    From a fossil-fuel to a biobased economy : the politics of industrial biotechnology

    Industrial biotechnology involves the replacement of petrochemical processes and inputs with more energy-efficient and renewable biological ones. It is already being used in the production of biofuels and bioplastics and has been touted as a means by which modern economies can be shifted toward a more competitive, low-carbon growth model. This paper does two things. First, it outlines the policy framework established in the European Union and the narrative of a knowledge-based bioeconomy (KBBE) underpinning this. Second, it argues that the ‘win – win’ rhetoric contained within the KBBE narrative is misleading. Among the different groups commenting on the use of industrial biotechnology, the paper locates cleavages between farmers and agribusiness, between those convinced and those sceptical of environmental technofixes, and between procorporate and anticorporate NGOs. Taken together, they show the purported transition from a fossil-fuel to a bio-based economy to be a resolutely political one

    Peasant Farming, A Buffer for Human Societies

    This article explores the importance of peasant farming worldwide, the debate about its disappearance and the way it is being impacted by differentiated policies. It takes two examples, Tunisia and Egypt, during post-colonial times. In both cases policies tended to favour the modernization of agriculture, ignoring the contribution of peasant farming to the national economies. But interestingly the data show a surprisingly significant importance and increase in the number of small farms in both countries. While theoretical debates continue about the disappearance of peasantries, reality demonstrates that peasant farming is a formidable and resilient buffer for human societies, which helps stabilize, balance and enrich them

    Orthophosphate-P in the nutrient impacted River Taw and its catchment (SW England) between 1990 and 2013.

    Excess dissolved phosphorus (as orthophosphate-P) contributes to reduced river water quality within Europe and elsewhere. This study reports results from analysis of a 23 year (1990-2013) water quality dataset for orthophosphate-P in the rural Taw catchment (SW England). Orthophosphate-P and river flow relationships and temporal variations in orthophosphate-P concentrations indicate the significant contribution of sewage (across the catchment) and industrial effluent (upper R. Taw) to orthophosphate-P concentrations (up to 96%), particularly during the low flow summer months when maximum algal growth occurs. In contrast, concentrations of orthophosphate-P from diffuse sources within the catchment were more important (>80%) at highest river flows. The results from a 3 end-member mixing model incorporating effluent, groundwater and diffuse orthophosphate-P source terms suggested that sewage and/or industrial effluent contributes ≥50% of the orthophosphate-P load for 27-48% of the time across the catchment. The Water Framework Directive (WFD) Phase 2 standards for reactive phosphorus, introduced in 2015, showed the R. Taw to be generally classified as Poor to Moderate Ecological Status, with a Good Status occurring more frequently in the tributary rivers. Failure to achieve Good Ecological Status occurred even though, since the early-2000s, riverine orthophosphate-P concentrations have decreased (although the mechanism(s) responsible for this could not be identified). For the first time it has been demonstrated that sewage and industrial effluent sources of alkalinity to the river can give erroneous boundary concentrations of orthophosphate-P for WFD Ecological Status classification, the extent of which is dependent on the proportion of effluent alkalinity present. This is likely to be a European - wide issue which should be examined in more detail

    Re-framing the climate change debate in the livestock sector: mitigation and adaptation options

    Livestock play a key role in the climate change debate. As with crop-based agriculture, the sector is both a net greenhouse gas emitter and vulnerable to climate change. At the same time, it is an essential food source for millions of people worldwide, with other functions apart from food security such as savings and insurance. By comparison with crop-based agriculture, the interactions of livestock and climate change have been much less studied. The debate around livestock is confusing due to the coexistence of multiple livestock farming systems with differing functions for humans, greenhouse gas (GHG) emission profiles and different characteristics and boundary issues in their measurement, which are often pooled together. Consequently, the diversity of livestock farming systems and their functions to human systems are poorly represented and the role of the livestock sector in the climate change debate has not been adequately addressed. In this article, building upon the Intergovernmental Panel on Climate Change Fifth Assessment Report (IPCC 5AR) findings, we review recent literature on livestock and climate change so as better to include this diversity in the adaptation and mitigation debate around livestock systems. For comparative purposes we use the same categories of managerial, technical, behavioral and policy-related action to organize both mitigation and adaptation options. We conclude that different livestock systems provide different functions to different human systems and require different strategies, so they cannot readily be pooled together. We also observe that, for the different livestock systems, several win-win strategies exist that effectively tackle both mitigation and adaptation options as well as food security

    Assessing the role of CAP for more sustainable and healthier food systems in Europe:A literature review

    Today, the European food system is characterized by unhealthy dietary trends, environmentally unsustainable production, and a dependency on an ageing farming population. The ongoing reform of the Common Agricultural Policy (CAP) represents an opportunity to redress these issues. This literature review highlights trends in how academic and grey literature have received CAP attempts in addressing the (i) environmental issues, (ii) nutritional outcomes, and (iii) rural livelihoods. Additionally, future policy and research directions relating to the CAP have been identified from the selected literature. The reviewed literature varies in approach and perspective. In particular, since the environment and rural development are already part of the CAP, the reviewed studies analyze and propose improvements to existing mechanisms. While for nutrition, the reviewed studies assessed possible policy strategies for integrating this sphere within the CAP, highlighting both the complexity of this task as well as its potential benefits. Despite these differences, a clear commonality emerged from the policy recommendations: the CAP should promote the European Union (EU) policy integration and multi-disciplinary and participatory research as key strategies to meet food system sustainability targets.</p

    A transatlantic perspective on 20 emerging issues in biological engineering

    Advances in biological engineering are likely to have substantial impacts on global society. To explore these potential impacts we ran a horizon scanning exercise to capture a range of perspectives on the opportunities and risks presented by biological engineering. We first identified 70 potential issues, and then used an iterative process to prioritise 20 issues that we considered to be emerging, to have potential global impact, and to be relatively unknown outside the field of biological engineering. The issues identified may be of interest to researchers, businesses and policy makers in sectors such as health, energy, agriculture and the environment

    The ethics of synthetic biology research and development:a principlist approach

    A principlist approach is adopted to analyse the ethical status of synthetic biology (synbio) research and development. The principle of nonmaleficence generates precaution-driven conclusions that are excessively restrictive to the field of synbio. The principle of beneficence is best served by permitting synbio research to flourish and not have it treated as a special case warranting the imposition of a high degree of external and self-regulation. Synbio may offend the principle of justice in certain circumstances; however, such issues are largely restricted to the initial stages of synbio innovation, whilst in the longer term the development of the field can be expected to promote just ends. The principle of respect for autonomy entails that scientists ought to be afforded a broad scope to freely pursue synbio research and development in a curiosity-driven fashion. In balancing the various conclusions under the four principles, the author concludes that society has an ethical obligation to support the development of synbio research and development and not restrict this important nascent field by the imposition of stern regulation

    Synthetic biology in society: learning from past experience?

    Drawing an analogy to past debates over biotechnology, some stakeholders fear that synthetic biology (SB) could raise public concerns. Accordingly, ‘lessons from the past’ should be applied to avoid controversies. However, biotechnology in the 1990s is not the only possible comparator. The potential to become contested has been attributed to a number of other novel technologies. Looking at nanotechnology for example, controversies have not materialised to the extent predicted. The article discusses factors relevant for controversies over technologies as well as differences to the situation when modern biotechnology began to proliferate. Certain properties attributed to SB in the discussion so far indeed suggest a potential for controversies of its own, but perceptions may follow those on other aspects of biotechnology subject to local contingencies. Finally, it is questioned whether ELSI research should see its task in applying lessons from the past to ease technology introduction. Today, rather than seeing themselves being embedded in a linear model of technology development, social scientists take an interest in developments ‘upstream’ where technologies take shape
