"Employment Guarantee Programs: A Survey of Theories and Policy Experiences"
This working paper provides a survey of the theoretical underpinnings for the various employment guarantee schemes, and discusses full employment policy experiences in the United States, Sweden, India, Argentina, and France. The theoretical and policy developments are delineated in a historical context. The paper concludes by identifying some questions that still need to be addressed in the context of the global political economy.
GAN Augmented Text Anomaly Detection with Sequences of Deep Statistics
Anomaly detection is the process of finding data points that deviate from a
baseline. In a real-life setting, anomalies are usually unknown or extremely
rare. Moreover, the detection must be accomplished in a timely manner or the
risk of corrupting the system might grow exponentially. In this work, we
propose a two level framework for detecting anomalies in sequences of discrete
elements. First, we assess whether we can obtain enough information from the
statistics collected from the discriminator's layers to discriminate between
out of distribution and in distribution samples. We then build an unsupervised
anomaly detection module based on these statistics. As to augment the data and
keep track of classes of known data, we lean toward a semi-supervised
adversarial learning applied to discrete elements.Comment: 5 pages, 53rd Annual Conference on Information Sciences and Systems,

The equivalent medium for the elastic scattering by many small rigid bodies and applications
We deal with the elastic scattering by a large number of rigid bodies,
, of arbitrary shapes with and with constant Lam\'e coefficients
and .
We show that, when these rigid bodies are distributed arbitrarily (not
necessarily periodically) in a bounded region of where
their number is
and
the minimum distance between them is with in some appropriate range, as
, the generated far-field patterns
approximate the far-field patterns generated by an equivalent medium given by
where is the density of the
background medium (with as the unit matrix) and is
the shifting (and possibly variable) coefficient.
This shifting coefficient is described by the two coefficients and
(which have supports in ) modeling the local
distribution of the small bodies and their geometries, respectively.
In particular, if the distributed bodies have a uniform spherical shape then
the equivalent medium is isotropic while for general shapes it might be
anisotropic (i.e. might be a matrix).
In addition, if the background density is variable in and
in , then if we remove from
appropriately distributed small bodies then the equivalent medium will
be equal to in , i.e. the obstacle
characterized by is approximately cloaked at the given and fixed
frequency .Comment: 27pages, 2 figure

Transparent authentication methodology in electronic education
In the context of on-line assessment in e-learning, a problem arises when a student taking an exam may wish to cheat by handing over personal credentials to someone else to take their place in an exam, Another problem is that there is no method for signing digital content as it is being produced in a computerized environment. Our proposed solution is to digitally sign the participant’s work by embedding voice samples in the transcript paper at regular intervals. In this investigation, we have demonstrated that a transparent stenographic methodology will provide an innovative and practical solution for achieving continuous authentication in an online educational environment by successful insertion and extraction of audio digital signatures
ELR-led economic development: a plan for Tunisia
This paper establishes the financial feasibility of an employer-of-last-resort (ELR) program in a small developing country like Tunisia. It argues that an ELR-led economic development policy is vastly superior to the traditional import substitution industrialization (ISI), export-led, and FDI-led development models, all of which Tunisia has adopted without much success in reducing unemployment. Despite outperforming its peers in terms of macroeconomic stability, Tunisia's official unemployment rate still hovers around 15 percent, with two-thirds of first-time job seekers having university degrees. The paper demonstrates that a well-targeted ELR program can be gradually introduced over a six-year period to remedy this problem by reclaiming sovereignty over the country's domestic monetary and fiscal policies under a floating exchange rate regime. The estimated ELR net wage bill would be around 2.7 percent of GDP; however, spending by ELR workers would offset program costs, and the net effect on GDP would be an increase of about 3.6 percent. The paper concludes by proposing a set of complementary policy reforms that must accompany an ELR program to ensure long-term growth sustainability along with full employment and price stability
DEMOCRACY AND CITIZENSHIP IN NORTH AFRICA AFTER THE ARAB AWAKENING: CHALLENGES FOR EU AND US FOREIGN POLICY (EUSPRING). Arab Citizenship Review No. 5, May 2014. TUNISIA. The New Tunisian Constitution and Citizenship Rights
This series of policy briefs provides a regular update of debates concerning key rights issues in three Arab states, Morocco, Egypt and Tunisia. In a first round of briefs on the three countries, we provide background on these debates since the beginning of the Arab spring
