    Deciphering Ayman Al-Zawahiri and Al-Qaeda’s strategic and ideological imperatives

    This research paper explores the current strategic and ideological agenda of al-Qaeda leader, Ayman al- Zawahiri. To better understand how al-Zawahiri aims to retain international relevance, survival and sustainability, the paper assesses al-Zawahiri’s speeches and actions in recent years that articulate his world-view objectives. Importantly, this paper will argue that although the “Far Enemy” remains a priority, and will not be abandoned by al-Qaeda, al-Zawahiri has renewed the terrorist group’s emphasis on the “Near Enemy” and seeks to create safe bases across the Islamic world for al-Qaeda and its affiliates to function and grow. This paper will also illustrate that it would be naive to dismiss al-Zawahiri and al-Qaeda’s relevance as a global threat as the Egyptian is laying the foundations for al-Qaeda’s future. The paper also compares and contrasts al-Zawahiri’s historical motivations and how that fits into his current doctrine. Lastly, this paper dissects al-Zawahiri’s paradoxical nature and mixed messaging which could impact on al-Qaeda’s attempts to replenish the terrorist group’s ranks

    MANAGEMENT OF BLAST [PYRICULARIA GRISEA (COOKE) SACC.] DISEASE OF PEARL MILLET THROUGH FUNGICIDES

    Blast of pearl millet has emerged as serious disease affecting both grain and fodder production in pearl millet. Among the nine fungicides and two antibiotics at three concentrations were evaluated under in vitro condition by poisoned food technique against Pyricularia grisea revealed, propiconazole, mancozeb, tricyclazole and carbendazim (12%) + mancozeb (63%) at all the three concentrations completely inhibited the mycelial growth of the pathogen and proved to be most effective. Based on in vitro screening, promising fungicides were selected and re-evaluated under field condition against blast of pearl millet. Experiment under field condition revealed that two foliar sprays at an interval of 15 days commencing from the first initiation of disease with tricyclazole, 0.05% or iprobenfos, 0.1% or isoprothiolane, 0.05% was most effective in reducing blast intensity (17.78, 33.59 and 38.19% DI) and increasing grain (3493, 3012 and 2968 kg/ha) and fodder yield (6918, 5383 and 5323 kg/ha, respectively) over control (83.68% DI, grain yield 2483 kg/ha and fodder yield 3338 kg/ha)

    A cost-effectiveness analysis of a hydration response technology dressing in the treatment of venous leg ulcers in the UK

    Introduction: Venous leg ulceration causes significant pain and suffering for patients, additionally it places considerable financial and service burden on the National Health Service (NHS). A large proportion of venous leg ulceration do not heal within the standard time frames of 16 – 24 weeks, resulting in static wounds which commonly have issues with increasing exudate production. Static wounds can have significant negative impact on the patients quality of life, the wound bed and periwound skin, increased risk of infection all of which results in delayed wound healing and increased health service costs. As the NHS continues to face times of austerity, services need to find solutions to be able to reduce cost and release nursing time whilst maintaining standards of care. Cutimed® Sorbion® Sachet S is a treatment option for the management of patients with a venous leg ulceration. The objective of this study was to provide an update of the health economic analysis of Cutimed® Sorbion® Sachet S in comparison to relevant comparators in the UK with current cost data. Methods: Cutimed® Sorbion® Sachet S was compared against Zetuvit Plus, DryMax extra, KerraMax Care and Eclypse from a cost effectiveness perspective. Clinical data were derived from literature and expert opinion. Cost input was utilized based on publicly available data and literature. The average patient in the model is assumed to be 65 years with a diagnosed venous leg ulcer. It is assumed that patients in the different treatment arms have the same background mortality, hence the endpoint mortality is not included in the model. The analysis is based on a deterministic Markov model derived from Harding et al. with weekly cycles. The following assumptions are made: First, all patients start in a static health state with a non-healed but non-progressing venous leg ulcer. It is assumed in the model that patients can transition to a deteriorating health state where a wound is improving or the wound could progress. Additionally, venous leg ulcers could be healed from a progressed wound (i.e. improved wound), they could develop into a severe wound with complications (infections) to be treated in hospitals. The time frame for the analysis was fixed for one year and no re-occurence after healing was assumed to happen. Results: The cost-effectiveness analysis demonstrates health economic dominance of Cutimed® Sorbion® Sachet S being more effective and cost-saving against all analysed comparators. When using literature-based input values the incrementally higher healing rates for Cutimed® Sorbion® Sachet S are 11.04 months (versus Zetuvit Plus), 29.04 months (versus DryMax extra), 1.68 months (versus KerraMax Care) and 11.04 months (versus Eclypse). Cost savings per patient were 37.60£ (versus Zetuvit Plus), 171.68£ (versus DryMax extra), 3.13£ (versus KerraMax Care) and 43.63£ (versus Eclypse). Clinical benefits and cost savings are increasing when real life practice assumptions based on expert opinion are included. Conclusions: Based on the underlying health economic model, Cutimed® Sorbion® Sachet S is more effective and less costly than other comparative products in venous leg ulcers in the UK

    Anti-corruption Strategies in Afghanistan: An Alternative Approach

This article provides a critical examination of Afghan anticorruption strategies based on formal anticorruption strategy, bureaucratic reform, and counter-narcotics. This article includes reference to some of the opinions of 70 semi-structured interviews conducted by the author in Kabul during May–June 2010 with anticorruption experts, rights-based organizations, civil society groups, ministries, and international and national organizations. The findings are that political interference from Afghan elites preserves corruption and deep roots of patron–client corruption—patronage networks and illicit drug trafficking interests with criminal groups for profitable gain—are difficult to combat with the existing anticorruption strategy. Hence, new approaches need to be attempted, such as, incorporating religion and ethics and empowering local leaders to combat corruption within a sixfold approach which involves (i) raising awareness, (ii) prevention, (iii) prosecution and sanctions, (iv) detection, (v) a collaborative counter-narcotics strategy, and (vi) linking religion

    Production and partial characterization of chitinase from a halotolerant Planococcus rifitoensis strain M2-26

    peer reviewedThis paper is the first to investigate the production and partial characterization of the chitinase enzyme from a moderately halophilic bacterium Planococcus rifitoensis strain M2-26, earlier isolated from a shallow salt lake in Tunisia. The impact of salt, salinity concentration, pH, carbon and nitrogen sources on chitinase production and activity have been determined. This is the first report on a high salt-tolerant chitinase from P. rifitoensis, since it was active at high salinity (from 5 to 30% NaCl) as well as in the absence of salt. This enzyme showed optimal activity at 70 C and retained up to 82 and 66% of its original activity at 80 or 90 C, respectively. The activity of the enzyme was also shown over a wide pH range (from 5 to 11). For characterization of the enzyme activity, the chitinase secreted in the culture supernatant was partially purified. The preliminary study of the concentrated dialysed supernatant on native PAGE showed at least three chitinases produced by strain M2-26, with highest activity approximately at 65 kDa. Thus, the thermo-tolerant and high salt-tolerant chitinases produced by P. rifitoensis strain M2-26 could be useful for application in diverse areas such as biotechnology and agro-industry

    A NEW REPORT ON OCCURRENCE OF FALSE HEAD SMUT [USTILAGINOIDEA VIRENS (COOKE) TAKAHASHI] OF MAIZE (ZEA MAYS L.) FROM GUJARAT, INDIA

    False head smut also known as pseudo-smut, or green smut disease of maize (Zea mays L.) has been observed in the Panchmahals and Dahod districts of Middle Gujarat, India during kharif 2013. False head smut is categorized as a minor disease due to its sporadic occurrence. It infects only a few isolated male florets in the tassel show dark- green masses of spores (sori). Under bright-field light microscopy, the conidia are found to be round to eliptical and warty on the surface with diameters approximately ranging from 3 to 5 μm. The pathogen was identified as Ustilaginoidea virens (Cooke) Takahashi. The disease on maize is not at present of economic importance but it may pose serious threat in reduction of pollen production, if the disease is severe in tassels.     TRIM32 regulates mitochondrial mediated ROS levels and sensitizes the oxidative stress induced cell death

    Emerging evidence suggests that ubiquitin mediated post translational modification is a critical regulatory process involved in diverse cellular pathways including cell death. During ubiquitination, E3 ligases recognize target proteins and determine the topology of ubiquitin chains. Recruitment of E3 ligases to targets proteins under stress conditions including oxidative stress and their implication in cell death have not been systemically explored. In the present study, we characterized the role of TRIM32 as an E3 ligase in regulation of oxidative stress induced cell death. TRIM32 is ubiquitously expressed in cell lines of different origin and form cytoplasmic speckle like structures that transiently interact with mitochondria under oxidative stress conditions. The ectopic expression of TRIM32 sensitizes cell death induced by oxidative stress whereas TRIM32 knockdown shows a protective effect. The turnover of TRIM32 is enhanced during oxidative stress and its expression induces ROS generation, loss of mitochondrial transmembrane potential and decrease in complex-I activity. The pro-apoptotic effect was rescued by pan-caspase inhibitor or antioxidant treatment. E3 ligase activity of TRIM32 is essential for oxidative stress induced apoptotic cell death. Furthermore, TRIM32 decreases X-linked inhibitor of apoptosis (XIAP) level and overexpression of XIAP rescued cells from TRIM32 mediated oxidative stress and cell death. Overall, the results of this study provide the first evidence supporting the role of TRIM32 in regulating oxidative stress induced cell death, which has implications in numerous pathological conditions including cancer and neurodegeneration

Low-level detection of a targeted disease biomarker (pM level) has emerged extremely useful to evaluate the progression of disease under therapy. Such collected bioinformatics and its multi-aspects-oriented analytics is in demand to explore the effectiveness of a prescribed treatment, optimize therapy, and correlate biomarker level with disease pathogenesis. Owing to nanotechnology-enabled advancements in sensing unit fabrication, device integration, interfacing, packaging, and sensing performance at point-of-care (POC) has rendered diagnostics according to the requirements of disease management and patient disease profile i.e. in a personalized manner. Efforts are continuously being made to promote the state of art biosensing technology as a next-generation non-invasive disease diagnostics methodology. Keeping this in view, this progressive opinion article describes personalized health care management related analytical tools which can provide access to better health for everyone, with overreaching aim to manage healthy tomorrow timely.
