Milnor-Witt Cycle Modules
We generalize Rost's theory of cycle modules using Milnor-Witt K-theory
instead of the classical Milnor K-theory. We obtain a (quadratic) setting to
study general cycle complexes and their (co)homology groups. The usual
constructions are developed: proper pushfoward, (essentially) smooth pullback,
long exact sequences, (coniveau) spectral sequences and products, as well as
the homotopy invariance property; in addition, Gysin morphisms for lci maps are

Search for supersymmetry in the multijet and missing transverse momentum final state: an analysis performed on 2.3 fb of 13 TeV pp collision data collected with the CMS detector
We present results from a generic search for strongly produced supersymmetric
particles in pp collisions in the multijet + missing transverse momentum final
state. The data sample corresponds to 2.3 fb recorded by the CMS
experiment at TeV. This search is motivated by supersymmetry
(SUSY) models that avoid fine-tuning of the higgs mass. In such models, certain
strongly produced SUSY particles, including the gluino and top squark, are
predicted to have masses on the order of a TeV. These particles also have some
of the highest production cross sections in SUSY and give rise to final states
with distinct, high jet multiplicity event signatures. To make the analysis
sensitive to a wide range of such final states, events are classified by the
number of jets, the scalar sum of the transverse momenta of the jets, the
vector sum of the transverse momenta of the jets, and the number of b-tagged
jets. No significant excess is observed beyond the standard model (SM)
expectation. The results are interpreted as limits on simplified SUSY models.
In these models, gluino masses as high as 1600 GeV are excluded at 95\% CL for
scenarios with low mass, exceeding the most stringent
limits set in by CMS at TeV by more than 200 GeV in several

The European Constitution Project from the Perspective of Constitutional Political Economy
Three topics of a European constitution are discussed. First, basic arguments from constitutional political economy that aim at restricting representatives’ potential misuse of powers in a European Union with extended competencies are summarized. Since a European demos does not yet exist, an extension of competencies of the European Parliament is not sufficient in order to legitimate political decisions at the EU level. The introduction of elements of direct democracy in the European constitution would shape the creation of such a demos and lead to a stronger control of the European legislature and executive. Second, the introduction of direct democracy in the European constitution is proposed in order to reduce the European democratic deficit. Third, the creation of a European federation requires a more transparent assignment of competencies and rules to resolve conflicts between different centers of power. LA GESTION DE CONOCIMIENTO: LA PROFESIONALIZACION DEL ROL DOCENTE EN LAS INSTITUCIONES DE EDUCACION SUPERIOR.
El trabajo pretende una reflexión a partir de considerar aspectos que hacen a la realidad de la Universidad en el mundo actual. Se consideran aspectos que van desde las tendencias en Educación Superior hasta la problemática de la profesionalización del rol docente a partir de la capacitación permanente. Se señalan los aspectos fundamentales que hacen a la relación docente- alumno a partir de los procesos de enseñanza y aprendizaje, incorporando lo que en nuestra investigación hemos denominado “pensamiento creativo” como instrumento cognitivo para la adquisición del conocimiento universitario. Finalmente se presenta una propuesta implementada en el CBC (Ciclo Básico Común) de la UBA para trabajar con los docentes, para que a su vez ellos la extiendan a sus alumnos: los Programas de Intervención

Economic Growth and Judicial Independence: Cross Country Evidence Using a New Set of Indicators
Rational politicians are interested in judicial independence (JI) in order to make their promises credible. But if politicians’ preferences deviate from the dicta of the judiciary, they also have incentives to renege on judicial independence. These two conflicting aspects are measured by two indicators: (i) de iure JI focusing on its legal foundations and (ii) a de facto JI focusing on countries’ actually experience. Whether JI affects economic growth is tested for a cross section of 57 countries. While de iure JI does not have an impact on real GDP growth per capita growth, de facto JI positively influences it.economic growth, rule of law, judicial independence
