    The determinants of research and development and intellectual property usage among Australian Companies, 1989 to 2002

    This paper traces the innovation pathways of new creations from R & D activity through to intellectual property (IP) applications using enterprise panel data from 1989 to 2002. Our estimation method explicitly addresses the selection issues associated with missing R&D data which is a common problem among this type of data set. We find that R&D activity is a highly path dependent process that relies heavily on firm specific effects. These firm specific effects were subsequently found to be correlated with managerial style – more aggressive and intuitive managers have higher R&D ceteris paribus – and extensive use of incentive schemes for employees within the firm. In addition, we find that R&D is higher when the previous year’s enterprise debt ratio is lower, the speed of technological change is faster, the firm’s ability to absorb knowledge spillovers is greater and the product market is less contestable. Furthermore, these firms appear to be using the various methods of appropriation, IP and non-IP, as complementary packages to capture the quasi-rents from previous R&D expenditure rather than as substitutes.

    External Ventures: Why Firms Don't Develop All Their Inventions In-house

    In this paper we consider why firms sometimes choose an external development path for their own inventions, despite the costs of contracting and the risks of opportunistic behaviour and expropriation. We model the probability that firms adopt an external development strategy using survey data from over 2700 Australian inventions. Our results indicate that firms pursue external development strategies in response to perceived project-level risk about the technical feasibility of the invention, especially when suported by confidence in the patent system. Our findings also confirm that small to medium size enterprises, highly leveraged large firms and firms with few co-specialized assets are more likely to pursue an external development strategy.Outsourcing R&D, managing technological risk, licensing innovation

    Fixed Effects Bias in Panel Data Estimators

    Since little is known about the degree of bias in estimated fixed effects in panel data models, we run Monte Carlo simulations on a range of different estimators. We find that Anderson-Hsiao IV, Kivietâs bias-corrected LSDV and GMM estimators all perform well in both short and long panels. However, OLS outperforms the other estimators when the following holds: the cross-section is small (N = 20), the time dimension is short (T = 5) and the coefficient on the lagged dependent variable is large (γ = 0.8).fixed effects, panel data, LSDV, dynamic model

    Paranannizziopsis australasiensis, has recently been diagnosed in tuatara at two captive facilities in New Zealand. This newly emerging fungal pathogen, is a member of the onygenalean fungal group formally known as Chrysosporium anamorph of Nannizziopsis vriesii (CANV). Fungi of this genera are thought to be obligate primary pathogens in reptiles, and closely related species such as Ophidiomyces ophiodiicola, and Nannizziopsis guarroi have caused significant morbidity and mortalities in captive and wild reptile populations. The detection of this disease raised concerns for wild and captive population health and resulted in a temporary cessation of tuatara breed and release programmes from affected facilities. Similar lesions have been reported in tuatara at multiple other captive facilities in New Zealand, but lack of veterinary assessment and, until recently, inadequate diagnostic capabilities has led to an inability to confirm the presence or absence of P. australasiensis in these populations. This research aimed to investigate the epidemiology of P. australasiensis in New Zealand wild and captive endemic reptiles. Skin samples were collected from nine captive, six wild and two ecosanctuary populations of tuatara across New Zealand. Skin samples from in contact geckos and skinks were opportunistically collected to determine the possible cross species infection of P. australasiensis. Samples were tested for presence of P. australasiensis by fungal culture followed by PCR, and by loop-mediated isothermal amplification (LAMP). Soil samples were collected from burrows, basking areas and captive enclosures and analysed by LAMP to determine the presence of P. australasiensis within the environment. Paranannizziopsis australasiensis was found to be wide spread in New Zealand captive and wild reptile populations. In populations where the pathogen was detected prevalence varied between 6.7% and 44.4% for tuatara, 3.8% and 40% for geckos and 6.7% and 66.7% for skinks. A low virulence of disease associated with infection was seen in tuatara across New Zealand, with many LAMP positive tuatara being asymptomatic. Increased severity of disease was seen in two captive tuatara, where ii other concurrent disease was present. One fatality was reported. In other reptile hosts, no disease was identified, and it is suspected these species act as reservoirs for the transmission of this organism to tuatara. Paranannizziopsis australasiensis was detected multiple times in soil samples and may survive as an environmental saprophyte. Paranannizziopsis australasiensis appears to have a close association with New Zealand reptiles. The prevalence, distribution and pathology of P. australasiensis observed in this study suggests that this organism is not a threat to tuatara or other endemic reptile populations in New Zealand. The findings of this study have enabled restrictions placed on tuatara translocations, based on P. australasiensis status, to be removed

    Patent Examination Decisions and Strategic Trade Behavior

    This paper examines whether strategic trade behavior can explain the fact that the US, Japanese and European Patent Offices – the USPTO, the JPO and the EPO – often make different decisions about whether to grant (or reject) a given patent application. We analyse this issue by considering whether examination decisions across the patent offices vary systematically by inventor nationality, patent quality and technology area using a matched sample of 33,305 non-PCT patent applications granted by the USPTO and subjected to examination decisions at the EPO and the JPO.

    Unternehmen und Forschungsinstitute haben durch Ausnahmeregelungen im Patentrecht die Möglichkeit, kostenfrei auf patentrechtlich geschütztes Know-How Dritter zurückzugreifen, ohne eine Klage wegen Patentrechtsverletzung fürchten zu müssen. Die nationalen Gesetze unterschieden sich deutlich nach Art und Umfang der Ausnahmeregelung. Daher stellt sich die Frage, ob und wie sich diese Unterschiede auf die Innovationsneigung von Unternehmen auswirken. Eine Studie des Zentrums für Europäische Wirtschaftsforschung (ZEW) zeigt, wie die Patentgesetzgebung mit Ausnahmeregelungen für Forschungszwecke ein ausgewogenes Verhältnis zur Förderung des technologischen Fortschritts finden kann, zur Diffusion neu gewonnener Erkenntnisse beiträgt, gleichzeitig jedoch genügend Anreize für Investitionen in die Generierung neuer Erkenntnisse verbleiben. Zur Untersuchung dieser Fragestellungen modellieren die Wissenschaftler zunächst unterschiedlich stark ausgeprägte Versionen einer Ausnahmeregelung für Forschungszwecke innerhalb eines kumulativ verlaufenden Innovationsprozesses. In einem zweiten Schritt werden die theoretisch abgeleiteten Aussagen anhand empirischer Daten aus einer Online-Umfrage, die in Deutschland und Australien durchgeführt wurde, untermauert. Die Ergebnisse zeigen, dass die Wirkung von Patentausnahmen wesentlich von derem genauen Zuschnitt abhängt und es daher keinen generellen Aussagen zur Innovations- und Diffusionswirkung von Forschungsausnahmen geben kann

    Innovation and the determinants of firm survival

    While many firms compete through the development of new technologies and products, it is well known that new-to-the-world innovation is inherently risky and therefore may increase the probability of firm death. However, many existing studies consistently find a negative association between innovative activity and firm death. We argue that this may occur because authors fail to distinguish between innovation investments and innovation capital. Using an unbalanced panel of over 290,000 Australian companies, we estimate a piecewise-constant exponential hazard rate model to examine the relationship between innovation and survival and find that current innovation investments increase the probability of death while innovation capital lowers it

    Target Salt 2025: A Global Overview of National Programs to Encourage the Food Industry to Reduce Salt in Foods

    Reducing population salt intake has been identified as a priority intervention to reduce non-communicable diseases. Member States of the World Health Organization have agreed to a global target of a 30% reduction in salt intake by 2025. In countries where most salt consumed is from processed foods, programs to engage the food industry to reduce salt in products are being developed. This paper provides a comprehensive overview of national initiatives to encourage the food industry to reduce salt. A systematic review of the literature was supplemented by key informant questionnaires to inform categorization of the initiatives. Fifty nine food industry salt reduction programs were identified. Thirty eight countries had targets for salt levels in foods and nine countries had introduced legislation for some products. South Africa and Argentina have both introduced legislation limiting salt levels across a broad range of foods. Seventeen countries reported reductions in salt levels in foods—the majority in bread. While these trends represent progress, many countries have yet to initiate work in this area, others are at early stages of implementation and further monitoring is required to assess progress towards achieving the global target

    The Men’s Safer Sex Trial: a feasibility randomised controlled trial of an interactive digital intervention to increase condom use in men

    OBJECTIVE: We aimed to determine the feasibility of an online randomised controlled trial (RCT) of the Men’s Safer Sex website, measuring condom use and sexually transmitted infection (STI). METHODS: For this study 159 men aged ≥16 with female sexual partners and recent condomless sex or suspected STI were recruited from three UK sexual health clinics. Participants were randomised to the intervention website plus usual clinic care (n = 84), or usual clinic care only (n = 75). Online outcome data were solicited at 3, 6, and 12 months. RESULTS: Men were enrolled via tablet computers in clinic waiting rooms. Software errors and clinic Wi-Fi access presented significant challenges, and online questionnaire response rates were poor (36% at 3 months with a £10 voucher; 50% at 12 months with £30). Clinical records (for STI diagnoses) were located for 94% of participants. Some 37% of the intervention group did not see the intervention website (n = 31/84), and (as expected) there was no detectable difference in condomless sex with female partners (IRR = 1.01, 95% CI 0.52 to 1.96). New acute STI diagnoses were recorded for 8.8% (7/80) of the intervention group, and 13.0% (9/69) of the control group over 12 months (IRR = 0.75, 95% CI 0.29 to 1.90). CONCLUSIONS: It is likely to be feasible to conduct a future large-scale RCT to assess the impact of an online intervention using clinic STI diagnoses as a primary outcome. However, practical and technical challenges need to be addressed before the potential of digital media interventions can be realised in sexual health settings
