    From a fossil-fuel to a biobased economy : the politics of industrial biotechnology

    Industrial biotechnology involves the replacement of petrochemical processes and inputs with more energy-efficient and renewable biological ones. It is already being used in the production of biofuels and bioplastics and has been touted as a means by which modern economies can be shifted toward a more competitive, low-carbon growth model. This paper does two things. First, it outlines the policy framework established in the European Union and the narrative of a knowledge-based bioeconomy (KBBE) underpinning this. Second, it argues that the ‘win – win’ rhetoric contained within the KBBE narrative is misleading. Among the different groups commenting on the use of industrial biotechnology, the paper locates cleavages between farmers and agribusiness, between those convinced and those sceptical of environmental technofixes, and between procorporate and anticorporate NGOs. Taken together, they show the purported transition from a fossil-fuel to a bio-based economy to be a resolutely political one

    Supporting the UN's Sustainable Development Goals: reconceptualising a 'sustainable development assessment tool' for the health and care system in England

    Aims: As one of the biggest organisations in the world, the NHS in England can contribute considerably to the United Nations’ Global Sustainable Development Goals (SDGs). In order to optimise this, this study evaluated and reconceptualised a sustainable development assessment tool for health and care settings in England. Methods: A quantitative survey and user/expert discussion panels were conducted to evaluate and reconceptualise the existing sustainable development assessment tool used by the NHS in England, the so-called ‘Good Corporate Citizenship Assessment Tool’, between 2007 and 2016 including potential improvements such as the integration of the UN SDGs. Results: A reconceptualised self-assessment tool integrating the UN’s SDGs was developed and implemented online as the ‘Sustainable Development Assessment Tool (SDAT)’. Further improvements included a process orientated redesign and the creation of new modules and cross-sections aligning them with the leads responsible for the implementation of key initiatives in NHS organisations, which would contribute to achieving the targets of the SDGs. Conclusions: User/expert involvement has enabled an informed approach to a reconceptualisation of a sustainable assessment tool for health and care settings. The tool will support organisations to build their mandatory Sustainable Development Management Plans, as part of the national Public Health Outcomes Framework. Alignment of the tool to the UN Sustainable Development Goals provides an opportunity for health and care organisations to demonstrate accountability and progress against the UN’s set of transformational goals. Furthermore, the tool could be adapted to other public service providers

    Embedding the concept of ecosystems services:The utilisation of ecological knowledge in different policy venues

    The concept of ecosystem services is increasingly being promoted by academics and policy makers as a means to protect ecological systems through more informed decision making. A basic premise of this approach is that strengthening the ecological knowledge base will significantly enhance ecosystem health through more sensitive decision making. However, the existing literature on knowledge utilisation, and many previous attempts to improve decision making through better knowledge integration, suggest that producing ‘more knowledge’ is only ever a necessary but insufficient condition for greater policy success. We begin this paper by reviewing what is already known about the relationship between ecological knowledge development and utilisation, before introducing a set of theme issue papers that examine—for the very first time—how this politically and scientifically salient relationship plays out across a number of vital policy venues such as land-use planning, policy-level impact assessment, and cost–benefit analysis. Following a detailed synthesis of the key findings of all the papers, this paper identifies and explores new research and policy challenges in this important and dynamic area of environmental governance

    Sustainable travel behaviour and the widespread impacts on the local economy

    Statistics show that unsustainable travel behaviour and global greenhouse gas emissions are growing and due to the perceived indispensable nature of personal travel, shifts to more sustainable modes remain a challenge. Automobility supports sustained local economic growth but also raises issues around safety, health, road fatalities, traffic and congestion, and detrimental environmental impacts. This article addresses the issue of sustainable mobility by investigating how to increase sustainable travel choices and, where this is not possible, ensure existing travel choices and patterns are as environmentally friendly as possible. Existing soft initiatives aimed at increasing sustainable travel behaviour fail to fully acknowledge that travel decisions are made at the individual level and that tailored strategies would be more effective at targeting distinct behavioural patterns. Influencing changes in travel behaviour at the local level demonstrates significant potential where individual behaviour can be influenced if appropriate support at the system level is in place and complies with the needs of individuals. This article demonstrates that, in doing so, this will simultaneously address other areas, such as accessibility, employability, health and sustainable growth, crucial to the establishment and survival of automobility by both supporting local economic growth and achieving reductions in carbon emissions

    Criminal redress in cases of environmental victimisation: a defence

    In recent years growing concern has been voiced in the environmental justice literature regarding the ability of criminal justice mechanisms to adequately address environmental harms, especially when such harms are perpetrated by large corporations. Commentators argue that criminal justice processes are often ill-suited to the particular features of environmental cases, where the chain of causation between wrongful actions/omissions and environmentally harmful consequence can be very complex and extend over the course of many years. As an alternative, many such commentators now favour the adoption of more administrative resolutions when corporate bodies breach their environmental obligations (which may or may not amount to ‘crimes’). Others favour the use of civil sanction regimes, which is now the preferred approach of the UK Environment Agency. In this paper I will argue that the debate on how best to respond to environmental harm has so far neglected to factor in the perspective of the victims of those harms and, in particular, their need for redress. I will argue that by incorporating such a perspective, as opposed to focusing largely on questions of efficiency and cost-effectiveness, the criminal justice route still has much to recommended it, especially in relation to the provision of meaningful redress and/or compensation to the victims of environmental harm. Consequently, this paper will provide a victimological defence of the criminal justice process, and of criminal penalties, in their application to cases of environmental harms

    Environmental harm and environmental victims: scoping out a ‘green victimology'

    In this paper I intend to discuss the adaptability of victimological study to the question of ‘environmental victimisation’. The impact on those affected by environment crime, or other environmentally damaging activities, is one that has received scarce attention in the mainstream victimological literature (see Williams, 1996). The role or position of such victims in criminal justice and/or other processes has likewise rarely been topic of academic debate. I have recently expanded upon various aspects of this subject and surrounding issues at greater length (Hall, 2013) but for the purposes of this article I wish to expand specifically on what a so-called ‘green victimology’ might look like, together with some of the particular questions and challenges it will face

    City dweller aspirations for cities of the future: How do environmental and personal wellbeing feature?

    This paper explores city dweller aspirations for cities of the future in the context of global commitments to radically reduce carbon emissions by 2050; cities contribute the vast majority of these emissions and a growing bulk of theworld's population lives in cities. The particular challenge of creating a carbon reduced future in democratic countries is that the measures proposed must be acceptable to the electorate. Such acceptability is fostered if carbon reduced ways of living are also felt to bewellbeing maximising. Thus the objective of the paper is to explore what kinds of cities people aspire to live in, to ascertain whether these aspirations align with or undermine carbon reduced ways of living, as well as personal wellbeing. Using a novel free associative technique, city aspirations are found to cluster around seven themes, encompassing physical and social aspects. Physically, people aspire to a city with a range of services and facilities, green and blue spaces, efficient transport, beauty and good design. Socially, people aspire to a sense of community and a safe environment. An exploration of these themes reveals that only a minority of the participants' aspirations for cities relate to lowering carbon or environmental wellbeing. Far more consensual is emphasis on, and a particular vision of, aspirations that will bring personal wellbeing. Furthermore, city dweller aspirations align with evidence concerning factors that maximise personal wellbeing but, far less, with those that produce lowcarbonways of living. In order to shape a lower carbon future that city dwellers accept the potential convergence between environmental and personal wellbeing will need to be capitalised on: primarily aversion to pollution and enjoyment of communal green space

    The challenges of long-term invasive mammal management: lessons from the UK

    We consider the motivations, strategies, and costs involved in invasive mammal management undertaken in the UK. Widespread established invasive mammals require long‐term management to limit damage or spread, but ongoing management is costly and complex. Long‐term management is most effective where it is applied at a landscape scale, but this requires overarching co‐ordination between multiple stakeholders. Five challenges for successful long‐term management of invasive mammal species are identified as follows: defining landscape‐scale strategies, management co‐ordination, stakeholder and community engagement, sustainable funding, and evidence requirements. We make recommendations on the supportive infrastructure needed for effective landscape‐scale management of invasive mammals to fulfil long‐term conservation aims, as follows. 1. There is a need for evidence‐based Invasive Species Action Plans to provide strategy for the long‐term ongoing management of prioritised species at appropriate scales. 2. Where possible, multispecies approaches to invasive species management should be adopted. 3. Trusted leadership should be identified to take ownership of Action Plans and provide an overarching co‐ordination to bring individuals, organisations, and funders together. 4. Support for a centralised hub for training, data, and knowledge flows will greatly improve scientific outcomes through a searchable evidence base, and via best practice and knowledge sharing
