Differentiated financing of schools in French-speaking Belgium: prospectives for regulating a school quasi-market
The school quasi-market in French-speaking Belgium is characterised by segregation of various types. Efforts to apply measures that encourage greater social mixing have met with stiff resistance and various difficulties. In 2008 and 2009, a significant amount of turbulence was caused by the application of the "social mixing" law influencing the registration procedures for students in secondary education. The purpose of this article is to present some results from a prospective research project that investigated the possibility of modifying the formula for financing schools, the foundation of the quasi-market mechanism. To do this, a generalised formula for allocating funds to schools according to need is proposed on the basis of legislation currently in force in the French Community of Belgium. Then, the solution tested is presented with a financing formula that takes into account indicators of the social composition of the school population. Various scenarios of differentiated financing of schools according to these indicators are presented, through simulations using real data on the effects of these scenarios in terms of gains and losses first for all schools, and then for different contrasting schools thereafter. Finally, the implications of these scenarios are discussed and put into perspective with respect to the different solutions considered since 2005 in French-speaking Belgium.Prospective; social mixing; regulation; education
The relationship between eruptive activity, flank collapse, and sea level at volcanic islands: A long-term (>1 Ma) record offshore Montserrat, Lesser Antilles
Hole U1395B, drilled southeast of Montserrat during Integrated Ocean Drilling Program Expedition 340, provides a long (>1 Ma) and detailed record of eruptive and mass-wasting events (>130 discrete events). This record can be used to explore the temporal evolution in volcanic activity and landslides at an arc volcano. Analysis of tephra fall and volcaniclastic turbidite deposits in the drill cores reveals three heightened periods of volcanic activity on the island of Montserrat (?930 ka to ?900 ka, ?810 ka to ?760 ka, and ?190 ka to ?120 ka) that coincide with periods of increased volcano instability and mass-wasting. The youngest of these periods marks the peak in activity at the Soufrière Hills volcano. The largest flank collapse of this volcano (?130 ka) occurred towards the end of this period, and two younger landslides also occurred during a period of relatively elevated volcanism. These three landslides represent the only large (>0.3 km3) flank collapses of the Soufrière Hills edifice, and their timing also coincides with periods of rapid sea-level rise (>5 m/ka). Available age data from other island arc volcanoes suggests a general correlation between the timing of large landslides and periods of rapid sea-level rise, but this is not observed for volcanoes in intra-plate ocean settings. We thus infer that rapid sea-level rise may modulate the timing of collapse at island arc volcanoes, but not in larger ocean-island settings

Dome growth, collapse, and valley fill at Soufrière Hills Volcano, Montserrat, from 1995 to 2013: Contributions from satellite radar measurements of topographic change
Frequent high-resolution measurements of topography at active volcanoes can provide important information for assessing the distribution and rate of emplacement of volcanic deposits and their influence on hazard. At dome-building volcanoes, monitoring techniques such as LiDAR and photogrammetry often provide a limited view of the area affected by the eruption. Here, we show the ability of satellite radar observations to image the lava dome and pyroclastic density current deposits that resulted from 15 years of eruptive activity at Soufrière Hills Volcano, Montserrat, from 1995 to 2010. We present the first geodetic measurements of the complete subaerial deposition field on Montserrat, including the lava dome. Synthetic aperture radar observations from the Advanced Land Observation Satellite (ALOS) and TanDEM-X mission are used to map the distribution and magnitude of elevation changes. We estimate a net dense-rock equivalent volume increase of 108 ± 15M m3 of the lava dome and 300 ± 220M m3 of talus and subaerial pyroclastic density current deposits. We also show variations in deposit distribution during different phases of the eruption, with greatest on-land deposition to the south and west, from 1995 to 2005, and the thickest deposits to the west and north after 2005. We conclude by assessing the potential of using radar-derived topographic measurements as a tool for monitoring and hazard assessment during eruptions at dome-building volcanoes
Submarine record of volcanic island construction and collapse in the Lesser Antilles arc: First scientific drilling of submarine volcanic island landslides by IODP Expedition 340
IODP Expedition 340 successfully drilled a series of sites offshore Montserrat, Martinique and Dominica in the Lesser Antilles from March to April 2012. These are among the few drill sites gathered around volcanic islands, and the first scientific drilling of large and likely tsunamigenic volcanic island-arc landslide deposits. These cores provide evidence and tests of previous hypotheses for the composition and origin of those deposits. Sites U1394, U1399, and U1400 that penetrated landslide deposits recovered exclusively seafloor-sediment, comprising mainly turbidites and hemipelagic deposits, and lacked debris avalanche deposits. This supports the concepts that i/ volcanic debris avalanches tend to stop at the slope break, and ii/ widespread and voluminous failures of pre-existing low-gradient seafloor sediment can be triggered by initial emplacement of material from the volcano. Offshore Martinique (U1399 and 1400), the landslide deposits comprised blocks of parallel strata that were tilted or micro-faulted, sometimes separated by intervals of homogenized sediment (intense shearing), while Site U1394 offshore Montserrat penetrated a flat-lying block of intact strata. The most likely mechanism for generating these large-scale seafloor-sediment failures appears to be propagation of a decollement from proximal areas loaded and incised by a volcanic debris avalanche. These results have implications for the magnitude of tsunami generation. Under some conditions, volcanic island landslide deposits comprised of mainly seafloor sediment will tend to form smaller magnitude tsunamis than equivalent volumes of subaerial block-rich mass flows rapidly entering water. Expedition 340 also successfully drilled sites to access the undisturbed record of eruption fallout layers intercalated with marine sediment which provide an outstanding high-resolution dataset to analyze eruption and landslides cycles, improve understanding of magmatic evolution as well as offshore sedimentation processes. A volcaniclastic deep-sea fan off La Réunion Island (Indian Ocean): Gradualism versus catastrophism
International audienceA new geophysical data set off La Réunion Island (western Indian Ocean) reveals a large volcaniclastic submarine fan developing in an open-ocean setting. The fan is connected to a torrential river that floods during tropical cyclones. Sediment storage at the coast is limited, suggesting that the sediments are carried directly to the basin. The fan morphology and turbidites in cores lead us to classify it as a sand-rich system mainly fed by hyperpycnal flows. In the ancient geological record, there are many examples of thick volcaniclastic successions, but studies of modern analogues have emphasized mechanisms such as debris avalanches or direct pyroclastic flow into the sea. Education Policy in Florida: Explaining County-Level Approval of the 2002 Constitutional Amendments
This research analyzes county-level support for the 2002 Constitutional Amendments for Voluntary Universal Prekindergarten Education (VPK) and Florida’s Amendment to Reduce Class Size (CSA). Three regression models are constructed for each dependent variable (support for VPK and support for CSA): a bivariate model with political party, a full model with all theoretically identified variables, and a best model with just the independent variables that have the most explanatory power. A variety of socioeconomic, demographic and political independent variables are tested. Four independent variables had a statistically significant positive relationship with support for both VPK and CSA: Democratic registration, Hispanic population, higher education, and population density
