    On the Systemic Nature of Weather Risk

    Systemic weather risk is a major obstacle for the formation of private (non- subsidized) crop insurance. This paper explores the possibility of spatial diversification of insurance by estimating the joint occurrence of unfavorable weather conditions in different locations. For that purpose copula methods are employed that allow an adequate description of stochastic dependencies between multivariate random variables. The estimation procedure is applied to weather data in Germany. Our results indicate that indemnity payments based on temperature as well as on cumulative rainfall show strong stochastic dependence even at a national scale. Thus the possibility to reduce risk exposure by increasing the trading area of the insurance is limited. Irrespective of their economic implications our results pinpoint the necessity of a proper statistical modeling of the dependence structure of multivariate random variables. The usual approach of measuring stochastic dependence with linear correlation coefficients turned out to be questionable in the context of weather insurance as it may overestimate diversification effects considerably.weather risk, crop insurance, copula

    Steganographer Identification

    Conventional steganalysis detects the presence of steganography within single objects. In the real-world, we may face a complex scenario that one or some of multiple users called actors are guilty of using steganography, which is typically defined as the Steganographer Identification Problem (SIP). One might use the conventional steganalysis algorithms to separate stego objects from cover objects and then identify the guilty actors. However, the guilty actors may be lost due to a number of false alarms. To deal with the SIP, most of the state-of-the-arts use unsupervised learning based approaches. In their solutions, each actor holds multiple digital objects, from which a set of feature vectors can be extracted. The well-defined distances between these feature sets are determined to measure the similarity between the corresponding actors. By applying clustering or outlier detection, the most suspicious actor(s) will be judged as the steganographer(s). Though the SIP needs further study, the existing works have good ability to identify the steganographer(s) when non-adaptive steganographic embedding was applied. In this chapter, we will present foundational concepts and review advanced methodologies in SIP.     Das Projekt „Keltenwelt Rhön“ : Besiedlung in der Eisenzeit und keltische Kultur – Bedeutung für Touristen und einheimische Bevölkerung

    Die Besiedlung der Rhön wird in vielen wissenschaftlichen Untersuchungen, aber auch in Projekten und Vorhaben im Biosphärenreservat Rhön thematisiert. Eine nachhaltige Entwicklung der Region muss auch das Wissen um frühere Kulturen als Grundlage regionalen Bewusstseins umfassen. Den Spuren der Besiedlung in der Eisenzeit und dem Thema keltische Kultur nachzugehen ist Ziel der Aktivitäten des Fördervereins „Eisenzeitlich-keltische Geschichte in der Rhön e.V.“ mit Sitz in Sünna1. Viele Fähigkeiten und Kenntnisse aus und über diese Zeit sind verlorengegangen. Dies betrifft nicht nur religiöse oder astronomische Gesichtspunkte, sondern besonders die keltische Handwerkskunst, z. B. Hohlgusstechniken mit Bronze oder die Schmiedekunst mit Eisen. Diese waren erst 1000 Jahre später wieder verfügbar und konnten bis heute noch nicht vollständig nachvollzogen werden (BIEL 1996 „Experiment Hochdorf“). Besiedlungszeichen und Funde an verschiedenen Stellen in der Rhön deuten aber auf den Einfluss und die Lebensweise der damaligen hohen Kultur vor ca. 2.500 Jahren hin. Der Förderverein bemüht sich, Funde und gesicherte Erkenntnisse zusammenzutragen, die eisenzeitlichen Erforschung, insbesondere der Thüringischen Rhön voranzubringen und durch die Nachbildung eines „Keltendorfes“ (Näheres zu Vorbereitung und Recherche s.u.) sowohl die einheimische Bevölkerung als auch Touristen mit der keltischen Kultur bekannt zu machen. Weiterhin bemüht sich der Verein damit eine Inwertsetzung dieser regionalen Besonderheit zu erreichen
