Book review: the limits of neoliberalism: authority, sovereignty and the logic of competition

Central to the book is the problem of ‘critical capacities’ of neoliberalism. The author asks: What is the relation between economic rationality and political authority? On what grounds does a neoliberal state legitimate its authority, given that neoliberal critique erodes substantive political basis for justification? Taras Fedirko finds this book offers poignant analysis, but is less clear as for why neoliberal thinking has managed to win its ground in the first place

Розкрито еволюцію науково-технічної політики в зарубіжних країнах. Обґрунтовано тенденцію до орієнтації інноваційних політик на формування національних інноваційних систем. Досліджено сутність та компоненти національної інноваційної системи. Проаналізовано тенденції науково-технічної кооперації. Розкрито комплекс наднаціональних інструментів регулювання інноваційної діяльності в ЄС (рамкові програми, ініціатива Європейського дослідного простору).The article offers a systematic review of tools and mechanisms utilised by developed countries (United States, Japan, EU) to pursue their innovation policies, and classifies methods which support innovation and ways that help to strengthen the innovation capacity. It describes the evolution of research and development (R&D) policy in other countries. The article examines arguments in support of a trend in the innovation policy which promotes the development of national innovation systems. It reviews the substance and components of the national innovation system. It also explores the trends of R&D cooperation. The article outlines the variety of domestic tools which regulate innovation in EU countries (framework programs, the European Research Area Initiative)

Права трудящихся-мигрантов на защиту и помощь: европейская практика и Украина

Досліджується правове становище трудящих-мігрантів в Україні, здійснюється компаративний аналіз вітчизняної та європейської практики захисту прав трудящих-мігрантів, обґрунтовуються необхідні управлінські заходи для виконання міжнародних європейських зобов’язань щодо забезпечення прав трудящих-мігрантів.The legal status of migrant workers in Ukraine has been studied, comparative analysis of national and European experience of migrant workers’ rights protection has been carried out and also administrative measures necessary for meeting the international and European commitments to ensure the migrant workers’ rights have been justified. The article aims to justify the measures necessary to ensure that the rights of migrant workers and their families to protection and assistance in Ukraine are secured in accordance with international European legal acts. Scientific novelty of the paper corresponds to the study of compliance of legal status of migrant workers and its practical implementation in Ukraine to the requirements applied to the Council of Europe Member States. The practical significance of the article is to establish the possibility of ratification by Ukraine of Article 19 of the European Social Charter (revised) «The right of migrant workers and their families to protection and assistance». The study revealed that the legal status of migrant workers in Ukraine corresponded with national regime, but upholding their right to employment, access to housing, social assistance and social services was not provided in full. In the view of periodic Ukrainian government action to ensure the integration of immigrants into society, as well as the fact that in 2007 it joined the European Convention on the Legal Status of Migrant Workers, it is necessary to continue to develop and take measures on ratification of Article 19 of the European Social Charter (revised).Исследуется правовой статус трудящихся-мигрантов в Украине, проводится компаративный анализ отечественной и европейской практики защиты прав трудящихся-мигрантов, обосновываются необходимые управленческие меры для выполнения международных обязательств касательно обеспечения прав трудящихся-мигрантов

Spontaneous Magnetisation in a Quantum Wire

An existence of predominant symmetrical spin configuration (spin polarised phase) and "diluted" density of states (pseudo-gap) in a layer under the Fermi level in a quantum wire is predicted. The condition of cross-over from non-polarised phase to polarised one was derived. The transition occurs for sufficiently low electron density in a wire and is accompanied by an acute decrease of electron density of states near the Fermi level.It may result in a corresponding decrease of conductance. A similar effect may exist in a two-dimensional electron gas.Comment: 8 pages, 1 figur

Beyond government? Policy and practice in the UK Extractive Industries Transparency Initiative

This dissertation is a critical exploration of the changing social world of policy-making in the British central government. It examines new forms of governance that engage international corporations and non-governmental organisations into the making of state policy in the UK. It focuses on a case of one transnationally mobile blueprint for a collaborative anti-corruption policy. Implemented in the Whitehall, this policy, called the Extractive Industries Transparency Initiative (EITI), has had profound effects on how government officials exercise their authority. I describe the EITI as a densely scripted model for policy, organised around an infrastructure of official collective forms, which structurally gear its implementation to consensual deliberation. I suggest that this formal set-up makes necessary constant social work of negotiating difference and maintaining relationships. This leads me to argue that the institutions of the UK EITI not only provide a social and political forum for the negotiation of disclosure rules, but set in motion complex social and political dynamics, and engender epistemic and ethical dilemmas, that simultaneously contributed to, and undermined, policy-making. My dissertation sheds new light on the increasingly networked, transnational character of ‘domestic’ policy-making. It analyses the political, social and affective dimensions of collaborative policy-making, and explains how ethical and epistemic dilemmas that arise from collaboration of civil servants and their ‘stakeholders’, affect the policy. Opening up the ‘black box’ of the UK EITI in order to recuperate its sociality and understand the agency of official abstractions enabling it, this thesis explores how British civil servants and their expert stakeholders, navigate the terrain of statecraft transformed by their collaboration. Collaboration, I contend, transforms policy-making because it brings into play social interests, relations, and practices, which are rarely associated with state bureaucracies. At the same time, the ways in which this collaboration is formally organised, restrict the government’s control over the policy that it makes. Liberalism in fragments : oligarchy and the liberal subject in Ukrainian news journalism

Funding: British Academy (GrantNumber(s): PF20\100094), H2020 European Research Council (GrantNumber(s): 683033).This article explores the place of liberal subjectivity in the professional culture of Ukrainian journalists to analyse a more general process by which liberal ideas are transferred from contexts of hegemonic liberalism at the core of the global capitalist system, to its postsocialist margins. I outline how certain Anglo- American ideals of good journalistic practice, which encode traits of liberal subjectivity, are borrowed and elaborated by a Western-funded movement for an anti-oligarchic liberal reform of Ukrainian journalism; and examine how these ideals are taken up within oligarch-controlled media, a context that the reformers see as inimical to liberalism. Through an ethnographic portrait of an editor- censor at a major oligarch-owned TV channel in Ukraine, I analyse how she reworks these professional ideals in ways that simultaneously uphold oligarchic patronage, and extend the reach of liberalism in Ukraine. This reveals how in the contradictory force field of global capitalism, both the reformers and those whom they seek to reform, are part of the same actually-existing liberalism. I propose that to better understand cases like this, we need to learn to see liberalism in fragments: as always partial and incomplete, and as constituted by multiple elements.Publisher PDFPeer reviewe
