    E-democracy: exploring the current stage of e-government

    Governments around the world have been pressured to implement e-Government programs in order to improve the government-citizen dialogue. The authors of this article review prior literature on such efforts to find if they lead to increased democratic participation ("e-Democracy") for the affected citizens, with a focus on the key concepts of transparency, openness, and engagement. The authors find that such efforts are a starting point toward e-Democracy, but the journey is far from complete

    Improving the availability of biopesticides : an interdisciplinary research project

    There is a need for new, biologically-based crop protection products to serve as alternatives to or to complement synthetic chemical pesticides. An interdisciplinary research team from the natural and social sciences considered whether regulatory barriers were preventing more biopesticides reaching the market. The research coincided with a realisation by policy makers that more needed to be done to facilitate biopesticide registration, exemplified by the UK's Biopesticides Scheme. However, important differences remain between the UK and other countries such as the USA. Changes in regulatory arrangements need careful handling. The scientific work undertaken in the project provided a better understanding of the population biology of microbial control agents. Interdisciplinary work permitted a contribution to the policy debate

    On the Intracluster Medium in Cooling Flow & Non-Cooling Flow Clusters

    Recent X-ray observations have highlighted clusters that lack entropy cores. At first glance, these results appear to invalidate the preheated ICM models. We show that a self-consistent preheating model, which factors in the effects of radiative cooling, is in excellent agreement with the observations. Moreover, the model naturally explains the intrinsic scatter in the L-T relation, with ``cooling flow'' and ``non-cooling flow'' systems corresponding to mildly and strongly preheated systems, respectively.     Electrodeposition in capillaries: bottom-up micro- and nanopatterning of functional materials on conductive substrates

    A cost-effective and versatile methodology for bottom-up patterned growth of inorganic and metallic materials on the micro- and nanoscale is presented. Pulsed electrodeposition was employed to deposit arbitrary patterns of Ni, ZnO, and FeO(OH) of high quality, with lateral feature sizes down to 200–290 nm. The pattern was defined by an oxygen plasma-treated patterned PDMS mold in conformal contact with a conducting substrate and immersed in an electrolyte solution, so that the solid phases were deposited from the solution in the channels of the patterned mold. It is important that the distance between the entrance of the channels, and the location where deposition is needed, is kept limited.     The Rotterdam model was used to determine the demand for fresh table grapes in Canada, Japan, and Sweden from 1971-1990. Results of elastic expenditure elasticities and cross price elasticities indicating that U.S. grapes are considered substitutes for grapes from other countries, suggest that the U.S. grape producers have a competitive edge in these countries. The trade agreements and trade negotiations with Canada and Japan will assist in making relative prices lower for U.S. grapes, encouraging their consumption.     Characterisation of multilayer ramp-type ReBa2Cu3O7-delta structures by scanning probe microscopy and high-resolution electron microscopy

    We studied the morphology of ramps in REBa2Cu3O7 (REBCO) epitaxial films on SrTiO3 substrates, fabricated by RF magnetron sputter deposition and pulsed laser deposition (PLD), by scanning probe microscopy (SPM) and high resolution electron microscopy (HREM). The ramps were fabricated by Ar ion beam etching using masks of standard photoresist and TiN. AFM-studies on ramps in sputter deposited films show a strong dependence, i.e. formation of facets and ridges, on the angle of incidence of the ion beam with respect to the substrate surface as well as the rotation angle with respect to the crystal axes of the substrate. Ramps in pulsed laser deposited films did not show this dependence. Furthermore, we studied the effect of an anneal step prior to the deposition of barrier layers (i.e. PrBu2CU3O7, SrTiO3, CeO2) on the ramp. First results show a recrystallization of the ramp surface, resulting in terraces and a non-homogeneous growth of the barrier material on top of it. The thickness variations, for thin layers of barrier material, can even become much larger than expected from the amount of deposited material and are dependent on the deposition and anneal conditions. HREM studies show a well defined interface between barrier layer and electrodes. The angle of the ramp depends on the etch rate of the mask and REBCO, and on the angle of incidence of the ion beam. TiN has a much lower etch rate compared to photoresist, resulting in an angle of the ramp comparable to the angle of incidence, resulting in a low etching rate on the ramp. These results will lead to improved electrical characteristics of ramp-type junctions

    Calculation Method for Predicting AM0 Isc from High Altitude Aircraft Flight Data

    High altitude aircraft have been used by the space photovoltaic (PV) community to determine the air mass Zero (AM0) performance of solar cells for over fifty years. Relative to in-space measurement opportunities, these methods are generally cheaper and more readily available. The data obtained, however, must be corrected for residual atmospheric effects. This paper details the correction method currently being used for the calculation of the estimated AM0 short-circuit current (Isc) for photovoltaic devices flown on the NASA ER-2 calibration platform. This method would also be applicable to other high altitude methods where Isc data is collected over a sufficiently large range of altitudes. An initial comparison with a four junction (4J) cell flown on the CASOLBA high altitude balloon platform showed an agreement to 0.2%
