Management Studies: Roosevelt City Fire Department and Vehicle Maintenance Division, Roosevelt, Utah
The recent and rapid development of energy producing natural resources experienced in Utah, Colorado and Wyoming has created major growth problems for roosevelt City as well as all other political subdivisions located within the region. Emphasis on efficient management of public programs has been one of several methods utilized by Roosevelt City to meet the growing demand for municipal services. This is necessary as some services such as fire protection, are managed jointly with other municipalities. Then too, with inflation driving up operating costs, it is essential to carefully control expenditures of all public programs. The management studies conducted on the Roosevelt City Fire Department and Equipment Maintenance Division were designed to identify areas which would benefit form improved management practices and, further, to suggest alternatives for accomplishing these objectives. Results of the studies are as follows:
1. Roosevelt City would benefit significantly from a more equitable distribution of fire department expenditures.
2. Provisions of the joint fire department agreement allows for annual adjustments of departmental costs among the three municipalities. To do this, however, a reporting system is needed to more accurately monitor annual expenditures.
3.Greater inventory control and reporting of equipment maintenance costs to the city administrator is needed by the equipment maintenance department. A program to accomplish this is provided.
4. With more comprehensive vehicle record and reporting system, better budgetary planning and control is possible, and as a result, more efficient use of city revenues can be achieved
The Heat Is On! Perspectives and Practices Regarding Extreme Heat Risk
Remembering negative experiences with extreme heat may promote future protective actions and provide insight to improve heat risk awareness and communication practices. This two-part thesis found 1) that experiencing heat-related health symptoms predicted what Americans would do to protect themselves and others during subsequent heat waves; and 2) that Utah professionals regard heat-related experience as an important factor in how they responded to extreme heat events.
In the first study, a US national survey showed that personal experience with heat-related health symptoms was related to the tendency to say that one engaged in different protective behaviors, while other factors like risk perception and temperature were less related to self-reported behaviors. Sociodemographic factors such as age, race, and gender were related to Americans’ reported efforts to check on other people during a heat wave—with African-Americans, women, and older adults being more likely to do so— but did not have much relationship with how people personally protect themselves.
The second study found that heat experience was an important factor in how public officials and media broadcasters manage extreme heat situations. Interviews of professionals in Utah revealed that experience with heat impacts influenced public forecasters, practitioners, and media members alike in their heat risk decisions and messaging practices even though official heat risk communication products in Utah were somewhat unfamiliar. This study also found that public forecasters recently changed how they measure extreme heat to better communicate the dangers of dry heat in the Intermountain West. This change will likely cause more official heat alerts to be issued in this region
An L Band Spectrum of the Coldest Brown Dwarf
The coldest brown dwarf, WISE 0855, is the closest known planetary-mass,
free-floating object and has a temperature nearly as cold as the solar system
gas giants. Like Jupiter, it is predicted to have an atmosphere rich in
methane, water, and ammonia, with clouds of volatile ices. WISE 0855 is faint
at near-infrared wavelengths and emits almost all its energy in the
mid-infrared. Skemer et al. 2016 presented a spectrum of WISE 0855 from 4.5-5.1
micron (M band), revealing water vapor features. Here, we present a spectrum of
WISE 0855 in L band, from 3.4-4.14 micron. We present a set of atmosphere
models that include a range of compositions (metallicities and C/O ratios) and
water ice clouds. Methane absorption is clearly present in the spectrum. The
mid-infrared color can be better matched with a methane abundance that is
depleted relative to solar abundance. We find that there is evidence for water
ice clouds in the M band spectrum, and we find a lack of phosphine spectral
features in both the L and M band spectra. We suggest that a deep continuum
opacity source may be obscuring the near-infrared flux, possibly a deep
phosphorous-bearing cloud, ammonium dihyrogen phosphate. Observations of WISE
0855 provide critical constraints for cold planetary atmospheres, bridging the
temperature range between the long-studied solar system planets and accessible
exoplanets. JWST will soon revolutionize our understanding of cold brown dwarfs
with high-precision spectroscopy across the infrared, allowing us to study
their compositions and cloud properties, and to infer their atmospheric

Employment dispute resolution in Great Britain: the case for change - an international perspective
This paper investigates the advantages and effectiveness of applying alternative dispute resolution systems (ADR) as part of the thinking and dynamics associated with the current review of employment dispute resolution in Great Britain. The paper draws on knowledge and information obtained from an international study of ADR methods in various countries including Japan, New Zealand, USA and Cambodia. The paper seeks to demonstrate that there is a compelling body evidence to justify a degree of prescription in the use of ADR methods in dealing with employment disputes and both organisational and legislative level in Great Britain
Prescription and Other Medication Use in Pregnancy
OBJECTIVE:
To characterize prescription and other medication use in a geographically and ethnically diverse cohort of women in their first pregnancy.
METHODS:
In a prospective, longitudinal cohort study of nulliparous women followed through pregnancy from the first trimester, medication use was chronicled longitudinally throughout pregnancy. Structured questions and aids were used to capture all medications taken as well as reasons they were taken. Total counts of all medications taken including number in each category and class were captured. Additionally, reasons the medications were taken were recorded. Trends in medications taken across pregnancy and in the first trimester were determined.
RESULTS:
Of the 9,546 study participants, 9,272 (97.1%) women took at least one medication during pregnancy with 9,139 (95.7%) taking a medication in the first trimester. Polypharmacy, defined as taking at least five medications, occurred in 2,915 (30.5%) women. Excluding vitamins, supplements, and vaccines, 73.4% of women took a medication during pregnancy with 55.1% taking one in the first trimester. The categories of drugs taken in pregnancy and in the first trimester include the following: gastrointestinal or antiemetic agents (34.3%, 19.5%), antibiotics (25.5%, 12.6%), and analgesics (23.7%, 15.6%, which includes 3.6%; 1.4% taking an opioid pain medication).
CONCLUSION:
In this geographically and ethnically diverse cohort of nulliparous pregnant women, medication use was nearly universal and polypharmacy was common
Culvert Roughness Elements for Native Utah Fish Passage: Phase I
Culverts can increase stream velocities as a result of reduced waterway areas and prevent upstream passage of small non-salmonid fish such as the Native Utah Leatherside chub (Gila copei) and Longnose dace (Rhinichthyscataractae). To mitigate this problem, current culvert design standards for fish passage match sustained fish swim speeds with average cross sectional velocity through the culvert. Such policies dictate relatively large barrels and do not recognize the role of reduced velocity zones near culvert boundaries. Obstacles and streambed substrate create turbulent regions with lower velocity zones that can increase upstream fish passage. A comparison of upstream passage success using native Utah fish in an experimental flume was conducted with three different conditions: (1) a smooth boundary, (2) a smooth boundary with strategically placed cylinders, and (3) a boundary consisting of natural substrate. The refuge provided by the cylinders and substrate allowed fish to expend less energy as they swam upstream. Energy expenditure was compared between the conditions by mapping the velocity field near the boundary and tracing fish swim paths. Substrate provided sufficient refuge for the fish to behave in a manner similar to their behavior in a natural environment and with significantly reduced energy expenditure. Cylinders provided limited refuge that allowed fish to rest periodically as they navigated the flume. The smooth boundary case required the highest energy expenditure as there was no refuge provided. Fish swimming capabilities in the form of prolonged and burst velocities have been recorded for most species. Streamwise velocity near the boundary can be compared to the prolonged and burst swim speeds to predict passage rates. Further field testing is necessary to fully substantiate the effectiveness of utilizing reduced velocity zones in non-salmonid fish passage prediction. If such a design approach can be used instead of using the conservative but overly simplistic average velocity to evaluate the retrofit of existing culverts and to design new culverts it will help minimize costs and result in fewer culvert replacements and smaller and simpler new designs. Other implications such as downstream effects on stream bed stability and scour remain an issue
Racial or Ethnic and Socioeconomic Inequalities in Adherence to National Dietary Guidance in a Large Cohort of US Pregnant Women
BACKGROUND:
The significance of periconceptional nutrition for optimizing offspring and maternal health and reducing social inequalities warrants greater understanding of diet quality among US women.
OBJECTIVE:
Our objective was to evaluate racial or ethnic and education inequalities in periconceptional diet quality and sources of energy and micronutrients.
DESIGN:
Cross-sectional analysis of data from the Nulliparous Pregnancy Outcomes Study: Monitoring Mothers-to-Be cohort.
PARTICIPANTS AND SETTING:
Nulliparous women (N=7,511) were enrolled across eight US medical centers from 2010 to 2013.
MAIN OUTCOME MEASURES:
A semiquantitative food frequency questionnaire assessing usual dietary intake during the 3 months around conception was self-administered during the first trimester. Diet quality, measured using the Healthy Eating Index-2010 (HEI-2010), and sources of energy and micronutrients were the outcomes.
STATISTICAL ANALYSES:
Differences in diet quality were tested across maternal racial or ethnic and education groups using F tests associated with analysis of variance and χ2 tests.
RESULTS:
HEI-2010 score increased with higher education, but the increase among non-Hispanic black women was smaller than among non-Hispanic whites and Hispanics (interaction P value <0.0001). For all groups, average scores for HEI-2010 components were below recommendations. Top sources of energy were sugar-sweetened beverages, pasta dishes, and grain desserts, but sources varied by race or ethnicity and education. Approximately 34% of energy consumed was from empty calories (the sum of energy from added sugars, solid fats, and alcohol beyond moderate levels). The primary sources of iron, folate, and vitamin C were juices and enriched breads.
CONCLUSIONS:
Diet quality is suboptimal around conception, particularly among women who are non-Hispanic black, Hispanic, or who had less than a college degree. Diet quality could be improved by substituting intakes of refined grains and foods empty in calories with vegetables, peas and beans (legumes), seafood, and whole grains
Role of early second-trimester uterine artery Doppler screening to predict small-for-gestational-age babies in nulliparous women
Background
Trophoblastic invasion of the uterine spiral arteries substantially increases compliance to accommodate increased blood flow to the placenta. Failure of this process impedes uterine artery blood flow, and this may be detected by uterine artery Doppler flow studies. However, the clinical utility of uterine artery Doppler flow studies in the prediction of adverse pregnancy outcomes in a general population remains largely unknown.
Objective
We sought to determine the utility of early second-trimester uterine artery Doppler studies as a predictor of small-for-gestational-age neonates.
Study Design
Nulliparous women with a viable singleton pregnancy were recruited during their first trimester into an observational prospective cohort study at 8 institutions across the United States. Participants were seen at 3 study visits during pregnancy and again at delivery. Three indices of uterine artery Doppler flow (resistance index, pulsatility index, and diastolic notching) were measured in the right and left uterine arteries between 16 weeks 0 days’ and 22 weeks 6 days’ gestation. Test characteristics for varying thresholds in the prediction of small for gestational age (defined as birthweight <5th percentile for gestational age [Alexander growth curve]) were evaluated.
Results
Uterine artery Doppler indices, birthweight, and gestational age at birth were available for 8024 women. Birthweight <5th percentile for gestational age occurred in 358 (4.5%) births. Typical thresholds for the uterine artery Doppler indices were all associated with birthweight <5th percentile for gestational age (P < .0001 for each), but the positive predictive values for these cutoffs were all <15% and areas under receiver operating characteristic curves ranged from 0.50-0.60. Across the continuous scales for these measures, the areas under receiver operating characteristic curves ranged from 0.56-0.62. Incorporating maternal age, early pregnancy body mass index, race/ethnicity, smoking status prior to pregnancy, chronic hypertension, and pregestational diabetes in the prediction model resulted in only modest improvements in the areas under receiver operating characteristic curves ranging from 0.63-0.66.
Conclusion
In this large prospective cohort, early second-trimester uterine artery Doppler studies were not a clinically useful test for predicting small-for-gestational-age babies
WIRE Instrument Description: Focal Planes, Optics, Electronics
An elegantly simple cryogenic instrument has been proposed to measure far infrared radiation from starburst galaxies. The experiment—known as WIRE—employs a Cassegrain telescope with diamond-turned mirrors to provide a light-weight optical system for photon collection. A dichroic beamsplitter and filter separate the light into two broad, well-defined bands of interest. Two 128- x 128-pixel arsenic-doped silicon focal plane arrays spatially sample the incoming photons. These arrays feature exceptionally low dark current and low read noise, which allows the coaddition of thousands of images. The entire optical section and focal plane arrays are cooled to 12 Kelvin and 7.5 Kelvin, respectively, by a two-stage, solid-hydrogen cryostat. An uncomplicated electronics package provides some on-board coaddition of images, accepts the simple commands required by the WIRE instrument, and interfaces the data signals to the SMEX spacecraft for telemetry to the ground
A description of the methods of the Nulliparous Pregnancy Outcomes Study: monitoring mothers-to-be (nuMoM2b)
OBJECTIVE: The primary aim of the "Nulliparous Pregnancy Outcomes Study: monitoring mothers-to-be" is to determine maternal characteristics, which include genetic, physiologic response to pregnancy, and environmental factors that predict adverse pregnancy outcomes.
STUDY DESIGN: Nulliparous women in the first trimester of pregnancy were recruited into an observational cohort study. Participants were seen at 3 study visits during pregnancy and again at delivery. We collected data from in-clinic interviews, take-home surveys, clinical measurements, ultrasound studies, and chart abstractions. Maternal biospecimens (serum, plasma, urine, cervicovaginal fluid) at antepartum study visits and delivery specimens (placenta, umbilical cord, cord blood) were collected, processed, and stored. The primary outcome of the study was defined as pregnancy ending at <37+0 weeks' gestation. Key study hypotheses involve adverse pregnancy outcomes of spontaneous preterm birth, preeclampsia, and fetal growth restriction.
RESULTS: We recruited 10,037 women to the study. Basic characteristics of the cohort at screening are reported.
CONCLUSION: The "Nulliparous Pregnancy Outcomes Study: monitoring mothers-to-be" cohort study methods and procedures can help investigators when they plan future projects
