will need to configure and maintain dynamic routes, manage intermediate nodes, and reconfigure themselves to achieve mission objectives. Hence, inter-satellite communication is a key aspect when satellites fly in formation. In this paper, we present the various researches being conducted in the small satellite community for implementing inter-satellite communications based on the Open System Interconnection (OSI) model. This paper also reviews the various design parameters applicable to the first three layers of the OSI model, i.e., physical, data link and network layer. Based on the survey, we also present a comprehensive list of design parameters useful for achieving inter-satellite communications for multiple small satellite missions. Specific topics include proposed solutions for some of the challenges faced by small satellite systems, enabling operations using a network of small satellites, and some examples of small satellite missions involving formation flying aspects.Comment: 51 pages, 21 Figures, 11 Tables, accepted in IEEE Communications Surveys and Tutorial

    Teaching Experiences of African American Educators in the Rural South

    A scarcity of research exists regarding the voices of African American teachers who taught in the rural South. In this study, we report the life experiences, perceptions, thoughts, and feelings of three female African American educators as they pertain to their experiences teaching before, during, and after desegregation. Three female African American educators who taught before, during, and after desegregation in the same school district in the rural South were interviewed extensively. Data analysis revealed themes that mirrored those themes found in resiliency research. By examining these resilience themes within the context of this study, a model of adult resilience in teaching emerged

    Development of the activated diffusion brazing process for fabrication of finned shell to strut turbine blades

    The activated diffusion brazing process was developed for attaching TD-NiCr and U700 finned airfoil shells to matching Rene 80 struts obstructing the finned cooling passageways. Creep forming the finned shells to struts in combination with precise preplacement of brazing alloy resulted in consistently sound joints, free of cooling passageway clogging. Extensive tensile and stress rupture testing of several joint orientation at several temperatures provided a critical assessment of joint integrity of both material combinations. Trial blades of each material combination were fabricated followed by destructive metallographic examination which verified high joint integrity
