Some insights in regulation and potential profitability of passive fiber infrastructure in Europe

Simultaneous analysis of elastic scattering and transfer/breakup channels for the 6He+208Pb reaction at energies near the Coulomb barrier
The elastic and alpha-production channels for the 6He+208Pb reaction are
investigated at energies around the Coulomb barrier (E_{lab}=14, 16, 18, 22,
and 27 MeV). The effect of the two-neutron transfer channels on the elastic
scattering has been studied within the Coupled-Reaction-Channels (CRC) method.
We find that the explicit inclusion of these channels allows a simultaneous
description of the elastic data and the inclusive alpha cross sections at
backward angles. Three-body Continuum-Discretized Coupled-Channels (CDCC)
calculations are found to reproduce the elastic data, but not the
transfer/breakup data. The trivially-equivalent local polarization potential
(TELP) derived from the CRC and CDCC calculations are found to explain the
features found in previous phenomenological optical model calculations for this

Actualmente, las titulaciones de Grado deben concluir con la elaboración y defensa pública de un Trabajo Fin de Grado (TFG), que está orientado a la evaluación de las competencias del Grado. En este trabajo hemos analizado en qué medida dichas competencias son las requeridas por el actual mercado laboral. Por ello, se ha realizado un análisis comparativo de las competencias establecidas en las guías docentes de la asignatura del TFG del Grado de Pedagogía con las competencias laborales solicitadas en el mercado de trabajo, a nivel nacional, a lo largo del año 2013 para este perfil profesional. Los resultados muestran que existe un elevado porcentaje de competencias que no están recogidas en las competencias generales del TFG. Some insights in regulation and potential profitability off passive fiber infrastructure in Europe
In 2010, the European Commission has formulated some clear objectives to come to one single European telecommunications market by 2020 in its Digital Agenda. These objectives require large investments in new infrastructure. Optical access networks can cope with the high bandwidth required by future applications, but their deployment to the end user involves high road and construction works and costs, which seem only affordable in densely populated areas. Therefore, other investment paths and possible regulatory interventions should be explored. This paper describes a cost-benefit model, developed within the European research project OASE, for the deployment of a dark fiber infrastructure. The model is applied to specific scenarios, which are constituted of the area type (dense urban/ urban/rural), demand uptake (conservative/ likely/ aggressive) and revenue scheme. The quantitative analysis performed indicates that the business case is in most cases not economically viable. Therefore, as a second step, the paper investigates possibilities and opportunities to improve the business case of the PIP, for instance by prolonging the planning horizon, ensuring revenue from the start of the project by performing demand aggregation or examining where public funds might help
Formation and Dynamical Evolution of the Neptune Trojans - the Influence of the Initial Solar System Architecture
In this work, we investigate the dynamical stability of pre-formed Neptune
Trojans under the gravitational influence of the four giant planets in compact
planetary architectures, over 10 Myr. In our modelling, the initial orbital
locations of Uranus and Neptune (aN) were varied to produce systems in which
those planets moved on non-resonant orbits, or in which they lay in their
mutual 1:2, 2:3 and 3:4 mean-motion resonances (MMRs). In total, 420
simulations were carried out, examining 42 different architectures, with a
total of 840000 particles across all runs. In the non-resonant cases, the
Trojans suffered only moderate levels of dynamical erosion, with the most
compact systems (those with aN less than or equal 18 AU) losing around 50% of
their Trojans by the end of the integrations. In the 2:3 and 3:4 MMR scenarios,
however, dynamical erosion was much higher with depletion rates typically
greater than 66% and total depletion in the most compact systems. The 1:2
resonant scenarios featured disruption on levels intermediate between the
non-resonant cases and other resonant scenarios, with depletion rates of the
order of tens of percent. Overall, the great majority of plausible
pre-migration planetary architectures resulted in severe levels of depletion of
the Neptunian Trojan clouds. In particular, if Uranus and Neptune formed near
their mutual 2:3 or 3:4 MMR and at heliocentric distances within 18 AU (as
favoured by recent studies), we found that the great majority of pre-formed
Trojans would have been lost prior to Neptune's migration. This strengthens the
case for the great bulk of the current Neptunian Trojan population having been

Mouse model of chromosome mosaicism reveals lineage-specific depletion of aneuploid cells and normal developmental potential.
Most human pre-implantation embryos are mosaics of euploid and aneuploid cells. To determine the fate of aneuploid cells and the developmental potential of mosaic embryos, here we generate a mouse model of chromosome mosaicism. By treating embryos with a spindle assembly checkpoint inhibitor during the four- to eight-cell division, we efficiently generate aneuploid cells, resulting in embryo death during peri-implantation development. Live-embryo imaging and single-cell tracking in chimeric embryos, containing aneuploid and euploid cells, reveal that the fate of aneuploid cells depends on lineage: aneuploid cells in the fetal lineage are eliminated by apoptosis, whereas those in the placental lineage show severe proliferative defects. Overall, the proportion of aneuploid cells is progressively depleted from the blastocyst stage onwards. Finally, we show that mosaic embryos have full developmental potential, provided they contain sufficient euploid cells, a finding of significance for the assessment of embryo vitality in the clinic.We acknowledge the Wellcome Trust for supporting this work. Preventing financial disasters: Macroprudential policy and financial crises
The ultimate goal of macroprudential policy is to prevent and reduce the costs of systemic financial crises, and thus contribute to promoting sustainable economic growth. However, despite the active role played by such policies in recent decades, there is still limited empirical evidence regarding whether prudential regulation is effective to enhance financial stability by preventing and mitigating crisis risk. This paper seeks to close that gap by studying the relationship between macroprudential policy and both the likelihood and severity of financial crises. The contribution of the paper is twofold. First, I show that macroprudential policy tightenings are successful at reducing the frequency of systemic financial crises. Moreover, this result holds even if macroprudential policies are implemented when the economy is already experiencing a financial boom or when monetary conditions are rather accommodative. I point to the prevention and mitigation of financial booms as the main transmission mechanism through which macroprudential policy defuses crisis risk. Second, I find that macroprudential policy enhances the resilience of the financial system, by dampening the output losses associated with future systemic financial crises. The latter result implies that macroprudential policy not only makes financial crises less likely, but also less painful
Millimagnitude Photometry for Transiting Extrasolar Planetary Candidates IV: The Puzzle of the Extremely Red OGLE-TR-82 Primary Solved
We present precise new V, I, and K-band photometry for the planetary transit
candidate star OGLE-TR-82. Good seeing V-band images acquired with VIMOS
instrument at ESO VLT allowed us to measure V=20.6+-0.03 mag star in spite of
the presence of a brighter neighbour about 1" away. This faint magnitude
answers the question why it has not been possible to measure radial velocities
for this object. One transit of this star has been observed with GMOS-S
instrument of GEMINI-South telescope in i and g-bands. The measurement of the
transit allows us to verify that this is not a false positive, to confirm the
transit amplitude measured by OGLE, and to improve the ephemeris. The transit
is well defined in i-band light curve, with a depth of A_i=0.034 mag. It is
however, less well defined, but deeper (A_g=0.1 mag) in the g-band, in which
the star is significantly fainter. The near-infrared photometry obtained with
SofI array at the ESO-NTT yields K=12.2+-0.1 and V-K=8.4+-0.1, so red that it
is unlike any other transit candidate studied before. Due to the extreme nature
of this object, we have not yet been able to measure velocities for this star,
but based on the new data we consider two different possible configurations:(1)
a nearby M7V star, or (2) a blend with a very reddened distant red giant. The
nearby M7V dwarf hypothesis would give a radius for the companion of
R_p=0.3+-0.1 R_J, i.e. the size of Neptune. Quantitative analysis of near-IR
spectroscopy finally shows that OGLE-TR-82 is a distant, reddened metal poor
early K giant. This result is confirmed by direct comparison with stellar
templates that gives the best match for a K3III star. Therefore, we discard the
planetary nature of the companion. Based on all the new data, we conclude that
this system is a main-sequence binary blended with a background red giant.Comment: 26 pages, 9 figures, ApJ accepte
AN OVERVIEW OF CHATBOTS USAGE IN RECRUITMENT AND SELECTION PRACTICES
Artificial Intelligence (AI) has affected different functions of businesses including Human Resources, and particularly, recruitment processes. With Chatbots (conversational agents) systems in place, HR can perform tasks like identifying, selecting, and interviewing talented candidates quickly and efficiently. This study offers an overview of the current state of chatbots usage in recruitment and selection processes. For doing this, we performed a literature review. We have retrieved academic articles from Scopus and Web of Science until March 2022. Also, we complemented the information retrieved with several searches on Google so as to find interesting grey literature and information. First, we define a chatbot and discuss its technical and social requirements. Second, we explain how chatbots are currently used in R&S processes in organizations, their benefits and their cons. By doing this, we seek to give AI and NLP developers valuable insights when creating chatbots for recruiting objectives
