Analysing Government Decision Making in the South African Biofuels Industry: A Game Theoretic Approach
The production of biofuels in many countries is largely driven by the government strategy and incentives that are in place. In South Africa the first round of the development of such a draft strategy took place in 2005 while the official stance on biofuels was finalized in December of 2007. During the policy development process various governmental departments had strategic goals and targets that they all were required to achieve. The achievement of these strategic targets and goals is also risky and the various departments that have some form of involvement in the biofuels industry need to decide on how much risk they are willing to take. This article sketches the game that the various governmental departments played as well as the risks that they were faced with when writing the Industrial Biofuels Strategy. In establishing a Nash Equilibrium and when comparing this to the current state of affairs in the industry an investigation is launched as to what has caused the governmental department to divert so strongly from this position. A variable Z is defined and included in the model in order to explain the current state of affairs. Charge and momentum transfer in supercooled melts: Why should their relaxation times differ?
The steady state values of the viscosity and the intrinsic ionic-conductivity
of quenched melts are computed, in terms of independently measurable
quantities. The frequency dependence of the ac dielectric response is
estimated. The discrepancy between the corresponding characteristic relaxation
times is only apparent; it does not imply distinct mechanisms, but stems from
the intrinsic barrier distribution for -relaxation in supercooled
fluids and glasses. This type of intrinsic ``decoupling'' is argued not to
exceed four orders in magnitude, for known glassformers. We explain the origin
of the discrepancy between the stretching exponent , as extracted from
and the dielectric modulus data. The actual width of the
barrier distribution always grows with lowering the temperature. The contrary
is an artifact of the large contribution of the dc-conductivity component to
the modulus data. The methodology allows one to single out other contributions
to the conductivity, as in ``superionic'' liquids or when charge carriers are
delocalized, implying that in those systems, charge transfer does not require

Mesoscopic non-equilibrium thermodynamics approach to non-Debye dielectric relaxation
Mesoscopic non-equilibrium thermodynamics is used to formulate a model
describing non-homogeneous and non-Debye dielectric relaxation. The model is
presented in terms of a Fokker-Planck equation for the probability distribution
of non-interacting polar molecules in contact with a heat bath and in the
presence of an external time-dependent electric field. Memory effects are
introduced in the Fokker-Planck description through integral relations
containing memory kernels, which in turn are used to establish a connection
with fractional Fokker-Planck descriptions. The model is developed in terms of
the evolution equations for the first two moments of the distribution function.
These equations are solved by following a perturbative method from which the
expressions for the complex susceptibilities are obtained as a functions of the
frequency and the wave number. Different memory kernels are considered and used
to compare with experiments of dielectric relaxation in glassy systems. For the
case of Cole-Cole relaxation, we infer the distribution of relaxation times and
its relation with an effective distribution of dipolar moments that can be
attributed to different segmental motions of the polymer chains in a melt.Comment: 33 pages, 6 figure

A method for merging nadir-sounding climate records, with an application to the global-mean stratospheric temperature data sets from SSU and AMSU
A method is proposed for merging different nadir-sounding climate data records using measurements from high-resolution limb sounders to provide a transfer function between the different nadir measurements. The two nadir-sounding records need not be overlapping so long as the limb-sounding record bridges between them. The method is applied to global-mean stratospheric temperatures from the NOAA Climate Data Records based on the Stratospheric Sounding Unit (SSU) and the Advanced Microwave Sounding Unit-A (AMSU), extending the SSU record forward in time to yield a continuous data set from 1979 to present, and providing a simple framework for extending the SSU record into the future using AMSU. SSU and AMSU are bridged using temperature measurements from the Michelson Interferometer for Passive Atmospheric Sounding (MIPAS), which is of high enough vertical resolution to accurately represent the weighting functions of both SSU and AMSU. For this application, a purely statistical approach is not viable since the different nadir channels are not sufficiently linearly independent, statistically speaking. The near-global-mean linear temperature trends for extended SSU for 1980–2012 are −0.63 ± 0.13, −0.71 ± 0.15 and −0.80 ± 0.17 K decade−1 (95 % confidence) for channels 1, 2 and 3, respectively. The extended SSU temperature changes are in good agreement with those from the Microwave Limb Sounder (MLS) on the Aura satellite, with both exhibiting a cooling trend of ~ 0.6 ± 0.3 K decade−1 in the upper stratosphere from 2004 to 2012. The extended SSU record is found to be in agreement with high-top coupled atmosphere–ocean models over the 1980–2012 period, including the continued cooling over the first decade of the 21st century
Nitrogen compounds and ozone in the stratosphere: comparison of MIPAS satellite data with the Chemistry Climate Model ECHAM5/MESSy1
International audienceThe chemistry climate model ECHAM5/MESSy1 (E5/M1) in a setup extending from the surface to 80 km with a vertical resolution of about 600 m near the tropopause with nudged tropospheric meteorology allows a direct comparison with satellite data of chemical species at the same time and location. Here we present results out of a transient 10 years simulation for the period of the Antarctic vortex split in September 2002, where data of MIPAS on the ENVISAT-satellite are available. For the first time this satellite instrument opens the opportunity, to evaluate all stratospheric nitrogen containing species simultaneously with a good global coverage, including the source gas N2O which allows an estimate for NOx-production in the stratosphere. We show correlations between simulated and observed species in the altitude region between 10 and 50 hpa for different latitude belts, together with the Probability Density Functions (PDFs) of model results and observations. This is supplemented by global charts on pressure levels showing the satellite data and the simulated data sampled at the same time and location. We demonstrate that the model in most cases captures the partitioning in the nitrogen family, the diurnal cycles and the spatial distribution within experimental uncertainty. There appears to be, however, a problem to reproduce the observed nighttime partitioning between N2O5 and NO2 in the middle stratosphere

Processing two line element sets to facilitate re-entry prediction of spent rocket bodies from geostationary transfer orbit
Predicting the re-entry of space objects enables the risk they pose to the ground population to be managed. The more accurate the re-entry forecast, the more cost-efficient risk mitigation measures can be put in place. However, at present, the only publicly available ephemerides (two line element sets, TLEs) should not be used for accurate re-entry prediction directly. They may contain erroneous state vectors, which need to be filtered out. Also, the object’s physical parameters (ballistic and solar radiation pressure coefficients) need to be estimated to enable accurate propagation. These estimates are only valid between events that change object’s physical properties, e.g. collisions and fragmentations. Thus, these events need to be identified amongst the TLEs. This paper presents the TLE analysis methodology, which enables outlying TLEs and space events to be identified. It is then demonstrated how various TLE filtering stages improve the accuracy of the TLE-based re-entry prediction
Directed evolution of an enantioselective Bacillus subtilis lipase
Chiral compounds are of steadily increasing importance to the chemical industry, in particular for the production of pharmaceuticals. Where do these compounds come from? Apart from natural resources, two synthetic strategies are available: asymmetric chemical catalysis using transition metal catalysts and biocatalysis using enzymes. In the latter case, screening programs have identified a number of enzymes. However, their enantioselectivity is often not high enough for a desired reaction. This problem can be solved by applying directed evolution to create enantioselective enzymes as shown here for a lipase from Bacillus subtilis. The reaction studied was the asymmetric hydrolysis of meso-1,4-diacetoxy-2-cyclopentene with the formation of chiral alcohols which were detected by electrospray ionization mass spectrometry. Iterative cycles of random mutagenesis and screening allowed the identification of several variants with improved enantioselectivities. In parallel, we have started to use X-ray structural data to simulate the Bacillus subtilis lipase A-catalyzed substrate hydrolysis by using quantum mechanical and molecular mechanical calculations. This combined approach should finally enable us to devise more efficient strategies for the directed evolution of enantioselective enzymes
Compact Trip Representation over Networks
The final publication is available at Springer via http://dx.doi.org/10.1007/978-3-319-46049-9_23[Abstract] We present a new Compact Trip Representation ( CTRCTR ) that allows us to manage users’ trips (moving objects) over networks. These could be public transportation networks (buses, subway, trains, and so on) where nodes are stations or stops, or road networks where nodes are intersections. CTRCTR represents the sequences of nodes and time instants in users’ trips. The spatial component is handled with a data structure based on the well-known Compressed Suffix Array ( CSACSA ), which provides both a compact representation and interesting indexing capabilities. We also represent the temporal component of the trips, that is, the time instants when users visit nodes in their trips. We create a sequence with these time instants, which are then self-indexed with a balanced Wavelet Matrix ( WMWM ). This gives us the ability to solve range-interval queries efficiently. We show how CTRCTR can solve relevant spatial and spatio-temporal queries over large sets of trajectories.
