    Experiences of adults abused as children after discharge from inpatient treatment: Informal social support and self-care practices related to trauma recovery

    This qualitative study explored adults’ perceptions of experiences that were helpful and unhelpful to their recovery from the traumatic effects of childhood physical and sexual abuse. The authors conducted in-depth interviews with 30 participants approximately 6 months after discharge from an inpatient trauma treatment program. Participants reported that barriers to recovery postdischarge were lack of follow-up support immediately after discharge, social isolation, lack of friends, problems with partners, and lack of emotional support from family members. Facilitating factors were concrete support from family and friends; emotional support, particularly from friends; developing a social network unrelated to the abuse history; and continuing self-care strategies learned in the inpatient program. Implications for community-based mental health professionals are discussed

    The Power Contract signed in 1969 between Churchill Falls (Labrador) Corporation Limited and Hydro-Québec was the result of protracted negotiations between the parties which lasted six years. It became the cornerstone of a complex financial arrangement to secure a loan which was at the time the largest private placement effected in the United States of America to provide the funds required for the construction of the Churchill Falls Plant terminated in 1976 at a cost of approximately a billion dollars. This long term contract which had led Premier Smallwood to exclaim : « Glory Hallelujah » when he had heard that the deal had been agreed upon started to be looked at in much a different light by Newfoundland following the rise in the cost of energy resulting from the increases in the price of oil demanded by OPEC. It became the nub of several Court cases instituted in the Newfoundland and Québec Courts. This article is in substance the text of a conference given by the author to the lawyers and notaries of the Ministry of Justice of Québec during the Fall of 1981. It outlines the historical events which led to the negotiations and the signing of a Letter of Intent in 1966 followed by the Power Contract in 1969 and details the events leading to the institution in September 1976 of an action before the Supreme Court of Newfoundland by the Attorney General of that province against CFLCo and Hydro-Québec for a declaration that 800 megawatts of power from Churchill Falls may be recalled, to the institution by Hydro-Québec of a declaratory action in the Québec Courts against CFLCo and the other interested parties, including the Attorney General of Newfoundland, to have certain clauses of the Power Contract interpreted and finally to the adoption in 1980 by the Newfoundland Legislature of The Upper Churchill Water Rights Reversion Act and its reference to the Court of Appeal of Newfoundland to rule on its constitutional validity

    Une analyse de la performance des CLSC au Québec

    Depuis quinze ans, on assiste à un effort considérable de mesure de la performance des hôpitaux. Cet effort ne s’est pourtant pas étendu aux autres types d’établissements de santé dont l’importance se trouve pourtant accrue par les transformations du réseau de santé suite aux difficultés budgétaires au Québec comme ailleurs.En particulier, les CLSC dont l’enveloppe budgétaire atteint 700 millions de dollars n’ont jamais fait l’objet d’une évaluation de performance. À partir des données d’un échantillon d’établissements provenant du Ministère de la santé et des services sociaux, nous proposons une méthode d’évaluation systématique de la performance des CLSC et offrons une première évaluation tant de la structure du réseau des CLSC que de la performance individuelle de chacun des établissements de l’échantillon. Nous trouvons que des économies substantielles pourraient être réalisées suite à la mise en place de mécanismes incitatifs dans l’allocation budgétaire entre établissements.For the last fifteen years, a considerable effort has been made to better measure hospital performance. This effort, however, has not extended to other types of health care facilities which play a growing role following the transformation of the health care system triggered by budgetary constraints in Québec and elsewhere.Specifically, the performance of local health clinics (CLSC) has never been evaluated despite a budget reaching 700 million dollars. Based on data available from the Quebec Ministry of Health and Social Services for a sample of facilities, we perform the first evaluation of the network structure and individual establishment performances. We find that substantial savings could result from establishing incentive mechanisms in the inter-establishment budget allocation
