    Linear force and moment equations for an annular smooth shaft seal perturbed both angularly and laterally

    Coefficients are derived for equations expressing the lateral force and pitching moments associated with both planar translation and angular perturbations from a nominally centered rotating shaft with respect to a stationary seal. The coefficients for the lowest order and first derivative terms emerge as being significant and are of approximately the same order of magnitude as the fundamental coefficients derived by means of Black's equations. Second derivative, shear perturbation, and entrance coefficient variation effects are adjudged to be small

    Transverse waves in a post-flare supra-arcade

    Observations of propagating transverse waves in an open magnetic field structure with the Transition Region And Coronal Explorer (TRACE) are presented. Waves associated with dark tadpole-like sunward moving structures in the post-flare supra-arcade of NOAA active region 9906 on the 21st of April 2002 are analysed. They are seen as quasi-periodic transverse displacements of the dark tadpole tails, with periods in the range of 90–220 s. Their phase speeds and displacement amplitudes decrease as they propagate sunwards. At heights of 90 and 60 Mm above the post-flare loop footpoints the phase speeds are in the ranges 200–700 km s −1 and 90–200 km s −1 respectively. Furthermore, for consecutive tadpoles the phase speeds decrease and periods increase as a function of time. The waves are interpreted as propagating fast magnetoacoustic kink waves guided by a vertical, evolving, open structure

    Line-of-sight effects on observability of kink and sausage modes in coronal structures with imaging telescopes

    Kink modes of solar coronal structures, perturbing the loop in the direction along the line-of-sight (LOS), can be observed as emission intensity disturbances propagating along the loop provided the angle between the LOS and the structure is not ninety degrees. The effect is based upon the change of the column depth of the loop (along the LOS) by the wave. The observed amplitude of the emission intensity variations can be larger than the actual amplitude of the wave by a factor of two and there is an optimal angle maximizing the observed amplitude. For other angles this effect can also attenuate the observed wave amplitude. The observed amplitude depends upon the ratio of the wave length of kink perturbations to the width of the structure and on the angle between the LOS and the axis of the structure. Sausage modes are always affected negatively from the observational point of view, as the observed amplitude is always less than the actual one. This effect should be taken into account in the interpretation of wave phenomena observed in the corona with space-borne and ground-based imaging telescopes

    National counter-terrorism (C-T) policies and challenges to human rights and civil liberties: Case study of United Kingdom

    In the UK the rise post-2005 in “home-grown” terrorism, relying to a significant extent on strikes on soft targets by “self-starters,” means that the search for effective preventive measures remains a continuing concern. Below a number of the preventive counter-terror measures adopted post-9/11, and incrementally strengthened in response to the current threat, are found to fall into three categories and represent interventions at the stages in the path toward attacks. This chapter focuses on selected examples of these preventive measures. In terms of three key stages, firstly, there is the attempt to prevent radicalization, under the “Prevent” strategy. A second strategy relies on taking certain measures to control the activities of those considered likely – on the balance of probabilities – to engage in terrorist-related activity. A third preventive strategy relies on the special terrorism offences under the Terrorism Acts 2000 and 2006, as amended, intended to allow for intervention at a very early stage in terrorist plots and in preparing or instigating terrorist acts (“precursor” offences)

    The value of implementation and the value of information: combined and uneven development

    <i>Aim</i>: In a budget-constrained health care system, the decision to invest in strategies to improve the implementation of cost-effective technologies must be made alongside decisions regarding investment in the technologies themselves and investment in further research. This article presents a single, unified framework that simultaneously addresses the problem of allocating funds between these separate but linked activities. <i>Methods</i>: The framework presents a simple 4-state world where both information and implementation can be either at the current level or "perfect". Through this framework, it is possible to determine the maximum return to further research and an upper bound on the value of adopting implementation strategies. The framework is illustrated through case studies of health care technologies selected from those previously considered by the UK National Institute for Health and Clinical Excellence (NICE). <i>Results</i>: Through the case studies, several key factors that influence the expected values of perfect information and perfect implementation are identified. These factors include the maximum acceptable cost-effectiveness ratio, the level of uncertainty surrounding the adoption decision, the expected net benefits associated with the technologies, the current level of implementation, and the size of the eligible population. <i>Conclusions</i>: Previous methods for valuing implementation strategies have not distinguished the value of efficacy research and the value of strategies to change the level of implementation. This framework demonstrates that the value of information and the value of implementation can be examined separately but simultaneously in a single framework. This can usefully inform policy decisions about investment in health care services, further research, and adopting implementation strategies that are likely to differ between technologies

    Succinct Partial Sums and Fenwick Trees

    We consider the well-studied partial sums problem in succint space where one is to maintain an array of n k-bit integers subject to updates such that partial sums queries can be efficiently answered. We present two succint versions of the Fenwick Tree - which is known for its simplicity and practicality. Our results hold in the encoding model where one is allowed to reuse the space from the input data. Our main result is the first that only requires nk + o(n) bits of space while still supporting sum/update in O(log_b n) / O(b log_b n) time where 2 <= b <= log^O(1) n. The second result shows how optimal time for sum/update can be achieved while only slightly increasing the space usage to nk + o(nk) bits. Beyond Fenwick Trees, the results are primarily based on bit-packing and sampling - making them very practical - and they also allow for simple optimal parallelization

    Effects of negative energy balance on liver gene and protein expression during the early postpartum period and its impacts on dairy cow fertility

    End of project reportNegative energy balance (NEB) is a severe metabolic affecting high yielding dairy cows early post partum with both concurrent and latent negative effects on cow fertility as well as on milk production and cow health. The seasonal nature of Irish dairy production necessitates high cow fertility and a compact spring calving pattern in order to maximise grass utilisation. Poor dairy cow reproductive performance currently costs the Irish cattle industry in excess of €400 million annually. High milk yields have been associated with lower reproductive efficiency, and it has been suggested that this effect is probably mediated through its effects on the energy balance of the cow during lactation. The modern high genetic merit dairy cow prioritises nutrient supply towards milk production in early lactation and this demand takes precedence over the provision of optimal conditions for reproduction. In this study we used the bovine Affymetrix 23,000 gene microarray, which contains the most comprehensive set of bovine genes to be assembled and provides a means of investigating the modifying influences of energy balance on liver gene expression. Cows in severe negative energy balance (SNEB) in early lactation showed altered hepatic gene expression in metabolic processes as well as a down regulation of the insulin-like growth factor (IGF) system, where insulin like growth factor-1 (IGF-1), growth hormone receptor variant 1A (GHR1A) and insulin-like growth factor binding protein-acid labile subunit (IGFBP-ALS) were down regulated compared to the cows in the moderate negative energy balance MNEB group, consistent with a five-fold reduction in systemic concentrations of IGF1 in the SNEB group.Cows in SNEB showed elevated expression of key genes involved in the inflammatory response such as interleukin-8 (IL-8). There was a down regulation of genes involved in cellular growth in SNEB cows and moreover a negative regulator of cellular proliferation (HGFIN) was up regulated in SNEB cows, which is likely to compromise adaptation and recovery from NEB. The puma method of analysis revealed that 417 genes were differentially regulated by EB (P<0.05), of these genes 190 were up-regulated while 227 were down-regulated, with 405 genes having known biological functions. From Ingenuity Pathway Analysis (IPA), lipid catabolism was found to be the process most affected by differences in EB status

    Onset and Heterogeneity of Responsiveness to FSH in Mouse Preantral Follicles in Culture

    The obligatory role of follicle-stimulating hormone (FSH) in normal development and function of ovarian antral follicles is well recognized, but its function in preantral growth is less clear. The specific objective of this study was to investigate the response, in culture, to FSH of mouse preantral follicles of increasing size, focusing particularly on growth rate and gene expression. Preantral follicles were mechanically isolated from ovaries of C57BL/6 mice, 12 to 16 days postpartum, and single follicles cultured for up to 96 hours in medium alone (n = 511) or with recombinant human FSH 10 ng/mL (n = 546). Data were grouped according to initial follicle diameter in 6 strata ranging from ,100 to .140 mm. Follicles of all sizes grew in the absence of FSH (P , 0.01, paired t test). All follicles grew at a faster rate (P , 0.0001) in the presence of 10 ng/mL FSH but larger follicles showed the greatest change in response to FSH. Even the smallest follicles expressed FSH receptor messenger RNA (mRNA). FSH-induced growth was inhibited by KT5720, an inhibitor of protein kinase A (PKA), implicating the PKA pathway in FSH-induced follicle growth. In response to FSH in vitro, FSH receptor mRNA (measured by quantitative polymerase chain reaction) was reduced (P , 0.01), as was Amh (P , 0.01), whereas expression of StAR (P , 0.0001) and the steroidogenic enzymes Cyp11a1 (P , 0.01) and Cyp19 (P , 0.0001) was increased. These results show heterogeneous responses to FSH according to initial follicle size, smaller follicles being less FSH dependent than larger preantral follicles. These findings strongly suggest that FSH has a physiological role in preantral follicle growth and function
