Information Literacy in the Workplace: A Cross-cultural Perspective
This cross-cultural study has two main purposes: to investigate how information literacy is perceived in the workplace and to discover how employees obtain information to carry out their jobs in an effective and timely fashion. This project applies a mix of research methods, including site visits, interviews, and a survey. More than 120 participants from forty companies were involved in this study. They were from a wide variety of industries in Taiwan and Silicon Valley, in Northern California, where many companies base offices or operations from around the world. Major obstacles in conducting cross-continent research are cost, time demands, scheduling, and adaptation to local culture. In this global economy, cross-cultural and cross-border research will help educators, such as librarians, understand the complexity of skills expected in the workplace. Much has been written on information literacy, yet very few can relate how information literacy is applied in the workplace. This primary study sheds some light to help academic librarians reposition themselves as researchers-educators integral to student success
Railway Reform in China.
The purpose of this working paper is to consider the current situation of Chinese Railways, the progress of reforms to date, and possible future developments. The first section describes the current problems of Chinese Railways, as a vast organisation subject to strong central control, facing enormous and rapidly growing demands which it is unable to satisfy. The progress of reform in Chinese Railways to date, and in particular the Economic Contract Responsibility System instituted in the late 1980's and the development of joint venture companies to build new lines, are then described. In the following section the key reform models found in other countries - deregulation and privatisation of vertically integrated regional companies; separation of infrastructure from operations with open access andlor franchising competitors; or reorganisation on the basis of business sectors - are then described. None is fully suitable for China, but it is suggested that a combination of sectorisation, more commercial independence, further development of joint public/private partnerships and more contracting out, is the most likely way forward
Modulation of the dephasing time for a magnetoplasma in a quantum well
We investigate the femtosecond kinetics of optically excited 2D
magneto-plasma. We calculate the femtosecond dephasing and relaxation kinetics
of the laser pulse excited magneto-plasma due to bare Coulomb potential
scattering, because screening is under these conditions of minor importance. By
taking into account four Landau subbands in both the conduction band and the
valence band, we are now able to extend our earlier study [Phys. Rev. B {\bf
58}, 1998,in print (see also cond-mat/9808073] to lower magnetic fields. We can
also fix the magnetic field and change the detuning to further investigate the
carrier density-dependence of the dephasing time. For both cases, we predict

Non-Relativistic Limit of Dirac Equations in Gravitational Field and Quantum Effects of Gravity
Based on unified theory of electromagnetic interactions and gravitational
interactions, the non-relativistic limit of the equation of motion of a charged
Dirac particle in gravitational field is studied. From the Schrodinger equation
obtained from this non-relativistic limit, we could see that the classical
Newtonian gravitational potential appears as a part of the potential in the
Schrodinger equation, which can explain the gravitational phase effects found
in COW experiments. And because of this Newtonian gravitational potential, a
quantum particle in earth's gravitational field may form a gravitationally
bound quantized state, which had already been detected in experiments. Three
different kinds of phase effects related to gravitational interactions are
discussed in this paper, and these phase effects should be observable in some
astrophysical processes. Besides, there exists direct coupling between
gravitomagnetic field and quantum spin, radiation caused by this coupling can
be used to directly determine the gravitomagnetic field on the surface of a

Topological Charge of Lattice Abelian Gauge Theory
Configuration space of abelian gauge theory on a periodic lattice becomes
topologically disconnected by excising exceptional gauge field configurations.
It is possible to define a U(1) bundle from the nonexceptional link variables
by a smooth interpolation of the transition functions. The lattice analogue of
Chern character obtained by a cohomological technique based on the
noncommutative differential calculus is shown to give a topological charge
